50 Recommended Improvements Estimated Costs Costs are reflective of infrastructure that has outlived it s useful life. This is not unique to Rushford, rather it is typical of many cities in Greater MN.

51 Improvement Analysis What if we can only afford to do the surfacing improvements? Mill & overlay may last years with proper maintenance, depending on condition of underlying pavement May need to completely mill and fully replace existing asphalt (pavement replacement) Risks are: Utilities may require repair prior to end of full pavement life (watermain break, sewer collapse, etc.), new pavement needs patch Street may require reconstruction due to utilities prior to end of useful life of overlay 80 year old watermain will be 125 years old at the end of the overlay life

55 Other Issues to Consider Assessments City s policy states that mill/overlay improvements are not assessed Is full asphalt pavement replacement considered a mill & overlay? Arguably yes, as the expected life would be similar to a mill & overlay. Streets such as Southview Court and Lamplighters Lane have minimal assessable frontage, which means larger City share of project costs
