Council endorsed the recommendations of the report and additionally requested that representatives from Fraser Grain Terminal and BHP Billiton be invited to provide presentations on their projects at a Council workshop. A letter from Mayor Lois E. Jackson was subsequently sent to the Port of Vancouver and the proponents conveying the resolutions of Council and comments on the proposed terminals. (Attachment B) The proposed Fraser Grain Terminal is in the formal Project and Environmental Review process by the Port of Vancouver and the proposed BHP Billiton Potash terminal is currently in the pre-application phase. BHP Billiton representatives have asked to schedule a workshop once they have completed studies and are closer to making a formal application for their project which is expected this spring. Attachment C is the presentation that will be provided by Fraser Grain Terminal representatives at the January 22, 2018 workshop. RECOM MENDATIONS: A. THAT that the Port of Vancouver be requested to work with the proponents of two new proposed terminals, as well as the already approved direct transfer coal facility, at Fraser Surrey Docks to conduct a cumulative effects assessment of the community and environmental impacts of these facilities. B. THAT the comments provided on the Frase r Grain Terminal application and BHP Billiton Potash Terminal pre-application include a request for a detailed analysis of impacts to emergency response times to the Alaska Way and Gunderson Slough areas of Delta. C. THAT this report be provided to the Environment Advisory Committee for information. PURPOSE: To provide information and comments relative to two proposed grain and potash terminals at Fraser Surrey Docks. BA~KGROU ND: An application has been submitted by Fraser Grain' Terminal Ltd. to -the Port of Vancouver for a permit to construct a 4 million tonne per year grain terminal at Fraser Surrey Docks at. the si.te of an existing 500,000 tonne per year grain terminal. Grain will be denvered by rail with approximately 309 trains per year using the CN mainline through Surrey: The majority of the grain would be loaded directly onto ocean going bulk carrier vessels; approximately 600,000 tonnes would be loaded into containers and placed onto container ships or trucked to other container terminals such as Deltaport.

4 Attachment A Page 2 of 15 Page 2 of 4 Proposed Grain and Potash Terminals at Fraser Surrey Docks October 26, 2017 II The largest ships will be Panamax sized bulk carrier ships which are already accommodated at Fraser Surrey Docks. It is estimated there will be 62 ships per year. Attachment A includes an overview of the proposed project and results of studies that have been conducted in support of the application. A second proposal, by BHP Billiton, is for an 8 million tonne per year potash terminal. This project is in the pre-application phase of the Port of Vancouver's Project and Environmental Review process. Potash is a naturally occurring mineral salt primarily used in the production of agricultural fertilizers. The terminal would be located on the site of the existing container terminal at Fraser Surrey Docks. This project would see 10 trains of potash delivered per week from a mine in Saskatchewan. Information regarding the number of ships has not yet been provided; however, it is noted that they will be up to Kamsarmax size (slightly longer than the average Panamax vessel). As with the proposed grain terminal, covered trains will be accessing the site using the CN rail mainline through Surrey. Attachment B is an overview of the proposed project. These two proposed terminals are in addition to the previously approved Direct Transfer Coal Facility which is a 4 million tonne per year coal export facility. This project is currently in the process of a judicial review and there has not been any work done towards building the facility due to current economic conditions related to the export of thermal coal... DISCUSSION: Fraser Grain Terminal A number of studies have been conducted as part of the application process, including air quality, noise, traffic (road, rail and marine), light, terrestrial and aquatic habitat and fire prevention. Staff has conducted a preliminary review of the information and will be meeting with the proponent to discuss the project and potential impacts to Delta. The main concerns and issues are: Air quality: there have been previous issues related to dust emissions from the existing agricultural products facility at the site. The air quality study,indicates that, although the proposed facility is significantly larger in size, it is expected to reduce dust emissions from the site with the application of emission control technology and through the design of the storage and conveyance systems for the grain. Metro Vancouver will be reviewing the air quality information in detail and an Air Quality Management Permit will be required for the facility which will provide an additional opportunity for Delta and the public to provide comments.

