The Owner s meeting minutes will be routed to project plan holders as part of the first addendum. f. Send all questions regarding this project to the WSU Project Manager: i) All questions must be received no later than April 14. ii) All requests for substitutions must be received by April 13. g. Addenda will be forwarded to all plan holders. Addenda will be issued no later than April 17. h. This is an active campus. There are students, faculty and visitors who either will not be aware of construction or will be distracted. Contractors must routinely work around the pedestrian population on campus as well as control noise and other construction related activities to minimize the effect on the campus. WSU is committed to a completely accessible campus. This means that when construction activities interfere with accessible pathways, that the General Contractor is responsible for putting in place temporary facilities (ramps, pathways, etc.,) to assure that all pathways are available. 2. Project Description: Scope of work: Retrofit existing cabling infrastructure on 12 floors of Rogers Hall (approx. 107,700 GSF) with new cabling to support the installation of Zhone GPON equipment. Install new fiber optic backbone up the riser closets, build out one existing telecommunications room, remove existing wiring, install new Single Mode fiber strand cables to each location, and install new Owner-furnished ONT devices and Wireless Access Points. Work within the building cannot begin before May 22, 2017 and Substantial Completion must be achieved by August 1, Bidder must be certified as a Zhone Elite Partner, and have at least 3 years of documented prior experience installing cabling and related infrastructure in support of GPON in Washington State. a. Alternates: None b. Unit Prices: None c. Owner-Furnished materials: OFCI items include: All wireless access points identified in the drawings along with the required mounting hardware, all ONTs for the project, and all RF Attenuators. 4 Facilities Services PRE-BID MEETING and provisioning of services including RF signal for CATV service, from the OLT head end in Neill Hall MCF. d. Location: 1355 SE Olympia Ave, Pullman. e. Access/Haul Routes: Contractor may use the existing loading dock on the east side of the building for limited durations, but at least one space on the dock must remain available at all times for general campus use. f. Occupied Area: Residential spaces in the building will be vacated for eight weeks beginning May 22, The north half of the first floor (approximately nine rooms) will be occupied by WSU Dining staff during the construction duration. The Contractor will need to coordinate work in those rooms with the Owner. g. Existing Hazards: Review supplemental Good Faith Survey and lead paint analysis provided in specification. h. Schedule Constraints: Work must be performed during normal business hours, Monday through Friday. Work within the building cannot begin before May 22. Preparatory work that doesn t require building access may begin prior to May 22. i. Parking. Parking on campus is enforced 24 hours a day, every day. It is the bidder s responsibility to obtain parking permits to attend pre-bid meetings, site visits, and bid openings. Go to for more information about visitor parking permits. Labor force parking and permits: Minimal parking will be available onsite. Workers will need to park in existing lots on campus or shuttle in to work site. 3. Estimated Base Bid, not including taxes, is approximately: $300,000 - $325, Expected Notice to Proceed date: May 10, Estimated project duration after Notice to Proceed: Project must achieve Substantial Completion on August 1, 2017, which is 83 Calendar Days after the expected Notice to Proceed date. 6. Bidders should review the complete version of the bid instructions in the Contract Documents and in any forth coming addenda. Especially note the following: a. Bids shall be made upon the form of proposal in the Contract Documents. b. All information requested on the bid form shall be filled out completely and entirely to include: i) Base Bid amount Required ii) Alternate amount(s) as required None iii) Unit Price amount(s) as required None iv) Acknowledgement of each addendum received Required c. 5 Facilities Services PRE-BID MEETING e. The bidder is responsible for getting the bid to the office designated in the documents by the time noted in the documents. To be considered responsive, bids shall be received and time stamped at McCluskey Services Building, 2425 East Grimes Way, Pullman WA, main desk prior to the bid date and time in the Contract Documents. (NOTE: the USPS and private delivery/shipping companies do not make regular deliveries directly to the building and office designated.) Bid form must be received prior to 2:00 pm on April 19, f. Bids shall be opened and read aloud in Room 190D at approx. 