Armstrong- Strategic Planning DISCUSS RESULTS OF REGIONAL WATER RECLAMATION FACILITY BUFFER ZONE STUDY BACKGROUND AND RECOMMENDATION The District has established a "buffer zone" boundary for the Regional Water Reclamation Facility (WRF). In May 2017, under the General Manager approval level, staff retained a consultant to perform a study to verify and confirm the current designated buffer zone. The study includes boundaries for odor, noise, and line of sight. The results of this study will be presented and discussed at the study session. STUDY SESSION DISCUSSION OUTLINE Date: May 2, 208 Originator: Subject: Jason Dafforn- Engineering CONSIDER AMENDMENTS TO ADMINISTRATIVE CODE 2409 BACKGROUND AND RECOMMENDATION In order to calculate the amount of sewer EDU s applicable to new development, EVMWD utilizes EDU s per unit of usage factors shown on the Administrative Code section 2409 (Exhibit A). Recently, a developer interested in constructing a Health Spa brought to staff s attention a large discrepancy between EVMWD s and Eastern Municipal Water District s (EMWD) sewer EDU factor for the Health Spa category. There has not been many Health Spas constructed within EVMWD s service area and therefore this category is seldom used. Staff performed an evaluation of the current EDU factor by taking actual flow measurements from a similar existing health spa facility within EVMWD s service area. The current sewer EDU factor assumes 22,800 gallons per day (GPD) of sewer discharge, based on a study conducted by LA County Sanitation District, which has been the accepted standard for many years. The results of Staff s recent flow measurements revealed that discharge from this type of facility is approximately 6,500 GPD. The lower observed flow is likely due to cumulative conservation efforts over the past decade. Based on the lower sewer flows, the EDU calculation for this category is also decreased. After careful analysis, staff recommends that the Board of Directors approve the lower EDU factor for the Health Spa category, as shown on the table below. STUDY SESSION DISCUSSION OUTLINE Date: May 2, 2018 Originator: Subject: Scott Thompson- Finance CAL OES FORM DESIGNATION OF APPLICANT'S AGENT FOR NON-STATE AGENCIES BACKGROUND AND RECOMMENDATION Cal OES Form 130, authorizes the staff listed, to act as authorized agents on behalf of EVMWD for purposes of applying for certain federal financial assistance under Public Law as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the California Disaster Assistance Act. A question was raised during the Finance and Administration Committee (FAC) meeting regarding the authorized agents listed. At the request of the FAC, Cal OES Form 130 was reviewed by Legal Counsel. Legal Counsel determined that there are no legal issues with keeping the listed agents as they currently are. This document gives the listed agents the ability to provide information to Cal OES to obtain disaster reimbursements. These are the three individuals who would be expected to provide the information and work directly with Cal OES.
