1 CITY OF COQUILLE JOB DESCRIPTION POSITION : RESPONSIBLE TO : SALARY : CLASSIFICATION : LOCATION : Utility Maintenance/Equipment Operator Public Works Director $ 2,658-$3,393 / MONTH / FULL BENEFITS Regular, Full-Time City of Coquille City Shop - Coquille, OR INTRODUCTION Under the general guidance and administrative control of the Public Works Director, employee is responsible for performing a variety of tasks including but not limited to, relief of water and waste water treatment plant operators, street, water, sewer and storm drainage maintenance and construction projects, and does related work as required. The position is located in the Public Works Department. MAJOR DUTIES AND RESPONSIBILITIES 1. Operates large water/sewage pumps, automatic rakes, centrifugal sludge pumps, and other standard water/sewage treatment equipment 2. Makes minor repair as needed 3. Inspects the operation of the plants for proper flow 4. Makes raw sewage tests, taken at intervals, to determine the treatment needed 5. Keeps accurate records of the plant operations 6. Collects samples of finished water, tests samples in laboratory 7. Regulates the amount of chlorine used at the plant, and tests for chlorine dosage; also, assists in the care of chlorination equipment at the plant 8. Performs connects and disconnects for the water department each afternoon.
2 9. Fills in at the Water/wastewater Treatment Plants, in the absence of the operator 10. Performs weekend duties at both plants on a regular basis 11. Investigates high readings, inspects for leaks on city side of the water system 12. Works closely with the Utility Billing staff of the City to identify problems and resolve water billing and consumption problems MINOR DUTIES AND RESPONSIBILITIES 1. Cleans parks, streets, alleys and loads debris from same 2. Assists in the maintenance of parks and city owned buildings 3. Installs and repairs water mains and other water work facilities 4. Installs and repairs sewer lines, and sewerage drainage facilities 5. Maintains city equipment 6. Operate hand tools, power tools, and trucks 7. Other duties as assigned KNOWLEDGE, SKILLS, AND ABILITIES General knowledge and understanding of the City of Coquille's physical layout Ability to carry out oral and written instructions Ability to work closely cooperatively and effectively with all City of Coquille staff Ability to establish and maintain effective and cooperative working relationships with employees, other departments and the general public Skill in mechanical aptitude, including the skill in the operation, maintenance and repair of pumps and other plant facilities Ability to quickly learn and utilize the City's hand held computer meter books
3 Working knowledge of water and sewer systems and water and waste water treatment plant operations, including the functions and mechanics of pumps and other equipment used in the water/sewage disposal plant Skill with ability to perform mathematical calculations required to operate water and waste water treatment plants. With the ability to perform simple chemical tests; keep records, make reports, and read gauges Excellent communication skills Ability to interact with the public in a tactful and courteous manner Good organizational and planning skills. Ability to meet deadlines within established guidelines Ability to perform laborious tasks requiring some lifting of bags and materials PHYSICAL DEMANDS & WORK ENVIRONMENT The work environment characteristics describe here are representative of those which will be found on the job and are those which must be met by an employee to successfully perform the essential functions of the this job. Reach with hands and arms. Required to be able to talk and hear.
4 Must occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Exposure to a variety of climatic conditions including but not limited to heat, cold, rain, ice, snow and wind. DESIRED OUALIFICATIONS, EXPERIENCE, EDUCATION A minimum of 18 years of age with a high school diploma Experience in work affording familiarity with hand tools, power tools, meters, gauges, computers Experience in public works construction methods and procedures Water Treatment Level I and Waste Water Treatment Level I certification Valid State of Oregon Commercial Drivers License. An equivalent combination of education and experience which satisfactorily demonstrates the knowledge, skills, and ability to perform the job duties may be considered
5 Utility Maintenance Worker/Equipment Operator City of Coquille Additional Job Information Essential physical requirements can vary from day-to-day, week-to-week, and seasonably in this position. For example, a Utility Worker could perform digging and shoveling for a continuous week in the event of a major city project. Physical demand variability is reflected in the variability of the listed physical requirements. The Coquille Utility Worker does have access to some assistive devices able to help with extremely heavy manual handling, such as backhoes and overhead hydraulic hoists. However, space, work location, and environmental conditions can limit use of assistive devices. A member of the Utility Crew is ON-CALL at all times for emergency situations. Any Utility Worker can be called to respond to an emergency situation; and may need to respond independent of any other assistance. In such cases, the Utility Worker must be able to perform all job functions and emergency repair tasks to safeguard public water and. sewer systems. Hand & Small Tools Used: Shovels, rakes, asphalt rake, wrenches, saws, drills, pry bars, hammers, screwdrivers, torches. Movinq Machinery/Power Tools: Skill saws, grinders, electric drills, overhead lift hoists, jackhammers, chain saw, pumps. Equipment Operated: Backhoes, utility pick-up truck, dump truck, street cleaner/sweeper, grader, and roller. Associated Essential Functions Physical Requirements: 1. Hand coordination, finger dexterity, and tactile proprioception necessary for tool use, nut/bolt assembly, pump repairs, and ability to complete job tasks when visual cues are obstructed; for example, completing water line repairs and threading nuts and bolts under water when vision is totally obstructed. 2. Works in confined spaces at times; for example within manhole space. Must be able to complete work tasks in forced awkward body positions. Must also be able to follow all safety criteria for performing work in a confined space. 3 Balance is essential for job tasks such as ascending/descending 30-foot rung ladders to top of city water reservoir under any type of climate condition. Utility position also maintains underground pump stations, which have 30-foot spiral staircases to ascend and descend. Balance essential when working topside operating overhead hoist for pump room repairs (worker is operating hoist over open trapdoor with a 30-foot height difference to lower level). 4 Utility workers must comply with all state, health, OSHA, and DEQ regulations to include both protecting one's personal safety as well as the safety of co-workers. State health guidelines for water quality are strictly enforced. State regulations for sewage treatment are strictly enforced. Utility workers must be able to comprehend and follow directions to comply with all standards and maintain all required logs and work records. 5. Utility workers must follow city, state, and safety flagging regulations for protection of self, co-workers, and the general public.
