17 Principles of the Renewable Energy Soures Act (RESA) I RESA since August 2000 (revised in Aug 2004 and January 2009 and 2011 EEG 2012) Guaranteed grid access for renewable energy plants Priority for feed-in for renewable electricity, purchase and transmission obligation for utilities Fixed feed-in tariffs regulated by law, guaranteed for 20 years / no caps security of investment 17

18 Principles of the Renewable Energy Soures Act (RESA) II Feed-in-tariffs vary according to technology and system size (and market development in PV) Have a defined annual degression for each tariff - helps boost new technologies and innovation Effective tariff price is set at the moment of comissioning The additional costs for the support scheme are redistributed to all electricity customers (2.3 ct/kwh in 2010 / 3.5 ct/kwh in 2011 / 3.59 ct in 2012) 18

28 Renewable heat production - Renewable Energies Heat Act (REHA) Objective: Increase of the share of RE technology in the heating sector in new buildings and in existing public buildings REHA covers: solar radiation, geothermal energy, biomass (liquid, solid and gaseous) Pillars of the Law Obligation to use renewable energy in new and public buildings Financial support market incentive programme receives more money

29 REHA Requirements and Obligations Obligation: a defined percentage of the energy demand for heating has to come from renewable sources, depending on the technology used 15 % solar thermal, 30 % biogas, 50 % biomass or geothermal For public buildings which need thorough renovation: 15% Equipment has to meet specific technological requirements in order to be accepted under the Law (e.g. Solar Keymark for collectors) If renewable heat sources cannot be implemented, the investor can replace with other measures: e.g. insulation 15 % better than required under the Energy Saving Ordinance or 50 from combined heat and power Combination of technologies possible support for individual and most cost effective solutions

30 Renewable heat production: Market Incentive Programme (MIP) Financing for renewable heat under the new Renewable Energy Heat Act and use of renewable heat technologies in existing buildings Subsidies for small systems (biomass < 100 kw, solar thermal < 40 m², efficient heat pumps) Low interest loans for bigger systems (also district heating, geothermal) Bonus for efficient, innovative or combination of technologies Budget in 2011: 352 Million financed by state budget and revenues from emission trading ( 40)
