Bids shall be applied online before the specified Last Date & Time. Bids must be submitted online through e-portal gov.in before the stipulated time. Department / service provider does not take any responsibility for the delay caused due to non-availability of internet connection or network traffic jam for online bids. 2. Bidders shall furnish, as part of its bid, an EMD for an amount of Rs.5,75,500/- (Rupees Five Lakhs seventy five thousand and five hundred only) in the form of Bank Draft/Pay Order/FDR in favour of Director, Women & Child Development, GNCTD and payable at New Delhi. EMD exemption not allowed. 3. Bids shall remain valid for 120 days after the deadline for submission of bids prescribed by the Department of Women & Child Development, GNCTD. A bid valid for a shorter period shall be rejected by the Department as nonresponsive. 4. Technical Bid The Bidder shall furnish proof / evidence for the (a) qualification criteria by enclosing the related documents ; (b) certifications ; (c) bid security (EMD) ; (d) certified copies of audited financial statements for the past three years ; and (e) Technical Specification of goods for which bids are submitted (self-attested copies with firm seal) and all the relevant documents in the bidding document in a separate sealed cover super scribing Pre Qualification Bid for Procurement of Pre-School Kit for DWCD for & (First cover). Alongwith the above cover a sealed sample kit may also be submitted. Sealed sample kit and Technical bid must be received by the Office of Deputy Director(ICDS), 1- Canning Lane, Kasturba Gandhi Marg, New Delhi latest by 22-Mar :00 AM. 5. Financial bid The Price schedule, i.e., Annexure-II will be accepted through electronic mode only at e-portal No blanks should be left which would otherwise make the tender liable for rejection. 6. Eligible bidders : 6.1. All agencies having experience of supply of similar type of materials in at least last three consecutive years and having annual average turnover of Rs.33,50,000/- (30% of the estimated value of the contract) during the last three financial years in the books of accounts. 2

Bid opening and evaluation of Bids : 7.1 The `Technical Bids will be opened on the AFORESAID DATE in the office of Joint Director (Tech) at 1, Canning Lane, KG Marg, New Delhi OR in the NIC e-procurement Helpdesk by Screening Committee constituted for this purpose in the presence of bidders or their authorized representatives who choose to attend. 7.2 The Technical Bid will be scrutinized by Tender Scrutiny Committee for ascertaining the financial, technical and other required capabilities of the bidders. The technical feasibility/capabilities of the samples submitted by the bidders shall be evaluated by such members/agency as nominated by the Director, Department of Women & Child Development, who shall submit their report to Tender Scrutiny Committee for their considerations and recommendations to the Tender Accepting Authority. 7.3 The `Financial Bids of only those responsive bidders who qualify in the Technical Bid shall be opened. 7.4 The Department reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to award of Contract, without thereby incurring any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidder or Bidders of the grounds of the Department s action. 8. Tenders not conforming to these requirements will be rejected and no correspondence thereof shall be entertained whatsoever. 9. The tender form should be clearly filled in ink legibly or typed. The tenderer should quote the number, rates and amount tendered by him/them in figures and as well in words. Alterations unless legibly attested by the tenderer, shall disqualify the tender. The tender form should be signed by the tenderer himself. The forwarding letter should be signed along with quotations. Attested copies of the registration number of the firm, allotted by the competent authority, PAN No. allotted by the Income Tax Department and/or copy of the last Income Tax Clearance Certificate, Satisfactory Performance Certificate issued by the concerned agency (s)/organization where such type of jobs have been performed by the contractor earlier shall also be enclosed. The rate should be inclusive of all taxes, duties and other levies. The rates shall be in Indian currency. 10. The Department reserves the right to increase or decrease the work without any change in unit price or other terms & conditions. 11. It is required that the goods under the Invitation for Bids shall be delivered by the successful bidder on the time as specified by the Department. Otherwise 1% per day of the total bill would be levied for delay. 3

