1 Employment and wages by occupation are compiled using results from a survey conducted by the Occupational Employment Statistics (OES) program. The sample-based survey asks employers to provide data regarding occupational employment and wages for their establishment. Employment and wage (annual and/or hourly) estimates are calculated and summarized for the state, its metro areas and designated nonmetro areas. Employment and wages by occupation can be used to analyze occupational wage rates across markets, develop staffi ng patterns and occupation projections, and plan for careers. This report references 17 data. Occupation data are arranged by the 10 six-digit Standard Occupational Classifi cation (SOC) code. A code ending in four zeros (i.e. XX-0000) denotes a major occupational group, while all other codes indicate disclosable, detail occupations (it shouldn t be assumed that an occupation absent from the report is absent from s job market). For your convenience, an Occupation Title Index at the end of the report provides an alphabetical listing of all official and alternate job titles and their corresponding occupational codes. DATA COVERAGE As you use this report, keep in mind that the data are limited to those workers who are covered by either state or federal unemployment insurance laws. law requires that all workers in the private sector be provided with this coverage by the employer if the employer employs one or more workers weeks or more in a calendar year or pays $1,500 or more in payroll in any calendar quarter. State law also requires that all state and local government workers be provided with this coverage. In addition, agricultural workers are covered if the employer employs 10 or more workers for weeks or more in a calendar year or pays $,000 or more in quarterly payroll. Households with domestic help must provide coverage for their workers if the employer has a payroll that reaches or exceeds $1,000 per quarter. The majority of the domestic help employed in involves the care of the employer or other family members, either the aged or children, in the home. There are a few select groups that are exempt from this coverage. They include: Self-employed (farm and nonfarm sectors); Individuals working for religious organizations; Students working for the college they attend; and Individuals employed in church-related elementary and secondary schools. DATA DEFINITIONS Employment is the estimated total occupational employment. Entry Wage is the average of the bottom one-third of the overall wage distribution. Wage is the estimated total wages of an occupation divided by its employment. Wage is the average of the upper two-thirds of the overall wage distribution. Wage is the estimated percentile of the distribution of wages based on data collected from employers in all industries; 25 percent of workers in an occupation earn less than this wage and 75 percent earn more than this wage. Wage is the estimated percentile of the distribution of wages based on data collected from employers in all industries; 50 percent of workers in an occupation earn less than this wage and 50 percent earn more than this wage. Unlike the mean, the median is less likely to be infl uenced by outliers within the wage distribution. Wage is the estimated percentile of the distribution of wages based on data collected from employers in all industries; 25 percent of workers in an occupation earn more than this wage and 75 percent earn less than this wage. 1

2 SURVEY METHODOLOGY The OES survey is a semiannual mail survey measuring occupational employment and wage rates for wage and salary workers in nonfarm establishments in. OES data include cross-industry occupational employment and wage estimates for the state, three metro areas, and four nonmetro areas. The OES survey is a cooperative effort between the U.S. Bureau of Labor Statistics (BLS) and State Workforce Agencies (SWAs) including Job Service. BLS funds the survey and provides the procedures and technical support, while the State Workforce Agencies collect most of the data. OES estimates are constructed from a sample of about 7,000 establishments. Each year, two semiannual panels of approximately 1,0 sampled establishments are contacted, one panel in May and the other in November. The 17 estimates are based on responses from six semiannual panels collected over a 3-year period: May 17, November 16, May 16, November 15, May 15, and November 14. The average overall statewide response rate for the six panels was 73 percent. The OES survey categorizes workers into 800+ detailed occupations based on the 10 SOC system. Together, these detailed occupations make up 22 of the 23 SOC major occupational groups. Major group 55, Military Specifi c Occupations, is not included. On the industry side, the OES survey uses the 17 North American Industry Classifi cation System (NAICS). The OES survey excludes the majority of the agricultural sector, with the exception of logging (NAICS ), support activities for crop production (NAICS 1151), and support activities for animal production (NAICS 1152). Private households (NAICS 814) also are excluded. OES federal government data include the U.S. Postal Service and the federal executive branch only. All other industries, including state and local government, are covered by the survey. The OES survey draws its sample from state unemployment insurance (UI) fi les. Supplemental sources are used for rail transportation (NAICS 4821) because they do not report to the UI program. The OES survey sample is stratifi ed by metro and nonmetro area, industry, and size. To provide the most occupational coverage, larger employers are more likely to be selected than smaller employers. A census is taken of the executive branch of the federal government, the U.S. Postal Service, and state government. Occupational employment is the estimate of total wage and salary employment in an occupation. The OES survey defi nes employment as the number of workers who can be classifi ed as full- or part-time employees, including workers on paid vacations or other types of paid leave; workers on unpaid short-term absences; salaried offi cers, executives, and staff members of incorporated fi rms; employees temporarily assigned to other units; and employees for whom the reporting unit is their permanent duty station, regardless of whether that unit prepares their paycheck. The survey does not include the self-employed, owners and partners in unincorporated fi rms, household workers, or unpaid family workers. Wages for the OES survey are straight-time, gross pay, exclusive of premium pay. Base rate; cost-of-living allowances; guaranteed pay; hazardous-duty pay; incentive pay, including commissions and production bonuses; and tips are included. Excluded are overtime pay, severance pay, shift differentials, nonproduction bonuses, employer cost for supplementary benefi ts, and tuition reimbursements. OES receives wage rate data for the federal government, the U.S. Postal Service, and most state governments. For the remaining establishments, the OES survey data are placed into 12 intervals. The intervals are defi ned both as hourly rates and the corresponding annual rates, where the annual rate for an occupation is calculated by multiplying the hourly wage rate by a typical work year of 2,080 hours. The responding establishments are instructed to report the hourly rate for part-time workers, and to report annual rates for occupations that are typically paid at an annual rate but do not work 2,080 hours per year, such as teachers, pilots, and fl ight attendants. Other workers, such as some entertainment workers, are paid hourly rates, but generally do not work 40 hours per week, year round. For these workers, only an hourly wage is reported. The OES survey is designed to produce estimates by combining six panels of data collected over a 3-year period. Signifi cant reductions in sampling errors are obtained by combining six panels of data, particularly for small geographic areas and occupations. Wages for the current panel need no adjustment. However, wages 2

