2 Focus of the Meeting As normal, first we ll summarise the Project Status and consider the key readiness indicators, notably the central systems defects. That will provide the backdrop to consider JCR362, which sets out the Level 2 Milestones to the new Go-Live Date of 1 October The focus will be on the JCR, to explain the background the proposed dates and to consider how we shape the detailed plan beneath the Level 2 Milestones to work for us all. 2

4 Previous Meeting Minutes & Actions I # Action Resolution Status 301 Consider the forum for discussion of Day 2 Issues and add to a future agenda of the PMG 337 Issue Market Readiness Assessment Survey, week commencing 26 March Keep action open until time allows to discuss on PMG agenda. Survey issued end of March; MRA Report to be published 24 April. Survey inputs were fed into the JPB/SEMC go-live date deliberations. 9 Current Progress on Milestones The slides which follow detail: 3 milestones currently reported as being late (red). In each case, the impacts and mitigating actions are noted All other milestones are currently reported as being on track, noting that all are not without some risk Please refer to the latest I-SEM Status Report for more details, which is published weekly on the SEMO website 9

10 Slipped Milestones Currently Red (1) #109a Effective date of ROI Generator and Supplier Licences: In response to a request by a Licence Holder to the Minister in DCCAE, an Appeals Panel was established on 10 Nov 17. It has a maximum period of six months to reach its decision. 10

11 Slipped Milestones Currently Red (2) #52 FTR Auction Commences: In light of the revised date for I- SEM Go Live and associated milestones (Refer to JCR_362) discussions are underway with the ICOs to determine revised dates for the FTR auctions. A Joint Change Request will be raised to amend the baseline date of this milestone, once revised dates have been agreed. 11

12 Slipped Milestones Currently Red (3) #215 MRC Approval: Objections were received from two parties in Great Britain identifying the outstanding decisions on foreign exchange rate and GB cost recovery as blockers. These were unexpected, as no blockers identified by the MRC JSC Members at their February meeting. Full approval from the MRC JSC could not be given until resolved. Following escalation and active negotiations, both parties withdrew their objections. MRC JSC has issued a conditional approval, awaiting confirmation from the parties that the issues have been resolved. Resolution expected at JSC meeting at end of this month. However, new I-SEM timeline introduces another dynamic and 30 April expected MRC Approval date is now considered to be at risk. 12

16 Forward Look at Upcoming Milestones The following ICO Level 2 Milestone is due to be completed by the end of May 18: #52 FTR Auctions commence However, as noted in the I-SEM Status Report and in JCR362, the baseline date will be replanned in due course in line with the revised I-SEM Go Live date. 16

17 Change Requests Approved No Change Requests have been approved since the last PMG. 17

18 Day 2 Requests No Day 2 Requests have been approved since the last PMG, and none are currently in the pipeline for consideration. The objective remains only to issue Day 2 Requests where absolutely essential to preserve the I-SEM Project timeline. 18

19 Top Risks I (not in any particular order) Suggest that we do not go through these in the meeting here, but consider them later in the agenda in relation to JCR362 and mitigating the delivery risks. 20 Top Risks II Risk Mitigating Controls Trend BREXIT Impact: Risk that Government revisits I-SEM decision, or National Grid/Ofgem choose not to comply with the European Network Codes or not actively support the Target Model cross border arrangements, resulting in changes to scope, project delays, cost overruns, reduced quality, or potentially undermine I-SEM Ensure key decision makers are well informed about the benefits of market coupling Close liaison between RAs and Depts. Development of alternative models considering the impact of Brexit scenarios Up The risk has arguably increased in light of the delay to go-live. With the T-1 CM Auction run complete and Market Trial underway, the risk of a Brexit impact to go-live is likely trending down. However, the risk of a longer-term impact on the I-SEM arrangements post go-live is likely continuing to trend up. 20

To support delivery to this plan, we have strengthened our vendor on-site presence and are testing defect fixes on an ongoing basis as they are completed by the vendor. 21

22 Top Risks IV Risk Mitigating Controls Trend External Dependencies - Regional Coupling & Cross Zonal Arrangements: Risk that NGET, Ofgem, GB NEMOs &/or ICOs will not deliver key elements/decisions required in a timely fashion resulting in Project delays, cost overruns, or reduced quality. Joint Steering Committee (JSC) (TSOs, NEMOs & ICOs) in place. Joint Implementation Group (JIG) (RAs, TSOs, NEMOs & ICOs) in place. Put in place framework agreements between regional partners. Agree cost sharing arrangements. Down SEM-GB Regional Coupling activities continue to progress well. Going live with a single GB NEMO for the Intraday Auctions was agreed at JSC and JIG meetings in early March. 22

To be confirmed by participants at the meeting Participants have previously advised that this risk was trending up, given compressed timelines to finalise system development and processes, a lack of clarity regarding retail tariffs, and uncertainty on whether participants would be able to make changes to their own systems following updates to the I-SEM Technical Specification and I-SEM Data Publication Guide. In light of the revised date for go-live the current status will be confirmed by participants at the meeting. 25

The purpose of JCR362 is to propose and give effect to the changes required to the outstanding Milestones in the I-SEM Plan.