5 Attachment A Page 3 of 15 Page 3 of 4 Proposed Grain and Potash Terminals at Fraser Surrey Docks October 26,2017 Noise: the noise impact report identifies very small (approximately 1 decibel) increases in noise relating to the project at a residential location in Surrey between the project site and the closest Delta residences. A number of best management practices and noise mitigation will be implemented to reduc~ noise generated from the f~cility. Emergency response: with the access to Elevator Road now closed, Alaska Way and Gunderson Slough areas are accessed from the Tannery Road Interchange through Fraser Surrey Docks. This access road has numerous train crossings and staff is concerned about that addition91 train traffic will cause more delays for emergency responders. It is recommended that the Port of Vancouver be requested to require a detailed study of emergency response times to Alaska Way to determine how they would be affected by the proposed developments. As part of the application review period there will be the opportunity for public comments to be submitted. The schedule for public consultation and open houses is currently being finalized and staff will ensure this information is available on Delta's website. BHP Billiton Potash Terll]inal BHP Billiton is seeking preliminary comments relating to the content and scope of the proposed studies that will be undertaken to inform their full application to the Port of Vancouver. Staff comments include: G> emphasizing the importance of fully evaluating potential impacts to the Delta community, including ensuring that noise and air quality modelling includes receptors in Delta; and requesting that a full analysis of the impacts of the additional train traffic on emergency response times to the Alaska Way and Gunderson Slough area of Delta be conducted. Cumulative Effects: The combined operation of the coal facility, the grain terminal and the potash terminal would total sixteen million tonnes per year of bulk products being exported from Fraser Surrey Docks with an additional 3-4 trains per day. For context, Westshore Terminals at Roberts Bank exports approximately thirty million tonnes per year of coal. The Port of Vancouver Project and Environmental Review process does not specifically include cumulative effects. It is therefore recommended that the Port of Vancouver be requested to work with the proponents of the proposed terminals to conduct a cumulative effects assessment of the community and environmental impacts of these proposed developments. Implications: Financial Implications - There are no financial implications.

It is recommended that the Port of Vancouver be requested to work with the proponents of these terminals, along with the direct transfer coal facility, to conduct a cumulative impacts assessment of the community and environmental impacts of these proposed developments. Project Construction Permit Application - i - Hemmera June 2017 EXECUTIVE SUMMARY Project Overview Fraser Grain Terminal Ltd. is proposing to construct a grain export facility, Fraser Grain Terminal (FGT or the "Project") to receive, store and ship bulk grain products. Fraser Grain Terminal Ltd. (the "Proponent") is a Canadian family-owned and operated grain company with more than 100 years of experience in I agribusiness and locations across Canada. Serving more than 10,000 Canadian farmers and producers, we market grain to over 40 countries. The Project is located adjacent to Fraser Surrey Docks, at Elevator Road in Surrey, BC (the "Site") on Vancouver Fraser Port Authority (VFPA) land designated as Port Terminal. The Proponent has submitted.this Project and Environmental Review (PER) Application (the "Application") to VFPA for a PER Project Permit. This Application has been prepared in accordance with the Category D Application Submission Requirements for PER Process No (version issued 24 March 2017) and addresses requirements for General Submission, Project Description, Drawings, Studies and Reports, and Consultation. The Project will trans-ship up to 3.5 million tonnes per annum (MUa) grain products including wheat, barley, oil seeds, and pulses. Grain will be received by rail and either loaded directly to vessels or stored temporarily prior to loading. A small proportion of the total volume will be loaded to containers or trucks for local distribution. Layout of the new.facility is shown in the figure below and includes state-of-the art grain handling features to minimize noise and dust. The 24-month construction period will follow demolition of two existing buildings1, and construction will include the following new components: Unloading station and transfer tower with fully-enclosed conveying equipment and a built-in dust suppression system.. 0 Up to 34 above-ground steel storage bins (24 x 3,000 t and 10 x 500 t) Travelling shiploader with telescoping cascading spout to reduce dust during vessel loading, replacing existing shiploader 8 Semi-loop rail track and holding tracks to reduce railcar shunting during unloading " Container loading facility and storage yards.. Rail and truck loading facility An administration building and maintenance shop The demolition work is the subject of PER Application

Project Construction Permit Apptication ii Hemmera June 2017 The Project wi ll support Canadian farmers, increase efficiency in grain 'exports and build strong bu siness relationsllips with internation al custom ers. Since 2014, Canadian exports of grain and specialty crops have increased by more th an 20%. This Project wil l help address key constraints in exporting Canadian grain by: Improving utilization of the li mited western Canada rail capacity, and Enhancing capacity of port industrial land for grain handling. Required Studies and Project-Related Effects Vancouver Fraser Port Authority identified Applica tion submission requi rements' to address the engineerin g and environm ental requirements to sa tisfy their regula tory mandates for assessment. The FGT Application summarizes design, design analysis and effects assessments and provides all reports -as attachments. The Application includes a Project Description and Description of Operations that includes the Project's engineering specifications.