4 12. All costs for Inland transportation, insurance and other incidentals for delivery of goods to the final destination, i.e., ICDS centres at various locations in the Delhi region or to sites/locations as intimated by the Department shall be borne by the bidder. Thus, the above costs shall be included in the Bid price by the bidder. No extra cost/charge will be paid by the Department in this regard. 13. Every paper of the tender should be received through e-tendering duly signed by the tenderer with the seals of Agency/Firm. 14. The following information will be indicated on the Envelope/Cover (a) Closing Date of tender 22-Mar :00AM. (b) Tender for procurement of Pre-School Kit for the year and (c) Name of the Firm (d) No. of NIT & Tender ID (e) Forwarding letter should clearly indicate the list of enclosures. 15. The tenderer should take care that the rate and amount should be written in such a manner that interlineations, erasures or overwriting is not possible. No blanks should be left which would otherwise make the tender liable for rejection. 16. The earnest money will be liable to be forfeited if the tenderer withdraws or amends impairs or derogates from the tender in any respect within the period of validity of the tender. 17. The department will deduct Income Tax at source under section 194-C of the Income Tax Act, 1961 from the 2.36% plus Edn. Cess of such sum as Income Tax on the Income comprised therein or at the rate as prescribed by GOI from time to time. 18. The successful tenderer/contractor shall deposit a performance security of 10% of the amount of contract in each case or as decided by the administrator /Head of Department, according to circumstances of the case, in the form Pay Order/Bank Draft/Fixed Deposit Receipt (FDR) (duly pledged to the President of India) in favour of Director, WCD for the due performance of the contract. In the event of any breach/violation or contravention of any terms and conditions contained herein by the contractor, the Department shall forfeit the said performance security deposit. Performance should remain valid for period of sixty days beyond the date of all contractor obligations including warranty obligation. 19. Tenderer submitting a tender would be presumed to have considered and accepted all the terms and conditions. No inquiry verbal or written shall be entertained in respect of acceptance/rejection of the tender. 20. Any act on the part of the tenderer to influence any body in the Department is liable to rejection of his tender. 4

5 21. The contractor shall provide a non-judicial stamp paper of Rs.100/- for preparing a rate contract agreement as per the format decided by the Department. 22. Bidder shall ensure that items supplied are not hazardous or injurious to health of children in any way. 23. Quality control of items supplied shall be maintained by the bidder. 24. The contractor shall have to produce documentary proof i.e. Ration Card/ Telephone Bill / Electricity Bill/ Income Tax Certificate in support of identity and valid proof i.e. Ration Card/ Telephone Bill / Electricity Bill/ for registered office with Balance sheet of last three year as per tender Clause 2 of NIT. 25. Quotation must be unconditional. 26. The agency shall not engage any sub-contractor or transfer the supply contract to any other person in any manner. 27. The tenders not conforming to these requirements will be rejected and no correspondence thereof shall be entertained what so ever. 28. The contractor at his own cost shall maintain appropriate records like Make, Batch No, Publisher, Writer, ISBN number etc. Toys/play items should be safer for kids play and stands on all safety norms. 29. The EMD is required to protect the purchaser against the risk of default by the Bidder may be forfeited in the event of such happening. 1% will be levied for any supply not in accordance with specifications, broken-items, less-supply or any other cause amounting to defected supply and also that the bidder shall have to provide replacement items free of cost. 30. The successful Bidder s EMD will be discharged upon the Bidder signing the contract and furnishing the performance security. 31. In case of dispute or difference, the award of the arbitrator appointed by the Lt. Governor of GNCT of Delhi will be final and binding on the parties to the contract and the court at Delhi/New Delhi shall only have the jurisdiction over the same. Note : Price-Bid must be submitted online only. Price bid shall be opened to only those Bidders/ Contractors/Vendors who are found eligible after evaluation of Technical Bid. Bidders must upload self attested scan copies at e-tender website of all the Technical Bid documents as well as submit self attested xerox copies (mandatory) along with EMD (in original) in the Office of Deputy Director (ICDS), 1-Canning Lane, Kasturba Gandhi Marg, New Delhi before closing time of online Bid. 5

