7 Directive 28/2009/EC introduces the obligation for EU countries to submit a plan to promote the use of renewable energy, the NREAP This plan sets national targets for each Member State for the share of energy from renewable sources consumed in transport, electricity and heating and cooling in 2020, as well as the respective paths of penetration according to the pace of the implementation of measures and actions planned in each of these sectors, taking into account the effects of other policies related to energy efficiency in energy consumption. It was also established that the plan should be revised 2 in 2 years. 13 Energy efficiency measures and renewables have been contributing to the improvement of energy intensity Evolution of the energy intensity of the economy (2000 = 100) Primary Energy Consumption/GDP (M '2011) GDP (M '2011) P There was a inversion of the trend, once in 2013 the Primary Consumption of Energy increased 1.0% compared to 2012 while GDP decreased only 1.4%, when in 2012 compared to 2011 had fallen 3.3% and the consumption 2.8 %.
