Infrastructure Evaluation Preliminary Scope and Cost Estimates January 25, 2016
Infrastructure Evaluation Existing Conditions Street Improvements Pavement Management Street Condition Inventory Underground Utilities Sanitary Sewer Watermain Storm Sewer Improvement Analysis Cost Estimates
What is under a typical city street?
Existing Conditions Street Pavement Management Goal Maximize life of pavement, minimize cost Low cost preventative maintenance vs. high cost reconstruction Preventative Maintenance Crack Sealing Seal Coating (Chip Sealing) Mill & Overlay Reconstruction Complete replacement of pavement
Existing Conditions Street Pavement Life Cycle
Existing Conditions Street Extended Pavement Life Cycle
Existing Conditions Street Pavement Life Cost Example 30 ft wide, urban section (curb/gutter), no sidewalk 50 year life cycle Full Reconstruction Cost $275/ft Mill & Overlay Cost $62/ft Crack Seal Cost $3/ft Chip Seal Cost $10/ft
Existing Conditions Street Pavement Life Cost Example With Maintenance Without Maintenance Year 7 Crack/Chip Seal Year 25 Reconstruct Year 14 Crack/Chip Seal Year 50 Reconstruct Year 20 Mill/Overlay Year 22 Crack Seal Year 27 Chip Seal Year 35 Crack/Chip Seal Year 40 Mill/Overlay Year 42 Crack Seal Year 47 Chip Seal Year 50 Crack/Chip Seal
Existing Conditions Street Pavement Life Cost Example
Existing Conditions Street Expected Pavement Life Highly dependent heavy commercial traffic, pavement design, subsurface moisture, and maintenance Point of failure is very subjective. When has a pavement failed? Newly reconstructed street years with no maintenance years with proper maintenance Mill and overlay years with no maintenance years with proper maintenance Highly dependent on condition of underlying pavement. What did you overlay?
Existing Conditions Street Streets were evaluated by Bolton & Menk staff in 2015 Evaluation used Pavement Surface Evaluation and Rating (PASER) Method Scale of Completely Failed 10 Brand New
Existing Conditions Street Bituminous Street Rating 10 Excellent (New Construction)
Existing Conditions Street Bituminous Street Rating 8 Good (Widely Spaced, Sealed Cracks)
Existing Conditions Street Bituminous Street Rating 6 Fair (Cracks Closer, Sealed)
Existing Conditions Street Bituminous Street Rating 4 Poor (Block Cracking, Blocks Tight)
Existing Conditions Street Bituminous Street Rating 2 Failed (Extensive Alligator Cracking)
Existing Conditions Street Typical maintenance based on PASER rating 7 10 Crack Seal and Chip Seal 4 6 Mill and Overlay 1 3 Full Reconstruction
Existing Conditions Street
Existing Conditions Street
Existing Conditions Street N. Elm Street PASER Rating 8 Crack Seal & Chip Seal
Existing Conditions Street Olson Drive PASER Rating 7 Crack Seal and Chip Seal
Existing Conditions Street Grandview Street PASER Rating 4 Mill & Overlay
Existing Conditions Street Lamplighters Lane PASER Rating 2 Reconstruct
Existing Conditions Street S. Burr Oak Street PASER Rating 1 Reconstruct
Existing Conditions Underground Utilities Street Condition Inventory Only one piece of the puzzle Underground Utility Condition Sanitary Sewer Video inspection Manhole inspection Pipe type & size (8 minimum, VCP, concrete) Age Watermain Watermain break history Pipe type and size (6 minimum, cast iron) Water pressure/quality issues Age Storm Sewer Video inspection Manhole/catch basin inspection Drainage issues
Existing Conditions Sanitary Sewer Video Inspection 2007 Many deficiencies noted Cracked pipes Root intrusion, infiltration Offset and broken joints Utility pipe penetrations Bad connections
Existing Conditions Sanitary Sewer Broken/cracked pipe example
Existing Conditions Sanitary Sewer Pipe blockage and utility conduit penetration
Existing Conditions Sanitary Sewer Roots
Existing Conditions Sanitary Sewer Root intrusion, service taps protruding, infiltration
Existing Conditions Sanitary Sewer
Existing Conditions Sanitary Sewer
Existing Conditions Watermain Much of the watermain in town ranges in age from years old, some over 100 years old Given the age, much of the watermain is likely cast iron, likely with lead packed joints 1940 s and 1950 s vintage watermain is likely 4 inch diameter
Existing Conditions Watermain Watermain pipe age map
Existing Conditions Watermain Watermain pipe age map
Existing Conditions Storm Sewer Much of the town served with storm sewer Extensive flood control system, pump stations, etc. Some isolated areas with long runs of surface drainage Some improvements required to meet COE/FEMA interior drainage standards (addressed in separate report by Barr Engineering) Look for localized improvements on a project by project basis
Existing Conditions Storm Sewer
Existing Conditions Storm Sewer
Improvement Analysis Improvement options need to consider both pavement condition and underground infrastructure condition Example 1 East Grandview Street Green Street to N. Money Creek Street
Improvement Analysis
Improvement Analysis Example 1 Street Condition Rating 4 Mill/Overlay Watermain vintage, cast iron Sanitary Sewer Numerous deficiencies in 2007 video inspection Recommendation is to fully reconstruct
Improvement Analysis Example 2 Industrial Drive Root River Trail to South Elm Street
Improvement Analysis
Improvement Analysis Example 2 Street Condition Rating 6 Mill/Overlay Watermain 1980 s vintage Sanitary Sewer No deficiencies in 2007 video inspection Recommendation is to mill/overlay
Improvement Analysis Example 3 South Burr Oak Street East Park Street to the south
Improvement Analysis
Improvement Analysis Example 3 Street Condition Rating 1 Reconstruct Watermain 1970 s vintage Sanitary Sewer Minimal deficiencies in 2007 video inspection Recommendation is to reconstruct
Improvement Analysis
Improvement Analysis
Recommended Improvements Estimated Costs Costs are reflective of infrastructure that has outlived it s useful life. This is not unique to Rushford, rather it is typical of many cities in Greater MN.
Improvement Analysis What if we can only afford to do the surfacing improvements? Mill & overlay may last years with proper maintenance, depending on condition of underlying pavement May need to completely mill and fully replace existing asphalt (pavement replacement) Risks are: Utilities may require repair prior to end of full pavement life (watermain break, sewer collapse, etc.), new pavement needs patch Street may require reconstruction due to utilities prior to end of useful life of overlay 80 year old watermain will be 125 years old at the end of the overlay life
Improvement Alternatives Estimated Costs No utility improvements addressed in these costs Mill and overlay not recommended on some streets (Burr Oak, Lamplighters, etc.)
Priorities Pavement Management Continue to fund crack seal and chip sealing on streets in PASER 7 10 range to keep them there as long as possible Streets previously discussed South Burr Oak Street Meadowview Drive Hillcrest Drive Southview Court
Options for 2016 Project Reconstruct South Burr Oak Street Total Cost $516,600 Reconstruct South Burr Oak Street & Southview Court Total Cost $839,600 Reconstruct South Burr Oak Street, Pavement Replacement on Hillcrest, Meadowview, and Southview Total Cost $832,000 Others?
Other Issues to Consider Assessments City s policy states that mill/overlay improvements are not assessed Is full asphalt pavement replacement considered a mill & overlay? Arguably yes, as the expected life would be similar to a mill & overlay. Streets such as Southview Court and Lamplighters Lane have minimal assessable frontage, which means larger City share of project costs