3 in the fi ve previous panels need to be updated to the current panel s reference period. The OES program uses the BLS Employment Cost Index (ECI) to adjust survey data from prior panels before combining them with the current panel s data. The wage updating procedure adjusts each detailed occupation s wage rate, as measured in the earlier panel, according to the average movement of its broader occupational division. Due to the timing of the data collection cycle, any recently enacted minimum wage changes may not be fully refl ected in the published wages. Some establishments do not respond for a given panel. For most employers, a nearest neighbor hot deck imputation procedure is used to impute missing occupational employment totals. A variant of mean imputation is used to impute missing wage distributions. In some cases, data for current panel nonrespondents are available from earlier panels. In those cases, the older data may be used and aged to represent the current reference period. The sampled establishments are weighted to represent all establishments for the reference period. Weights are further adjusted by the ratio of employment totals (the average of November 16 and May 17 employment) from the BLS Quarterly Census of Employment and Wages to employment totals from the OES survey. OES data are point-in-time estimates and should not be used as a time series. This is especially true when the SOC code structure changes since underlying defi nitions may have been clarifi ed or altered enough to affect the composition of an occupation and the associated employment and wage results. Data are subject to response and processing errors. Errors are reduced through careful review and screening procedures and contact with respondents whose data are inconsistent or appear to involve misinterpretation of instructions or defi nitions. Every effort is made to minimize human error. Data are provided as is and Job Service makes no warranty, either expressed or implied, including, but not limited to, warranties of correctness and fi tness for a particular purpose. Beginning with the 17 estimates, OES has replaced 21 detailed occupations with 10 aggregations of those occupations. In most cases, occupations were aggregated to the SOC broad occupation level. The remaining aggregations do not correspond to SOC broad occupations and use OESspecific codes and titles. The purpose of these aggregations is to achieve more robust estimates by combining similar occupations for which the survey does not have the information needed to distinguish between occupations for accurate coding. The 10 aggregations are outlined below: Buyers and purchasing agents, farm products Wholesale and retail buyers, except farm products Purchasing agents, except wholesale, retail, and farm products aggregated to Buyers and purchasing agents (SOC broad occupation) Mathematical technicians Mathematical science occupations, all other aggregated to Miscellaneous mathematical science occupations (SOC broad occupation) Substance abuse and behavioral disorder counselors Mental health counselors aggregated to Substance abuse, behavioral disorder, and mental health counselors (OESspecific code and title) Medical and clinical laboratory technologists Medical and clinical laboratory technicians aggregated to Clinical laboratory technologists and technicians (SOC broad occupation) 3

5 GEOGRAPHIC COVERAGE OES data are produced for eight geographic areas: (state-level), three metropolitan statistical areas, and four nonmetropolitan areas. In 13, the U.S. Office of Management and Budget announced revised metropolitan statistical area delineations based on 10 Census results. The Labor Market Information Center of Job Service began adopting the changes starting with 15 data. For, the Bismarck metro area was affected by a delineation change with the addition of Oliver and Sioux Counties, which in turn affected the composition of s West Central nonmetropolitan area (all other metro and nonmetro delineations remain unchanged).
