In response to inquiries from some of our partners regarding the meaning of information in the report, below please find a legend that defines all of the column headings. Note that we have recently reduced the number of fields in the report to reduce the amount of redundant information. Reminder on Wood Packaging Material Rule Rule on Imports of Wood Packaging Material Takes Effect in September. Readers are reminded that new regulations imposing tighter restrictions on imports of wood packaging material (WPM) will take effect on September 16. The rule, which was adopted by the Department of Agriculture s (USDA) Animal and Plant Health Inspection Service (APHIS) last fall, reflects the adoption of an international standard that calls for WPM to be either heat treated or fumigated with methyl bromide and marked with an approved international mark certifying treatment. This change will affect all persons using WPM in connection with importing goods into the US. According to APHIS, WPM includes pallets, crates, boxes, and dunnage. The new regulations require WPM in use in international trade to be either: (a) heat treated to a minimum wood core temperature of 56ºC for a minimum of 30 minutes or (b) fumigated with methyl bromide. In addition, WPM must be marked with the International Plant Protection Convention (IPPC) logo and the two letter International Standards Organization (ISO) code for the country that treated the WPM. The marking must also include the unique number assigned by the national plant protection organization to the company responsible for ensuring the WPM was properly treated, along with either the abbreviation HT (heat treatment) or MB (methyl bromide). Paper certification WPM that does not meet these requirements must be re-exported; treatment or destruction will not be permitted. (treatment certificates) will not be required. WPM made entirely of: (a) manufactured wood material (e.g., particle board, plywood, oriented strand board) and wine and whiskey barrels, (b) thin pieces of wood (6 mm thickness or less), or (c) Canadian origin wood is exempted from the treatment and marking requirements. WPM arriving from Canada will be allowed to enter the US without the IPPC mark, but will be inspected for pests. Through September 15, WPM may be imported if it is in compliance with either current import requirements or the new standard. 3 Operations Notes Note Deadlines for Delivery to Drayage Contractor s Warehouse When obtaining information from exhibitors about the dates of targeted and non-targeted move-in periods, also confirm the deadline date for delivery to the drayage contractor s warehouse. With some drayage contractors, (most notable Champion Exposition Services), the penalties for delivery to the warehouse after the posted deadline can be as high as 25% each way (inbound and outbound). The deadline for arrival of shipments to the U.S. as posted in the Rogers shipping instructions DO NOT take the warehouse deadlines into consideration as Rogers instructions are often issued months before the drayage/general contractor s deadlines are known. Handling Return Shipments It has long been a policy of Rogers Worldwide that return shipments for exhibitions on which Rogers is the sole official and has furnished an exhibitor list to the agents, that we coordinate and book the return shipments per the exhibitor s on-site instructions. There are some shows that are exceptions to this policy and there are some special circumstances that are discussed and provided for in advance with the agent. Chicago Unveils Labor Reforms The Metropolitan Pier and Exposition Authority (MPEA) in Chicago announced a new labor agreement with representatives of the Chicago labor community that they believe will reduce labor costs for shows coming to Chicago. The new labor deal includes an expansion of straight time hours and VOLUME 1 ISSUE 5 more rights for exhibitors to perform their own work. New auditing procedures will also be implemented to ensure that cost savings are being passed along to customers. The deal also creates a new Labor Management Council which will be given the authority to design and implement further changes. The council will be made up of MPEA officials, union representatives, contractors and customers and will review issues of cost, efficiency and the overall show experience at McCormick Place regularly. It will have the power to review, and even audit, the billing process. Specifics of the deal include: Straight-time hours that can begin as early as 6:00 a.m. to 8:00 a.m. for all unions operating at McCormick Place. Exhibitors with booths of any size will be allowed to hang their own signs and hook-up their own electrical connections without the assistance of union personnel. Crew sizes assigned to various tasks will be reviewed on a caseby-case basis. Rather than assigning a set number of laborers to a forklift or a booth, for example, decisions will be made individually during pre-show meetings and reviewed after the show. A new position, Audio-Visual Delivery Technician, will be created to handle exhibitors high-tech needs and will be paid at a rate equal to 60 percent of a journeyman's wage rate. Exhibitors will be able to file complaints about billing, and if a contractor is found to not be passing on savings to the customer, they may be fined. Shipments imported from China or Hong Kong must: be accompanied by an exporter s statement on the commercial invoice, bill of lading, or other similar document (including a paper or electronic manifest) stating that the shipment contains no WPM, or be accompanied by a certificate signed by an official of the Chinese government or an approved Hong Kong fumigator stating that the wood was heat treated to a minimum of 71.1ºC for 75 minutes or treated with T404 (methyl bromide or kiln dried) or its equivalent, or have treated and marked WPM in compliance with the IPPC standard. WPM not in compliance with these requirements, as applicable, must be destroyed or re-exported. For importations on and after September 16, all WPM must be treated and marked in accordance with the new regulations, unless exempted. WPM that does not meet these requirements must be re-exported; treatment or destruction will not be permitted. Unmarked WPM may be separated from the commodity being imported if the APHIS inspector determines that separation can be done without pest escape. A user fee will be assessed for APHIS supervision of any such separation. Treatment will be allowed if hitchhiking (non-wood) pests are intercepted with IPPC-marked WPM.
