2 CERN overview - procurement CERN is an intergovernmental organization and has unique rules for procurement. CERN seeks bids from suppliers in funding countries. I am the industrial liaison officer for the UK. I am asked to find and recommend UK manufacturers or service providers to respond to tenders. Attempt to redress poorly balanced industrial returns for the funding countries. Larger tenders may be preceded by a pre-qualification stage (a market survey).

3 The opportunity Procurement budget of over 325M annually. As CERN seeks bids from suppliers in funding countries there are significant opportunities for UK companies.

4 Barriers A new market to many companies have not heard of CERN or research infrastructures. Tenders below 200K CHF are promoted only through the ILOs or CERN directly. They are not open. 5 Industrial return - UK CERN s industrial return is a ratio of the percentage a member state funds CERN to the percentage of contracts won by that member state. The industrial return from CERN shows a year on year increase for UK industry.

6 Aim: Raising awareness and building relationships To have a cohort of interested, relevant companies who are aware of the tender opportunities and engaged with CERN. Maintain and grow a database of companies working with or interested in working with research infrastructures. Conduct market analysis to identify suitable companies for tenders Identify new companies and build our relationships by visiting industry (sector events, site visits) Send through relevant tenders and news Host events to raise awareness or to introduce companies to specific buyers and help to build that relationship.

7 Raising awareness and building relationships Phase 1: Introduction Awareness raising events designed to introduce research facilities like CERN to a new audience. Phase 2: Specific opportunities Sector focussed event (i.e. Mechanical Engineering, civil engineering) Phase 3: Consolidation Engaged companies wanting to consolidate and strengthen their links with facilities Phase 4: Deep engagement Engagements prior to placing large contracts.

8 Raising awareness: CERN procedures Companies can be put forward for tenders by: CERN technical buyer (for any value) CERN procurement (for tenders over 10K CHF) ILOs (for tenders above 50K CHF, although may not be accepted!) It is important than companies develop a relationship with the key technical staff. More likely to be put forward for tenders Can access lower value tenders Learn about projects in advance of the launch of the tender

10 Increasing market understanding Aim: Companies understand how to work with facilities and are winning contracts which allow them to gain confidence in the sector, strengthen their links and win future work. Ensure that companies understand the procurement rules and know that they can come to us for support. Link them with other sources of support to help them export (e.g. UKTI) Help them learn about the market many have English as an official working language pricing is key! not all high tech requirements

12 Engineering opportunities CERN s requirements can be divided into three categories: 1) Standard industrial products (off-the-shelf) 2) Non-standard products which can be produced with existing manufacturing techniques and/or technologies, but industry has no experience of manufacturing the products 3) New high-tech products requiring a conceptual design phase. The manufacturing methodology has to be developed.

Arcade Multiple contracts in heating and ventilation systems Cryogenic Numerous contracts including low temperature systems and superconducting magnets MG Sanders Tungsten absorber plates Viglen Servers and IT equipment There are also opportunities for industry through the CERN experiments like ATLAS or CMS. 14 Upcoming contracts Design, supply and installation of piping and accessories (including engineering studies and engineering drawings) 150 km of MgB2 wire for the Superconducting Link Project Design, manufacture, testing and delivery of magnetic and vacuum components. Supply of medium frequency transformers Cryogenic distribution valve box including five cryogenic lines. 8 main ring bending magnets Semi-finished products in aluminium and aluminium alloys Upcoming contracts can be found here:

15 Advantages to suppliers of RIs A review of CERN s suppliers found that companies: Developed new products. Acquired new customers (other than CERN). Started new R&D teams as a direct outcome of the CERN project. Opened a new market. Increased their international exposure. Indicated technological and market learning. Had improved employment growth. CERN Technology transfer and technological learning through CERN's procurement activity The report analysed benefits derived from CERN's procurement activity during the period companies out of 6806 companies during the same period, representing 1197 MCHF in procurement.
