1 Tender Ref : EMV Chip Based RuPay Card LDCCB/IT/ATM/2017/01 Terms & Conditions (Last Date of Bid Submission : 09/02/ :00 Hrs) 1. The Bidder should be a registered company in India under Companies Act and should have been in operation for at least Six years as on date of RFP. 2. The Bidder(s) must be have valid VAT / LST / CST, Service Tax Registration and PAN number allotted by the respective authorities. 3. The turnover of bidder should be more than 1 Crore in last financial year and CA audited copies of balance sheets and profit and loss should be attached to tender document. 4. The Bidder should not have been blacklisted / debarred by the Government of India or their undertakings, any State Governments or their undertakings previously. In such cases the bid will be summarily rejected and no correspondence in this matter shall be replied by the Bank. 5. The Bidder should have national presence and should be engaged in EMV chip based RuPay Card/ RuPay Card business in India at least from last 3 years. 6. The Bidder should have supplied at least ATM Cards in India from the date of bid submission. 7. The Bidder should have supplied EMV chip based RuPay Debit Cards to 10 District Central Co-Op Banks in India. 8. The Bidder should have valid license and approval to work with National Payment Corporation of India (NPCI) for EMV chip based RuPay Cards. 9. The vendor has to start delivery of the chip based EMV CARDS within 15 Days from the date of Work Order. 10. The Bank reserves the right to alter the quantities specified in the requirement. Page1
2 General Conditions 1. Minimum validity of the Proposal must be 90 days from the date of its opening. 2. The Bank reserves its absolute right to seek any clarifications from the respective Bidder(s). 3. The Bank will neither provide nor shall pay any charges for boarding, lodging and transportation facilities for the Bidder(s) or their Representative. 4. The products / services offered should strictly conform to the specifications and also as per Guidelines of Reserve Bank of India and approved by National Payment Corporation of India. 5. The Bidder(s) are required not to impose their own terms and conditions to the bid and if submitted, it will not be considered as forming part of their bids. The decision of the Bank shall be final, conclusive and binding on the Bidder(s). 6. The Bidder should cooperate with Bank(s) or any other agency which has been entrusted with or involved in the work of providing and managing other components of the EMV chip based RuPay Debit / RuPay KCC Card project of the Bank(s). 7. To ensure efficient and effective rollout of the project as well as to ensure smooth operations of the complete system during the entire project life, the prospective Bidders will be required to work in collaboration from the beginning of the project with any agency involved in the implementation of the EMV chip based RuPay Debit / KCC Card project. 8. Proposal submitted by Telex / Fax / Telegrams / or any other similar manner will not be accepted. 9. The bank reserves the right to contact any Vendor, Client/Bank for clarification or information submitted, to contact current and past customers of the vendor and to use other sources of obtaining information regarding the Vendor, which may be deemed appropriate and would assist in the evaluation. 10. The bank reserves the right to enter into a contract based upon proposals received without further discussion on such proposals. Accordingly, proposal should be Page2
3 submitted with the vendor's best and competitive price, delivery and service capabilities. Bank may/if require, will negotiate on price with vendor/s. EMD Amount Rs /- ( Rs. One Lakh Only ) DD/ Pay Order payable at Latur. Tender Rejection Criteria 1. The bidder s details attached to tender are not found as per eligibility criteria. 2. Tenders without EMD Pay Order or DD. 3. Tender submitted with false and wrong information. 4. Misconduct and influence if any to this tender process by the bidder OR its representative/s will result into rejection of bid document. No further communication will be entertained in this regard. 5. This tender is subject to standard Force Majeure and the bank reserves the rights to reject one or all tenders without assigning any reason.
