6 Solicitation Process Federal Process 140 working days from RFQ kick-off to contract execution Three-Step process Statement of Qualifications (SOQs) Evaluation Short -listed providers move to Interview phase Request for Proposal (RFP) Evaluation Scored separately and included with interview score Interview Evaluation Selection Request for Proposal/Interview and Contract Guide (RFP/ICG) This document will outline the proposal and interview process, presentation topics, and scoring criteria. Project Manager and Task Leaders for work categories defined in the RFQ are required to attend the interview. 6
7 Solicitation Process SOQ Screening Make sure to follow the RFQ instructions and submit all applicable documents required in the new electronic format as outlined. All prime and subs providing engineering and design-related services must be Administratively Qualified (AQ); or be determined eligible by TxDOT s PEPS Division, Business Operations Center - Administrative Qualification Group to use the federal safe harbor rate (120%), by the SOQ deadline specified in this solicitation. Primes can look up subs on the TxDOT.gov website to check on AQ status. 7
8 RFQ Process RFQ questions RFQ questions are developed to guide your response to focus on the needs for this contract. Attachment 2: Question and Response Template for SOQ Firm must use the preformatted template Prime Provider Past Performance will be captured at the SOQ phase. SOQ Responses We re Looking For: We are interested in meeting the contract goals and consultant characteristics Tailor SOQ responses to answer each question Tell us about your experience Provide detailed examples and include challenges/lessons learned and innovation Quality over quantity One or two great examples are better than several good/average ones Thoughtful relevant responses No keyword search; this is about your capabilities, experience, knowledge, and thought process Answers are only applicable to the question being replied to and cannot be referenced between questions. 8
