2 Project Overview The InterCounty Connector (ICC) / MD mile tolled highway linking I-370/I-270 with I-95/US 1 I-370 to MD 97: Opened Feb 23, 2011 MD 97 to I-95: Opened Nov 22, 2011 I-95 to US 1: Scheduled to open Spring 2014 ICC Construction Six-lane $2.5 billion facility I-95 to US 1: 4 lanes Joint Effort Maryland SHA MDTA Managed construction Financing (50%) Own, Operate & Maintain SHA State Highway Administration MDTA Maryland Transportation Authority 2
3 Toll Collection Tolls Collected via E-ZPass transponder or video tolling Video tolling rates are 50% higher than posted E-ZPass rates Vary by day and by time of day to promote free-flow Trip Construction Unique to ICC Trips are constructed by considering entry and exit points combined with allowable trip times between each of the gantries. Back office system can fill in missing middle trips Missing one end only reduces the toll but allows for definitive collection vs. the entry/exit which cannot be calculated Video tolls posted within 3-7 days of transaction/trip 3

11 Lessons Learned Coordination Improve communication between Agency, IT, Design Builder and Toll Integrator (TI) Conflicting scopes of work and schedules increased the scope of installation services beyond what was stated in the contract Established Activation Team Network Design should be approved and locked down prior to installation Project Implementation Phased over a number of years Not all functionality came online at the same time, creating the need for additional verification efforts 11
12 Lessons Learned Business Rules and Reports Business rules should be well defined Different requirements from cash reports It is essential to perform complete end-to-end testing Complete end-to-end testing is essential to demonstrate that the reports function properly before going live Revenue Day vs. Calendar Day Involve Finance and Audit before design 12
