1 WASTEWATER TREATMENT PLANT ELECTRICAL TECHNICIAN DEFINITION: To perform a wide variety of journey level technical and specialized assignments in the design, fabrication, installation, maintenance and repair of highly complex electrical equipment in a heavy industrial environment including electrical distribution systems, motors and specialized electrical equipment found in the City's wastewater collection system and treatment plant; to maintain and repair high voltage (480-21,000 volts) distribution and control systems, switchgear and large motors; and to perform a variety of technical tasks relative to assigned area of responsibility. SUPERVISION RECEIVED AND EXERCISED: Receives general supervision from the WWTP Maintenance Superintendent. Exercises technical and functional supervision over assigned technical and maintenance personnel. EXAMPLES OF DUTIES: - Duties may include, but are not limited to, the following: Install, maintain, repair and research a variety of supervisory controls and replacement electrical components that are part of advanced wastewater treatment processes such as aeration, filtration, disinfection and dechlorination, sludge dewatering, odor control, and an environmental laboratory. Perform wiring required for the installation of electronic equipment; install high voltage underground cables in conduits; splice high and low voltage cables utilizing hand taping and premolded splice kits. Design, install, maintain, repair, test and construct electrical assemblies. Troubleshoot high voltage electrical systems, controls and related process equipment. Provide technical support for other work groups within Public Works. Specify, install, program, and repair various types of variable frequency motor drive systems. Fabricate, maintain, install, service, and calculate power load distributions to various motors and related equipment.
2 -2- Install and repair programmable logic controllers and install related hardware and software for control systems. Maintain and repair automatic control valves and associated control functions. Implement preventive maintenance and repair on motors from fractional to over 400 horsepower. Record and calculate current requirements for new electrical installations. Troubleshoot, perform inspections, preventive maintenance and repairs on industrial switchgear and high voltage equipment such as transformers, breakers, circuits, switches, relays, regulators and distribution panels. Specify, install, and inspect various types of conduit; isolate breakers and switches for major repairs; coordinate repairs and scheduled outages with operations staff. Conduct surveys to gather field data. Write standards and operating procedures; analyze the performance of existing equipment and evaluate options for future equipment installations. Specify or recommend quality assurance reviews for new or replacement equipment. Work on energized and de-energized circuits. Use proper safety equipment including hot sticks, rubber blankets, rubber gloves, hard hats safety glasses, hearing protection and safety shoes. Use aerial lifts, scaffolding and ladders. Prepare requisitions and associated documents for purchase of repair parts and supplies. Fully utilize the computerized work systems in accordance with work flow processes. Perform maintenance and repair on commercial and industrial building lighting and environmental control systems. Maintain accurate records of work performed, materials used, and associated costs. Build and maintain positive working relationships with co-workers, other City employees, vendors, and the public using principles of good customer service. Perform other duties as assigned.
3 -3- MINIMUM QUALIFICATIONS: Knowledge of: Design, installation, maintenance and repair of industrial electrical systems. Tools and equipment used in the work. Occupational hazards and safety procedures related to the work. High voltage distribution systems and controls up to 21,000 volts. Supervisory controls, including solenoids, mercury switches, limit switches, and relays. Electronic, digital, and analog circuits and power switching to the component level. National Electrical Code and other appropriate standards and specifications; Building lighting and environmental control systems. Ability to: Troubleshoot and diagnose faults in complex electronic and electrical equipment using supervisory control and data acquisition and computerized maintenance management systems. On a continuous basis, know and understand operations, and observe safety rules; intermittently analyze problem equipment; identify and locate equipment; interpret work orders; remember equipment location; and explain jobs to others. Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when installing, repairing, and servicing equipment; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 50 pounds or less. Manage and prioritize multiple tasks; specify, install and inspect electrical conduit in trade sizes from 1/2 inch to 4 inches in diameter. Fabricate various panels and control systems; safely use and care for a variety of tools and equipment common to the work. Compute power and load requirements for high voltage industrial systems; operate a variety of electronic and electrical test instruments. Work independently with a minimum of technical guidance.
4 -4- Make sound judgments regarding work methods, tools and safety. Read, interpret and apply information from technical manuals read and prepare a variety of wiring diagrams; prepare and maintain accurate records, reports, and work estimates. Use computers and handheld electronic devices in the course of work. Conduct tests of equipment and components under operational conditions to review original factory specifications and make recommendations or repairs to achieve optimal performance. Identify and evaluate strengths and weaknesses of equipment maintained; help formulate response strategies. Communicate effectively both orally and in writing. Understand and interpret oral and written instructions. Provide technical and work direction to both lay and technical staff and other workers; work effectively as a member of a team. Coordinate work activities with other work groups, departments and outside vendors; and work in hazardous environments and emergency situations. Establish and maintain effective working relationships with those contacted in the course of work. Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Sufficient journey level electrical maintenance experience in a heavy industrial environment, with emphasis on work on high voltage (480-21,000 volts) systems, to demonstrate possession of the knowledge and abilities listed above. Experience in the maintenance and repair of electronic control systems is desirable. Education: Equivalent to completion of the twelfth grade. Technical college certification in electricity and/or electronics is desirable.
5 -5- License or Certificate Possession of, or ability to obtain, a valid California driver s license. Possession of an International Brotherhood of Electrical Workers (IBEW) apprenticeship certificate, or equivalent, is desirable. Possession of CWEA Electrical/Instrumentation III certificate is desirable.
