3 RWIS NTCIP UPGRADE SPECIFICATION GENERAL: The American Association of State Highway and Transportation Officials (AASHTO) has adopted communication protocol for the Roadway Weather Information Systems (RWIS) through its sub group the National Transportation Communications for Intelligent Transportation Protocol (NTCIP) with the RWIS addition referred to as Environmental Sensor Station protocol (ESS) or collectively referred to as NTCIP-ESS. It is the Tennessee Department of Transportation s (TDOT) intent to comply with this initiative. U1 UPGRADE SCOPE: The work shall consist of the integration of 10 existing Surface System Incorporated RWIS sites and central server to meet the NTCIP-ESS data processing protocols at the following locations: 1. SR-249 Kingston Springs Interchange SR-76 Clarksville Interchange SR-25 Interchange near Cross Plains I-440 Interchange at Nashville SR-15 Monteagle Interchange SR-299 Airport Road Interchange (Exit 340) SR-63 Royal Blue Road Interchange I-181 Kingsport/Johnson City Interchange I-75 Interchange west of Knoxville Exit 447 Hartford Interchange Central Server 400 James K. Polk Bldg., Nashville U2 REQUIREMENTS: The vendor shall utilize state-of-the-art data collection, modeling, and presentation methodologies and techniques and be readily capable of incorporating additional functions, i.e., sensors, forecasting Algorithms, etc. which may be available/desired for improved information provisions. To meet the state-of-the-art requirement, TDOT has chosen to use the National Transportation Communication for ITS Protocol (NTCIP) Object Definitions for Environmental Sensor Stations (ESS), NTCIP Committee Standard TS and any amendments, published by the American Association of Highways and Transportation Officials (AASHTO), Institute of Transportation Engineers (ITE) and National Electrical Manufacturers Association (NEMA). This standard is to be used between the environment sensor station and the central computer. Version can be downloaded from NTCIP s web site: The Central Computer (CPU) and the Environmental Sensor Stations (RPU s) software shall comply with the referenced NTCIP protocol when installed. The software shall comply with the versions of the relevant NTCIP standards that are current at the date of this document. 1
4 The communications software shall comply with NEMA TS , and any amendments, Simple Transportation Management Framework and shall meet the requirements for Compliance Level 2 support and the Recommended Technical Revision. Should Level 2 not be available immediately, Level 1 is to be provided for initial operation. Level 2 is to be provided as soon as available at no additional cost. The hardware interface shall be EIA/TIA 232-E. The following exceptions are permitted: 1. Additional hardware may be provided which converts this EIA/TIA 232-E signal to a different hardware interface. A Hayes-compatible dial-out modem is one example. Any additional hardware which does not use Hayes-compatible AT commands must be completely transparent, in both hardware and software terms, to the central computer. (The ESS may receive the signal directly. For example, an on-board Hayes-compatible dial-out modem chip is permitted). 2. A 9-pin RS-232 interface is permitted. The communications software shall comply with NEMA TS3.3-96, and any amendments, NTCIP Class B profile. Other profiles are permitted, however, the Class B profile as defined above must be implemented at the Central Computer for later integration of Environmental Sensor Stations from other manufacturers. The contractor shall clearly state what, if any, exceptions from the Class B profile will be implemented. The software shall implement all mandatory objects of all mandatory conformance groups as defined in Global Object Definitions, NEMA TS , and Environmental Sensor Stations, NEMA TS The contractor shall state in the proposal which optional conformance groups will be supported, and which specific objects. Manufacturer-specific objects may be used only if no appropriate standard object is available, and must be approved by TDOT. The software shall be supplied with full documentation, including 3.5 floppy disk(s) and/or CD/ROM, containing ASCII versions of the following MIB files in ASN.I format: 1. the relevant version of each official NEMA Standard MIB Module referenced by the device functionality. 2. if the device does not support the full range of any given object within a NEMA standard MIB Module, a manufacturer-specific version of the official NEMA Standard MIB Module with the supported range indicated in ASN.1 format in the SYNTAX field of the OBJECT-TYPE macro will be provided. The filename of this file shall be the same as the standard MIB filename with the extension.man. Additionally, the software shall be supplied with full documentation, including 3.5 floppy disk(s) and/or CD-ROM, containing ASCII versions of any and all manufacturer-specific objects supported by the device in ASN.I format in a manufacturer-specific MIB with accurate and meaningful DESCRIPTION fields and supported ranges indicated in the SYNTAX field of the OBJECT-TYPE macros. All costs for this service shall be included in the lump sum bid. 2
5 The Manufacturer shall allow the use of any and all of this documentation by any party authorized by the Tennessee Department of Transportation for systems integration purposes at any time initially or in the future, regardless of what parties are involved in the systems integrated effort. The RPU options shall support different types of sensors; allow future expansion options; utilize proprietary hardware or an open platform based on standard processors, software and operating systems; offer different local data storage and memory capabilities; or offer alternative specifications in terms of communications (e.g., dial-up phone line, cellular phone, wireless communications, etc.), power supply needs, specified environmental ranges, lighting protection, etc. The Environmental Sensor shall provide the following in accordance with NTCIP protocols even though existing field sensors might not measure the data: Temperature Measurement Air Temperature Maximum Temperature Minimum Temperature Humidity Measure Relative Humidity Dew Point Temperature Sub-surface Measure Sub-surface Moisture Sub-surface Temperature Precipitation Measure Precipitation Indicator Precipitation Situation Precipitation Start Time Precipitation End Time Total Precipitation Past One Hour Three Hours Six Hours Twelve Hours Twenty-four Hours Precipitation Snowfall Accumulation Rate Precipitation Rainfall or Water Equivalent Snow Rate Visibility Measure Visibility Distance Parameter Visibility Situation Radiation Measure Solar Radiation 3
6 Pavement Measure Surface Status Surface Temperature Pavement Temperature Surface Conductivity Surface Salinity Surface Black Ice Signal Pavement Freezing Point Surface Water Depth Atmospheric Pressure Measure Atmospheric Pressure Parameter Snow-Ice-Water Depth Measure Adjacent Snow Depth Ice Deposit (Thickness) Roadway Snow Pack Depth Wind Measure Wind Average Direction Average Wind Speed Wind Maximum Gust Direction Wind Maximum Gust Speed Spot Wind Direction Spot Wind Speed U3 Acceptance Testing The Contractor will develop an Acceptance Test Plan for each aspect of testing any device that claims to provide the functionality TDOT requires. Acceptance testing shall confirm that the device properly implements the required NTCIP Standard as specified by TDOT. The test plan may consist of using the NTCIP Exerciser to test each object contained in the Management Information Base (MIB) for the device. The acceptance testing shall consist of two levels: device acceptance and system acceptance. System acceptance testing is required to insure smooth integration into a larger system as it becomes necessary. The device and system shall be capable of being fully integrated into a larger system. This will entail testing the communications over the actual communications network used to connect the central system with the remote sensor. 4