2:15pm on April 19, g. Bidder Responsibility Mandatory Criteria: It is the intent of the Owner to award a contract to the low responsible bidder. Prior to awarding a contract, the apparent responsive low bidder must submit documentation demonstrating compliance as per Section , Part 1.17 Low Responsible Bidder. Be prepared to submit the required documentation within 48 hours of receipt of request. 7. Summary of Construction Administration Requirements: a. For complete project administrative requirements refer to Division 1 and the Agreement between Owner and Contractor and addenda. b. Prior to starting work; the contractor will be required to submit a schedule of values and a construction progress schedule for review and approval. c. Regular progress meetings will be conducted during the course of the project. d. Material information and/or shop drawings shall be submitted to the Owner for approval. The construction progress schedule shall include time for the submittal review and distribution process. e. O&M Manuals and Record drawings shall be submitted prior to substantial completion and the final application for payment and shall be identified as activities on the construction progress schedule. 8. A job-site visit will be conducted during the course of the meeting. 9. Discussion/Remarks/Concerns: a. Question: Where is the dividing line between the Contractor s work and the work that will be completed by WSU? Response: Please refer to Section Summary of Work, Paragraph 1.01D, the Detailed Scope of Work (Revised 4/6/2017) and all Addenda issued during the bid period. b. Question: Where can the Contractor pick up the ONTs and RF Attenuators that are OFCI? Response: A pick up location will be coordinated with the Owner. 6 Facilities Services PRE-BID MEETING c. Question: How frequently will Progress Meetings be held? Response: Progress meetings will occur as required. See Section Project Meetings Part d. Question: How much cleaning with the Contractor be required to perform, considering that Housing s custodians will also clean the building after the work is complete? Response: See Section Construction Facilities & Temporary Controls and the General Conditions for cleaning requirements during construction. e. Question: How much abatement will be required to remove the existing WAPs? f. Response: See Good Faith Survey. Existing WAPs are primarily in the corridors on each floor. g. Clarification: In addition to the Housing Dining staff, the Hall Director and Residential Education Director (RED) might also be present during the work period. Their rooms are also on the first floor. h. Clarification: The bid documents include a Detailed Scope of Work and an AP Placement Report. Please be sure to download these from the Facilities Services Capital website along with the other bid documents, as they contain important information regarding the scope of the project. i. Clarification: FFA Conference attendees will be housed in Rogers Hall May Over the following week, May 17-21, the building will be cleaned. Some on site work may occur between May as long as it does not interfere with the cleaning activities. j. Clarification: Dining Service will experience a low level of operations between May 22 and June 6 (start of the Alive! Orientation sessions). WSU prefers that work in their offices occur during this time. Individual Dining Service offices shall not be without data for longer than two days. k. Clarification: The Contractor can use the restrooms in the building as long as they are kept clean. See Section Construction Facilities and Temporary Controls. l. Clarification: The Panduit in the hallways will be abandoned in place. m. Clarification: Contractor will not be responsible to paint any new or existing Panduit. n. Updates to the Detailed Scope of Work (see Detailed Scope of Work (Revised 4/6/2017) included in this Addendum: i) Contractor will re-terminate SM fiber at Neill MCF and Rogers MDF to SC/APC from SC/UPC (24 strands, already in cassettes). ii) Any electric boxes remaining after the removal of an existing WAP shall be covered with a blank plate, unless the box is to be reused for a new WAP. iii) Exposed cables in the first floor laundry room and elsewhere in the building shall be installed in innerduct and strapped to the wall. 9 Rogers Hall GPON Project 2017 Revised 4/6/2017 SCOPE OF WORK: Summary Retrofit existing cabling infrastructure in Rogers Hall with GPON cabling. This project will include: o New fiber optic backbone up the riser closets o One telecommunications room (217T) build out o Removal of existing wiring o Installation of new Single Mode fiber strand cables to each location o Installation of the ONT devices GENERAL NOTES: Only Zhone GPON equipment is allowed in order to retain compatibility with existing infrastructure, unless pre-approved by Owner. Qualified bidders will follow WSU requirements for fiber optic installation materials and methods. Work cannot begin before May 22, Substantial Completion must be achieved by August 1, DETAILED SCOPE OF WORK: Fiber Optic Risers