1 Education Manager Job Profile About the HCPC The Health and Care Professions Council (HCPC) is the regulator of 16 different health and care professions, set up to protect the public. To do this, we keep a register of professionals who meet our standards for their training, professional skills, behaviour and health. The organisation employs around 260 employees, who work in nine departments - Registration; Fitness to Practise; Education; Communications; Policy & Standards; Operations; Human Resources; Finance and IT. About the Education Department The Department is made up of eighteen members and spilt into two broad functions (i) service delivery, development and improvement and (ii) systems and quality. - The Director of Education heads up the Department and is a member of the Executive Management Team (EMT). The Director is responsible for the overall leadership and management of the Department, the development and implementation of the strategy and work plan and the development of new initiatives and projects. - The PA to the Director of Education reports into the Director of Education and provides administrative and secretarial support to the Director of Education, the Head of Educational Development and the Head of Education Systems and Quality. Service delivery, development and improvement - The Head of Educational Development reports into the Director of Education and is responsible for the management and leadership of the service delivery, development and improvement function in the Education Directorate. The Head of Educational Development is responsible for the day to day management and leadership of the approvals and monitoring work as well as the development and enhancement of educational and communication initiatives with education providers and stakeholders. Vacancy Education Manager, 2 year fixed term contract - The Education Managers report into the Head of Educational Development and are responsible for the development and management of a team, including work allocation, process planning and development. They also play a key role in implementing new and on-going policy and communication initiatives.

2 - The Education Officers report into an Education Manager and are responsible for the implementation and maintenance of HCPC s approvals and monitoring processes. Education Officers coordinate and attend regular approval visits throughout the UK and draft reports for the Education and Training Committee. - The Education Administrators report into an Education Manager and are responsible for providing the administration behind the HCPC s approval and monitoring processes. Education Administrators liaise with education providers and partners about approval visits and process documentation and correspondence. Systems and Quality - The Head of Education Systems and Quality reports into the Director of Education and is responsible for the day to day management and leadership of the systems and quality function in the Education Directorate. The Head of Education Systems and Quality is responsible for the delivery and development of information systems to support the work of the department as well as the quality compliance and assessment frameworks. - The Systems and Quality Manager reports to the Head of Education Systems and Quality and manages the Systems and Quality Officers. The Systems and Quality Manager is responsible for the day to day maintenance and support of information systems used to support the work of the department. They also play a key role in ensuring compliance with legislation, policies and procedures in the area of education. 2

4 Job Description Education Manager Department: Reports To: Direct Reports: Salary Band: Education Head of Educational Development Education Officers Education Administrator Band C Scope of Job To lead and manage an education team within the operations function of the Education Department. To design, develop, implement and maintain processes and activities which support and enhance the work of the Education Department. To manage effective stakeholder engagement with education providers and other relevant bodies within the education sector. To assist in the implementation of the HCPC Council and Committee s strategy in the area of education. Main Duties and Key Responsibilities Your principal duties and key responsibilities will be those set out below. In addition to those duties, the HCPC reserves the right to require you to undertake additional or other duties within your capacity as may from time to time be reasonably required and necessary to meet the needs of the organisation. Employee Management To recruit, lead, manage, support and motivate an education team, identifying training needs and skills development. To monitor and review the workload allocation, delivery and performance of team members, briefing the Head of Educational Development on any significant issues or human resource matters. 4

5 To be the first point of contact and referral for operational and project issues from team members. To liaise with the other Education Managers and the Head of Educational Development on issues concerning management of the department. Operational work To ensure the successful delivery and cohesion of operational processes, and communication and engagement initiatives, in line with business targets, relevant legislation, policy and internal procedures and guidance. To provide guidance on the management and progress of operational work dealt with by the Education Department. To manage the day to day implementation, review and development of operational processes, and communication and engagement initiatives in the Education Department. To identify and discuss opportunities for continual improvement of the Education Department s systems, processes and activities with other managers and colleagues in the Education Department. To be knowledgeable regarding all aspects of the processes, procedures and work of the HCPC in the area of education and to have regard to the relevant legislation and policies. To act as departmental lead for specific operational functions, in keeping with the work of the team being managed. Communication and stakeholder engagement To communicate and promote the role of education and raise the profile of the regulatory processes and our work to a range of internal and external audiences. To ensure effective communication channels within the operations team, the department and to other relevant areas of the business. To ensure effective stakeholder engagement, including investigation and responses to issues concerning education providers, partners, registrants and other stakeholders as appropriate, ensuring a high level of customer service. To establish and maintain strong working relationships with key HCPC stakeholders, including UK wide education providers. To attend and deliver presentations to education stakeholders. 5

6 To contribute to the appointment, training and management of Visitors in conjunction with the other Education Managers, the Head of Educational Development and the Partner Manager. To manage the day-to-day communication of HCPC s education work to education providers, including (but not limited to) presentations, publications and on-line information. Committees and reports To liaise with the Education and Training Committee and its panels, including the preparation of reports, draft papers and presentations, as appropriate. To assist in the ongoing maintenance and review of relevant guidelines. General To be responsible for the delivery and development of specific part(s) of the Education Department s work plan. To lead and manage project work within an education team, including budget planning and resource management. To contribute to the delivery of HCPC wide projects relevant to the Education Department, as required. To act as HCPC spokesperson on education matters as required. To deputise and provide coverage for other Education Managers and/or the Head of Educational Development, as required. To consult with the Head of Educational Development for guidance on any complex issues and refers matters as appropriate. To carry out the responsibilities of the post with due regard to the HCPC s diversity policy and to treat colleagues and other HCPC stakeholders with respect and dignity at all times. Person Specification Essential Education to degree level or equivalent knowledge and abilities. Thorough knowledge and understanding of how educational quality assurance is applied within an education, health or regulatory environment. 6

7 Proven ability to lead, support, manage, motivate and inspire a team, and foster enthusiasm and innovation. Demonstrable project management skills and ability to design and implement complex internal business processes or equivalent. Excellent written skills including reporting and committee papers. Proven ability to adapt to a changing working environment with a flexible approach to working. Excellent oral and written communication skills, including the demonstrated ability to communicate professionally with education stakeholders at all levels. Proven ability to set and monitor targets, delegate appropriately, identify issues and trends and take corrective action. Proven ability to utilise a range of communication channels, including (but not limited to) face to face, web, digital, events and publications to communicate complex information in an accessible and engaging way. Sound working knowledge of window based software packages, including word processing, spreadsheets, databases, electronic mail, and the internet. Willingness to travel on a regular basis throughout the UK, including overnight stays as required. Desirable An understanding of professional regulation in an education, health or care setting. Experience of working with Microsoft Dynamics and SharePoint. 7