Project Construction Permit Application -iii- Hemmera June 2017 To address construction, the Application includes the following reports and studies: o Habitat Assessment (including Nesting Birds Survey and Species at Risk): Terrestrial and aquatic species (including birds and species at risk) and their habitats were assessed for potential Project-related effects. Temporary effects to aquatic and terrestrial resources can generally be mitigated through construction best practices. The Project is projected to result in the permanent loss of 1.12 ha of vegetated area, 20 m 2 of green-coded aquatic habitat under the existing berth and 70 m 2 of non-fish-bearing freshwater habitat (due to infillin.g of an existing ditch). With appropriate mitigation in place, Project construction is unlikely to c'ause significant adverse effects to terrestrial and aquatic resources. New rail track that parallels Elevator Rd overlaps with critical habitat for the federally-listed plant stream bank lupine. Currently, this habitat is vegetated with trees, shrubs and grasses and has little suitability for this species, which prefers gravelly open sites, such as railway ballast. Discussions are currently underway with the regulator regarding permitting requirements under the federal Species at Risk Act... Archaeological Resources: An archaeological overview assessment describes areas of low, moderate and high archaeology potential within the Project Site and recommended measures for construction including the use of a Chance Find Procedure... Construction Environmental Management Plan (CEMP): The CEMP describes site environmental management and mitigation for construction, particularly for soil and water management. A Soil and Groundwater Management Plan, Hazardous Material assessment and Chance Find Procedure for archaeology are appended to the CEMP. The CEMP also addresses mitigation for construction-related noise and air quality effects, as well as temporary impacts to aquatic and terrestrial species and habitat. For the operations phase of the Project, the Application includes the following studies and reports: " Noise Assessment: Noise levels during operations were modeled based on the proposed design. The assessment determined that, in 2020, Total Noise Rating Level were projected to increase by less than 1dBA for most receivers with a maximum increase of 2dBA at some receivers. The change in the percentage of people highly annoyed is predicted to range from 0% to 3% well below than the Health Canada criterion of 6.5%. " Air Quality Assessment: Air quality during operations was modelled based on the proposed design: The assessment predicted that particulate matter emissions in 2020 will substantially decrease compared to existing conditions. This improvement in air quality is predicted to occur, even with the increased throughput, primarily due to implementation of best available technologies (e.g., the cascading shiploader). " Hazardous Materials Handling: Describes how the hazardous materials will be managed during construction... Geotechnical Report: Describes site seismic and geological hazards, and recommended measures for design and construction. " Stormwater Pollution Prevention Plan: Describes daily terminal operation related to storm water management.

11 Attachment A Page 9 of 15 Fraser Grain Terminal Ltd, Project Construction Permit Application - iv- Hemmera June 2017 " Traffic Impact Study: The study reviewed interactions between road and rail traffic, under existing conditions and with the Project in place and found Project-related traffic effects on Fraser Surrey Port Lands were minimal. v.. Rail Operations Plan: Describes the proposed rail operations. " Marine Traffic: Describes proposed vessel design, vessel traffic levels, and anchorage requirements and includes an operational plan for berthing/unberthing, " Best Available Technology Not Entailing Excessive Cost (BATNEC) Report: The assessment found that use of BATNEC and operational best practices, the Project has the potential to improve air quality in the area surrounding the Project. " Energy Efficiency Study: The study compared typical facility electrical energy consumption levels with the Project's use of energy-efficient technology and methods and found that the Project be between 5% and 21% more energy efficient than a facility that uses traditional technologies and methods... Lighting: Proposed exterior lighting (e.g., location, type, orientation and level of illumination) was assessed and found that Project-related light trespass and sky-glow effects were minimal, due to effective lighting design and distance to local residences. Construction-related effects of Project lighting are unlikely given the daylight operating hours of the Project, existing light environment and distance from sensitive receptors (at least 250 m). " View and Shade Impact Analysis: 3D rendering was used to assess potential Project effects on community views and shade. The analysis concluded that, in general, the Project will have minimal impact on views and shade, given that the Site is surrounded by industrial and transportation landuses and that these land uses would buffer nearest public places, residences and community facilities from adverse effects... Alternative Siting Options: Alternative configurations of proposed building and structures were assessed based on 'economic, technical, social and environmental perspectives. '" Fire Protection and Life Safety: Fire risk and dust explosion hazards were assessed for the Project and safety countermeasures are recommended as part of plant design and operation. " Flood Protection: Describes vulnerability of the Site to flooding. Consultation The Proponent is working with the VFPA to ensure that community interests are considered as part of the PER Process. Public and stakeholder consultation and Aboriginal engagement activities occurred during the Preliminary Review Phase (prior to the submission of this Application) and will occur during the Application Review Phase and during construction implementation. Preliminary Public Comment Period Engagement Summary Report: Findings from the Preliminary Public Comment Period are summarized for the Project. The public, stakeholders were actively engaged during a Comment Period from November 3 to December 1, Consultation materials and activities included a public website, information brochures, online feedback forms, notification letters, newspaper advertisements and community meetings including Coffee Shop