Provide and install appropriately sized FDTs in the riser closets to provide MPO connectivity to the basement. FDT s will be provided on floors 2, 4, 6, 8, and 10 in the x17t rooms, in quantities/sizes necessary to complete the installation. FDTs will cable back to the ground floor via MPO cables and plug directly into the ifdh hub for distribution. The FDT s will serve as cross connection points between the floor it resides in and the adjacent floors. MDF Buildout Re-terminate SM fiber at Neill MCF and Rogers MDF to SC/APC from SC/UPC (24 strands, already in cassettes). Provide and install ifdh hub(s) as required to support the overall installation on the second floor MDF (217T). This will serve as the main cross connection terminal to each FDT. Provide and install 2x32 splitters in the ifdh. Projected as nine (9) for RF ONTs, and two (2) for WAP ONTs. Provide and install (1) 4 ft x 8 ft backboard on the wall for ifdh mounting. There are sufficient free strands of single mode fiber available to cross connect back to the OLT in Neill Hall MDF (there are at least 24 strands available, and it is estimated that 12 will be required). Station Cabling Provide and install appropriate quantity of single strand, single mode cables from each FDT to the station end. Each single mode cable will terminate into the wall mounted FDT serving the floor and on a SC/APC bulkhead mounted on a faceplate at the work station end. Provide and install category 6 cabling from the IDF to the wireless locations as

10 denoted by the drawings, including building exterior locations. Exterior locations may require penetration of the building envelope. For bidding purposes, assume that 80% of interior cabling can use existing surface mount raceway. Contractor will mount the OFCI wireless access points and ensure there is connectivity to the ONT in the IDF. ONT Acquisition All ONTs will be OFCI. Estimated counts are provided under the detailed scope of work titled ONT Installation below. The Contractor will verify station counts and service types and inform Owner of any variances so that the correct quantities and types will be ordered. ONT Installation Install ONTs to provide connectivity to each residence room, community space, and wireless access point. ONT types are as follows: o Zhone 2425 for internet and CATV connectivity in residential spaces and community spaces (e.g. lounges). These ONTs also require an RF attenuator of 20dB to be added during installation of each ONT. These RF attenuators will be OFCI. o Zhone 2624 for Dining Business offices on 1 st floor, RED office, Custodial office, Hall Desk. o Zhone 2624 for wireless access point connectivity. o Zhone 2424A for Door Access Control systems. For bidding purposes, assume the ONT counts provided below. Contractor will verify the ONT counts and inform Owner of any variances. o 275 Zhone 2425 for Resident Rooms & Lounges (connected to ResNet OLT, Neill MCF) o 9 Zhone 2624 for Dining Office spaces (connected to ITS OLT, Neill MCF) o 3 Zhone 2624 for ResHall office spaces and Custodial spaces (connected to ResNet OLT, Neill MCF) o 48 Zhone 2624 for Wireless Access Points (connected to ResNet OLT, Neill MCF) o 2 Zhone 2424A for Building Door Access Control in 217T and 1017T o 2 Zhone 2624 for spares o 4 Zhone 2425 for spares o 1 Zhone 2424A for spares Provide and install SC/APC jumpers to provide connectivity from the wall outlet to the ONT. Provide and install mounting brackets for ONTs Misc. Scope of Work Remove existing WAPs that will no longer be used. Any electric boxes remaining after removal of an existing WAP shall be covered by a blank plate, unless the box is to be reused for a new WAP. Exposed cables in the first floor laundry room and elsewhere in the building shall be installed in innerduct and strapped to the wall. ASSUMPTIONS OF SCOPE: All active equipment including, but not limited to, media converters, switches,

11 routers, etc. are excluded from the scope of work unless otherwise directly addressed above. All work will be performed in accordance with standards in effect at the time of the bid and state and local codes. Contractor will test all newly installed wiring and mark in accordance with standard procedures. No ONT installation required. Rogers has two styles of rooms: Singles and Doubles. A Double has two desks each on the far (window) end, left and right side of the rooms. A Single has only a single desk and is generally a narrower room. Each desk also has a mounted desk lamp under the bookshelves. The Ethernet port is directly above either the right or left side desk, and underneath the desk lamp. The desk without Ethernet (in a double room) runs Ethernet cabling back across the room or uses wireless only.

12 The port's cables then run up the side of the wall into the Panduit located next to the window, often hidden by the curtains. The Panduit then runs directly parallel to the room window stretching the entire length in to the room and into the next!