9 SPECIFICATIONS OF PRE-SCHOOL EDUCATIONAL KIT ANNEXURE IV S. No Pre School Kit Items 1 Flash Cards for Story Telling Specifications Learning Story set consist of 2 Popular stories i.e. Thirsty Crow and Hare & Tortoise, depicted in six picturer scenes in each story printed on multi colour glossy Chrome art paper and pasted on MDF sheet 3mm thick size 7½ X 5½. 2 Picture Book Printed on glossy paper, multicolor offset print should contain pictures of animals, fruits, Vegetable and parts of body etc. Size of book must be at least 28 X 21 cms. 3 Building Block Set An assortment of 13 interlocking pieces + 1 set of Boy + 1 set of girl + 1 set of trolley which needs to be fixed so as to create different types and styles of a train or other building items. It helps in enhancing children imagination and creativity. Made of virgin, durable, non toxic plastic by injection molding process. 4 Stuffed Toy Soft toy made up of cotton cloth duly stuffed; size must be at least 28 cms in length. 5 Dolls for Role Play 6 Color, Numbers, Alphabets matching cards 7 Stack ring / Shape Towers Blow molded with natural looks, active eyelids with suitable cotton attires. The size of doll must at least be 35 cms tall. Mosaic bread board having at least dimensions of 37 X 25 cms with fixing type 49 Hindi alphabets, 26 alphabets of English and 10 Number letters of different colors, made up of virgin unbreakable plastic. Stake Ring set shall be made up from virgin polymer. There shall be 5 Rings of five bright colours of different sizes. The rings shall be designed so that they can be put one above the other easily, with a teddy shaped knob at the top. The weight shall be minimum 140 gm. 8 Ball Football with pump: The football shall be made up of PVC and cloth which is easy to wash and clean. The circumference of football must be 450 mm + 25mm and should be supplied with a pump made of virgin plastic having 20 cms length. 9 Threading Boards / Beads & Wires Threading Board : For childhood education and play material, helping children to improve their hand skills also helping children to learn how to tie laces of shoes. Threading board should be made up of MDF with a minimum size of 20 cms in length and 5 mm in thickness. The shape of the board should be of shoe type with 6 10 holes with lace of at least 50 cms with plastic aglet ends. 3 nos. Colorful Beads : For hand skill development, color identification, number counting and shape identification, a very useful item for learning art of color identification / Shape identification and counting while playing. Each packet contains 100 different beads made of virgin poly propylene of different colors and shapes viz. Round, Square, Triangle, Rectangle along with cotton thread having plastic aglets at both ends and of at least 50 cms length for making mala / garland of beads. 9

10 10 Kitchen Set An assortment of 15 different kitchen items made up of unbreakable virgin plastic. 11 Wheel Toys A horse shape toy having four wheel and hook. The centre of toy should contain a wooden ball which revolves while moving the horse toy on its wheels. The toy should be crafted in wooden highly polished having a minimum size of 15 cms length, 12 cms height. 12 Dhapli / Small Drum 13 Simple Puzzles etc. The Dhapli should be made of GI sheet with polyester membrane and 4 jhanjhri attached to its body. The size of Dhapli / small drum should be 15 cms in diameters and 3.5 cms in height. Jigsaw Puzzle Day Puzzle : Helping children to identify days of a week Sunday to Monday and use it like a puzzle. There should be 8 cuts in jigsaw puzzle for 7 different days of week and middle part in shape of sun. All the days should be printed with different colors and the centre piece of sun in a different color. All the pieces should be provided with a handle for lifting and placing of pieces to desired place. The material of construction should be MDF and in tray shape. The overall size of puzzle should not be less than 28 X 28 cms, overall thickness must be 9 mm. Body Parts : Helping children to identify parts of body and also learn to fix them. There should be 8 cuts in the jigsaw puzzle for different parts of body along with knobs. The material of construction should be MDF and in tray shape. The overall size of puzzle should not be less than 37 cms (L) and 24 cm (W) with overall thickness of 9 mm. Shape Puzzle : An inset shape board containing 4 basic geometrical shapes. Each with a strong knob. Excellent for the development of shape discrimination, color recognition and hand & eye co-ordination. Shapes are Circle, Triangle, Rectangle, Square. Material: MDF & Wood; Size: 20 cm X 20 cm, Board thickness 9 mm. Important Note : (a) Detailed specification of all the items mentioned in the above tables should be in conformity with the samples kept in office of undersigned. The tenderer may visit the office of Deputy Director (ICDS), 1, Canning Lane, Kasturba Gandhi Marg, New Delhi-01 during office hours. (b) All items should be produced / furnished / coloured etc. / Supplied in a manner consistent with their use by children of 3 6 years age group. It should be safe in all means for the usage of children. (c) Only food grade plastic should be used. (d) Only Non toxic material & colours should be used. (e) All wooden items should be made of seasoned wood or MDF board except otherwise specified. (f) Packing:-The above items S.no must be packed in a 5 ply corrugated carton. 10