Materials and outreach was designed to introduce the Project to interested parties and answer any preliminary comments or questions. " Preliminary Public Comment Period Input Consideratlon Report: The report demonstrates how comments and questions received during the Preliminary Public Comment Period are being considered in developing the scope of technical and environmental studies, and will continue to be incorporated through the design phase of the Project... Stakeholder Engagement: The Proponent engaged neighbouring businesses during the Preliminary Review Phase. Stakeholder responses from the preliminary comment period are summarized in the two reports described above... Preliminary Comment Period First Nations Engagement Summary: Guided by VFPA, the Proponent commenced early-engagement activities with multiple First Nations in February Introductory letters were sent to 14 First Nations, followed by Project update s. The Proponent has met with all First Nations Who indicated their interest in the Project and requested a meeting. " Application Review Phase Engagement and Consultation: The Proponent, in collaboration with VFPA, will provide the public and stakeholders with Project details, technical study results and proposed mitigation. Future engagement with key stakeholders is anticipated to include letter notifications, a public comment period, meetings, online outreach, and a community open house. Future engagement with First Nations is anticipated to include meetings, s, information sessions, workshops, and sharing of Project documents.

(BHP) is a leading global resources company with' assets and projects in iron ore, petroleum, copper and coal. BHP proposes to construct a potash expori facility at Fraser Surrey Docks in Surrey, B.C. to export potash from the proposed Jansen mine in Saskatchewan. Additional information about BHP is available on our corporate website About 95 per cent of potash consumption is for use in fertilizers, the remaining 5 per cent Is used in a variety of chemical and manufaotured products. Fertilizers are a major contributor to improving crop yields and roes llience and helping to feed the growing globa.l population. About he Project Subject to regulatory and internal approvals, BHP would construct an export facility to receive and store rail shipments of potash and load onto bulk ocean-going vessels. The proposed facility, with a throughput of 8 million tonnes per annum (Mtpa), will:. Receive shipments of product by rail from the proposed Jansen mine Offload prcducts from rail cars to the conveyor system Store potash in the storage building Transfer products from the potash storage'building via conveyors to the ship loader and to a waiting vessel for export When throughput at the facility reaches the projected 8 MIpa, trains per week are expected. Vessels loading at Ihe facility are expected to range from Handysize up 10 Kamsarmax size wilh three to four vessels load ing per week.

Site Preparation: Remove existing structures and asphalt with in bu ilding foo tprints. Demolition wi ll include the bliilding southeast of Shed 4, the container truck gate, the diesel shop and a portion of Shed 5. Preload the fac ility footprint using clean fill Construction: Rail car unloading 1facility and material handling and transfer system including dust colle1ction units Rai l loop and access improvements Fu lly enclosed potash storage building, including materials handling equipment Cascading style ship loader to minimize dust and maintain product quality Berth improvements Railcar loop Maintenance dredging is anticipated to continue as part of the Fraser River dredging program administered by the port authority. No development dredging to deepen the berth is anticipated. Project Status' We are in the preliminary review phase of the Project and Environmental Review Process for the Vancouver Fraser Port Authority. We look forward to sharing more information as it becomes availab le. A second round of public consultation will be conducted after the permit application is accepted for review by the port authority.

Jacksoll November 16,2017 Robin Silvester, President and CEO Vancouver Fraser Port Authority 100 The Pointe, 999 Canada Place Vancouver, BC V6C 3T4 Dear Mr. Silvester, Re: Proposed Terminals at Fraser Surrey Docks At the November 6,2017 Regular Meeting, Delta Council considered a staff report on the proposed Fraser Grain Terminal and BHP Billiton Potash Terminal at Fraser Surrey Docks and unanimously resolved as follows: THAT that the Port of Vancouver be requested to work with the proponents of two new proposed terminals, as well as the already approved direct transfer coal facility, at Fraser Surrey Docks to conduct a cumulative effects assessment of the community and environmental impacts of these facilities; and THAT the comments provided on the Fraser Grain Terminal application and BHP Billiton Potash Terminal pre-application include a request for a detailed analysis of impacts to emergency response times to the Alaska Way and Gunderson Slough areas of Delta. A copy of the report is enclosed for your reference. While there are some positive effects, including the mitigation of dust from the existing grain facility, the three projects may have overlapping and potentially additive effects, particularly relating to rail and shipping impacts, which we feel must be assessed to ensure that appropriate mitigation measures are implemented if the projects proceed. Delta is also very concerned about emergency access to the site and other industrial areas around Gunderson Slough. This issue was created with the construction of Highway 17 and has yet to be resolved. With this proposed development, therefore, we are requesting a thorough assessment of the effects of additional road and rail traffic on emergency response times to this area, and that the emergency access issue be resolved prior to approving any additional facilities Clarence Taylor Crescent.
