1 I-SEM Project Managers Group (PMG) 15 November 2017 Key Notes, Actions & Decisions Meeting Details Meeting Purpose Location Chair Secretariat I-SEM Project Managers Group (PMG) EirGrid, Dublin / Conference Call / Lync Ray Porter Helen Flynn, Sandra Linnane Date 15 November 2017 Key Notes 1 & Decisions Focus of meeting was on preparation and readiness for Market Trial on 1 December and the inaugural Capacity Market Auction on 15 December. Project Status & Key Risks Slide 9 Slipped Milestone - #173, CM Engine Certification Complete The spoke of their confidence that certification of the Capacity Market algorithm was on-track to be completed by the end of November, thereby ensuring that the overall Project timeline to the first CM auction is maintained. All defects identified to date in certification have been fixed, and a final pass of the complete set of certification test scripts was planned to be completed the following week. Slide 10 Milestone #109a - Effective date of ROI Generator and Supplier Licences The RAs confirmed that an Appeals Panel has been established and that it has 6 months to reach its determination; this will therefore be resolved in advance of the new energy trading arrangements going live. Participants asked for more understanding of the appeals process and timeline. Slide 12 Milestones #174a and #174b - Central Systems Ready to Commence/Complete Market Trial The advised that whilst these two Milestones remained at risk, the current expectation remained that both dates would be met, so as to preserve the overall Market Trial timeline. System testing has been progressing well, with a complete pass of end to end testing having been completed and a second one scheduled to be completed by the end of November. Some challenges remain, notably in bringing up the production environment being used for Market Trial and ensuring the applications are stood-up in that environment, but the outlook remained hopeful. The provided an update on the progress of those systems which are not required for the start of Market Trial: 1. The Credit Settlement & Billing system (CSB) had been updated to accommodate the TSC changes and was 1 Additional to those detailed in the November 17 PMG Slide Pack 1 P a g e

2 now on-site in Dublin undergoing Site Acceptance Testing. It would be End-to-End tested from December and remained on-track for delivery into the Market Trial by the end of January Website The new website will be ready in the New Year; in the interim, information will be posted to the existing SEMO website. 3. AOLR The ABB nmarket solution is being configured to provide the AOLR solution in the New Year. In summary, the picture with regard to the readiness of systems for commencing Market Trial appears much improved, as does the picture for those required to continue-on through Market Trial (notably CSB). However, there remained a risk that a showstopper issue would be encountered prior to the commencement of Market Trial, which would paint a different picture and possibly outcome. Everything was being done to mitigate that risk. Further, the noted that we would start the Market Trial with known defects and that any plan for their resolution would need to recognise that new defects will be identified during the Market Trial, some of which will require urgent resolution and informed communication. Slide No. 12 Milestone #85 - Market Trial Commences The reiterated that their expectation was they would be ready to commence a Market Trial on 1 Dec 17. Slide No. 13 Milestone #36 - Capacity Market Auction The RAs provided an update on the State Aid decision (Milestone #186), a key dependency for the Capacity Market, indicating that they expected a decision on 21 Nov 17. There were questions asked by participants regarding contingency arrangements in the event that the decision isn t forthcoming and the likelihood that a lack of a decision would delay the first auction. The RAs reiterated their belief that a positive decision would be forthcoming, noting that it was possible to accommodate some further slippage but that at some point if it remained outstanding then the timing of the first auction would need revisiting. Slide No. 18 Day 2 Requests D2R_003 was conspicuous by its absence; the advised that this was to be discussed at the Joint Project Liaison Group that afternoon, with a view to it being published tomorrow. Risks Slide No. 19 Licensing Delays There was some discussion questioning what might be the potential impacts of the current Licence Appeal and the associated potential risks. Slide No. 23 Central Programme System Testing Although this risk was reported in the slide as trending up, the noted that this was somewhat debateable, given the good progress which had been made recently in testing and closing defects. However, a large number of defects remained and the rate of defect fixing continued to be a concern for MMS. Readiness Stage Gates The RAs reported that we remained on track to commence Market Trial on 1 Dec 17. There are a number of risks, but these are being actively managed and reported. The advised that the latest assessment of Market Readiness would be reported next week. The noted that a number of participants had highlighted concerns in their MRA surveys and through the query management process regarding gaps and inconsistencies in some of the technical specifications, notably with regard to the lack of sample report files and schemas. The advised that they had been working through these concerns and issues with participants, and with their third party technology vendors, to ensure that they had all of the information necessary to proceed with their developments. The advised that they would be publishing an 2 P a g e

3 updated release of the I-SEM Technical Specification (Volumes B, C, and E) and I-SEM Data Publication Guide. To give this some focus, the agreed to introduce a new Level 2 Milestone, with a baseline date of 1 Dec 17. A participant asked for clarity regarding registering new users, asking the to investigate and provide clarity on the lockdown period and how we can facilitate new user access. Market Trial Preparations for the Market Trail were reported as being well advanced, with an updated version 2 of the Market Trial Participant Guide due to be published on 24 Nov 17. This had been updated to reflect Market Participant feedback, notably on the timing of the early scenarios. As a living document, the Participant Guide will be updated periodically during Market Trial, with changes tracked, and changes would be communicated. As per the process detailed in the Market Trial Strategy and Plan, Readiness Statements had been requested from each Market Participant, by 22 Nov A question was asked in relation to the having enough staff to cover the expected volume of queries during the Market Trial. The responded by noting that they had enhanced their query management capabilities to better support the Market Trial. A customer management team was being established and the CCQT personnel extended to work through the Market Trial. There will also be extra staff from other teams moving into Market Trial. Participants were kindly asked to use the query management process and associated address for all queries. The twice-daily Market Trial calls, and the triage process for dealing with queries/issues during the Market Trial, would also play a key role in both quelling the number of queries and in dealing with those raised in a timely manner, as well as keeping all parties informed. In this regard, the Market Trial Coordinators in each Market Participant organisation would have a key role to play in making the query management process as effective as possible for example, in articulating any issues and assisting in communication/understanding. CCQT/PIT The noted some concerns in the relatively low numbers of participants who had to date completed CCQT and PIT (Slides refer). They noted that this was likely primarily a function of timing, but reiterated that the tests were relatively simple and encouraged all parties to complete those tests at the earliest opportunity. Progress had increased of late, but more progress was needed urgently notably in relation to CCQT and PIT for the Capacity Auction, which was due to close on the Friday of that week (17 Nov 17).
