6 An ideal Capacity Building Program... Requires a strong vision: start with the result in mind Identifies the problems in the city by conducting a needs assessment Formulates a long term goal Creates appropriate material in a modular form based on existing best practices taking regional conditions into account Dissemination of material by experts (national/international), and when it comes to specialized courses not by teachers Provides first hand experience to best practices Identify appropriate partners with experience to implement the activities Evaluates each activity to increase the efficiency and performance in subsequent phases Page 6

7 Ideal Capacity Building Program needs... An earmarked funding for the activities, specifically for capacity building (at least until the activities can be self sustained) A concrete implementation plan on a longer term basis, with quality Strong implementing partners with proven experience Full commitment from participants especially when doing a Training of Trainers or instructors program Capacity building is a continuous activity, it needs dedication from all the partners to sustain Page 7

8 Institutionalising the capacity building activities... Needs assessment at the Central, State/Province and City level and prioritising the needs The central coordinating institution for capacity building would develop the capacity building program, annual training programme, coordinate with central ministries organise course development have dedicated personnel who are trained on the general issues of urban transport and would also conduct general courses A nodal agency is required to oversee the capacity building activities and take ultimate decisions and avoid redundancy Page 8

9 Development of Course Material Missing material is identified by the needs assessment New material is developed by specially trained course developers New material is reviewed by National and International Experts for coherence and comprehensiveness The final material is used as course material in the courses that will be conducted. The material will be updated after each annual cycle if necessary Page 9

13 Sustainable Urban Mobility in Developing Countries E-Learning Course in E, S, and French The course is open to urban and transportation planners, decisionmakers from local governments as well as representatives of service providers (national governments, private sector, NGOs) and international organizations involved in the transport sector worldwide.
