1 WATER PLANT TECHNICIAN Series Specification DEFINITION: This series specification describes two classes which, under supervision, to perform a variety of skilled, semi-skilled, and unskilled duties in the repair and maintenance of electrical and mechanical equipment and in construction and maintenance at a water treatment plant; and perform other specifically related work as required. CLASS TITLES: Water Plant Technician Senior Water Plant Technician CLASS CHARACTERISTICS: This series is distinguished from the Maintenance Worker series in that positions perform maintenance, modification, repair, and trouble shooting of electrical and mechanical equipment at the Water Treatment Plant. Water Plant Technician: This is the intermediate or semi-skilled level position. Incumbents perform basic maintenance under supervision and may act as Treatment Plant Operator on occasion. This is the journey level position. Incumbents perform skilled and specialized maintenance, may direct the work of others, and may act as Treatment Plant Operator upon occasion. LICENSE REQUIRED: Possession of a valid and appropriate California Driver's License. Water Plant Technician: Possession of or obtain a valid Grade I Water Treatment Plant Operator certificate issued by the State of California Department of Health Services during the incumbent s probationary period. Obtain a Grade II Operator certificate as soon as the requirements are met. Possession of a valid Grade II Water Treatment Plant Operator certification from the State of California Department of Health Services at the time of appointment. 1

2 ESSENTIAL FUNCTIONS The following duties are typical of this classification. Incumbents may not perform all of the duties and/or may be required to perform specific additional/different duties from those set forth below to address business needs and changing business practices. Assists in the construction, maintenance and repair of water treatment plant and facilities; loads and unloads supplies, lifting and moving heavy objects; performs other manual labor necessary to the completion of jobs; assists trades workers by performing unskilled tasks; maintains yards and buildings; cleans and maintains tools used on the job; performs a wide variety of semi-skilled work in the maintenance of mechanical, electrical, hydraulic, electronic and pneumatic equipment, including digital/analog electronic controls, telemeters, and sensors; assists in regular inspections, making necessary preventive maintenance adjustments and calibrations; assists in fitting pipe; cleans and paints vaults, pump houses and equipment; cleans and maintains grounds; operates a variety of powerdriven tools and light equipment, such as trucks, compressors, forklift and backhoe; operates other City vehicles; serves periodically as a relief operator of the Water Treatment Plant; and performs other specifically related work as required. Performs semi-skilled and skilled work in construction, maintenance and repair of water treatment plant and facilities; installs and repairs electrical systems; maintains motorized systems; repairs and installs plumbing; repairs and performs some installation of heating/cooling systems; performs routine mechanical and electrical work; inspects equipment and makes necessary preventive maintenance adjustments; lubricates equipment to keep equipment in good working condition; may perform acetylene and electric welding and pipe cutting; threads and fits pipe; cleans and paints vaults, pump houses and equipment; issues tools and related equipment and accounts for same; keeps labor and material records; may direct the work of assigned helpers; and serves periodically as a relief operator of the water treatment plant. ALLOCATION FACTORS: Level of skill in maintenance and repair work, possession of appropriate Treatment Certification, degree of independence in completing assignments. PHYSICAL AND MENTAL/PSYCHOLOGICAL DEMANDS The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. 3 Strength: Very Heavy - Exert force over 100 pounds occasionally, over 50 pounds frequently, or over 20 pounds constantly to lift, carry, push, pull, or move objects. Constantly reach, frequently above shoulder level, occasionally at and below shoulder level. Frequently extend neck upward, downward and from side to side. Frequently twist at the waist. Frequently walk. Frequently handle, grip and grasp. Occasionally stand, bend, stoop, crouch, and kneel. Occasionally finger/type. Rarely sit or crawl. Frequently climb ladders or scaffolding, occasionally climb stairs. Vision: Visual acuity which could be corrected sufficiently to perform the essential functions of the position; average depth perception needed. Hearing: Hearing ability to effectively hear and comprehend oral instructions and communication and equipment noise. Mental/Psychological: Work cooperatively and interact appropriately with those contacted in the course of work, including the general public; utilize complex simple skills; utilize simple writing skills; understand, remember and carry out complex job instructions; respond quickly to changing priorities; communicate effectively orally; work under pressure; work within deadlines; train other workers. ENVIRONMENTAL CONDITIONS: Incumbents may be required to work rotating shifts and under adverse conditions such as exposure to toxic chemicals and gases, heights, and confined space. Work both indoors and outdoors. Constantly work around machinery, drive motorized equipment/vehicles. Frequent exposure to dust, fumes, smoke, gases, odors and chemicals, excessive noise, slippery or uneven walking surfaces. Occasionally exposed to flames/smoke. Rarely uses a computer. Work both alone and with others. SPECIAL REQUIREMENTS: Employees in this classification may be required to utilize respirators in the course of their job duties or under emergency circumstances, and thus must be in compliance with General Industry Safety Order Employees shall not wear beards, mustaches, sideburns, facial hair or other conditions in such a manner that may prevent or interfere with establishing and maintaining a proper seal of the respirator facemask. This requirement is implemented in order to insure the safety and health of the employee. 3

4 MINIMUM QUALIFICATIONS: Knowledge of: All Levels: Basic Math; Simple record keeping; Fundamentals of electricity; Basic methods, materials, tools and equipment used in maintenance work; Appropriate safety precautions and procedures. Pertinent state and local codes. Applicable safety and other State and local codes; Diagnosis/trouble shooting practices; Electronic circuitry and peripheral control systems; Fundamentals of electronics; Proper methods, materials, tools and equipment used in water treatment operations maintenance; Water treatment. Ability to: All Levels: Read and Interpret plans, schedules, charts indicating meters and testing equipment; Use measuring devices and testing equipment; Maintain good housekeeping in the plant; Use and properly maintain assigned tools and equipment; Perform semi-skilled maintenance, repair and construction work; Operate a vehicle observing legal and defensive driving practices; Understand and carry out oral and written instructions; Establish and maintain effective relationships with those contacted in the course of work. Read, write, and perform mathematical calculations at the level required for successful job performance; Skillfully operate and maintain assigned tools and equipment; Perform skilled maintenance, repair and construction work; Maintain records; Train and direct other workers; Diagnose and repair electronic/electrical and mechanical problems; Act swiftly when required to avoid or mitigate emergencies; 4

5 Read and interpret mechanical and electrical schematics. EDUCATION AND EXPERIENCE: Any combination of training, education and experience which demonstrates an ability to perform the duties of the position. The typical qualifying entrance background is: Water Plant Technician: One year of experience performing facility maintenance in water/wastewater treatment plant and/or related electrical/mechanical maintenance facility. Two years of experience performing facility maintenance in water/wastewater treatment plan, and/or related electrical/mechanical maintenance facility. MANDATORY CAREER ADVANCEMENT: Water Plant Technician: As a result of business necessity, no person shall occupy the position of Water Plant Technician with a Grade I Operator certificate from the DHS for more than thirty-six months. Individuals who do not meet this requirement who have an overall satisfactory rating on their last performance evaluation will be granted a six month extension. With satisfactory job performance, career ladder advancement shall be effective the first pay period following presentation of proof of possession of the appropriate certifications and satisfaction of time and experience requirements. POTENTIAL CAREER PATH: Experience gained by incumbents in these classes can provide the knowledge, skills and abilities to qualify for Electrical/Mechanical Technician in the Wastewater Treatment Plant, Lead Water Plant Technician and Water Plant Operator. 7/06 5
