3 The role of MRC is to promote and coordinate sustainable management and deve1lopment of water and related resources for the countries' mutual benefit and the people's '1ell.being MRC Secretariat is now recruiting a highly qualified candidate for the position of: Division/Section Level Work location Contract type! Duration Initiative on Sustainable Hydropower (ISH), Planning Division (PLO) M-12 MRC Secretariat in Vientiane, Lao P.D.R Fixed-term Appointment! One year contract renewal Key Responsibilities: CORE TASKS (PRIMARY) Act as communication focal point for the ISH and collaborate with the MRC Communication Section on all relevant matters. Liaise with the MRC Communication Section with regards to contact with and use of the media and with information officers in other relevant organisations; Collaborate in the production of an ISH Communication Strategy document for ISH based on an assessment of a basic communication needs undertaken which will be supported by a concise stakeholder analysis. This ISH Communication Strategy must show clearly how it is a component of the overall MRC Communication Strategy - and that it takes maximum advantage of opportunities to communicate the sustainable hydropower message working with the other MRC Programmes communication strategies such as the BDP stakeholder engagements; Act as quality control and provide technical advice on the streamlining of publication output of the ISH. Edit and assist on production of the ISH publications, such as technical reports, booklets, report cards, leaflets, posters etc., produced following MRC publication and quality standards and MRC procedures;. Advise on messaging and strategies for ensuring consistent dissemination of agreed messages; Monitor, evaluate and report on the progress of the implementation of that communication plan; Update, populate, and improve the ISH websites on regular basis. This involves working closely with the staff of ISH and the International Cooperation and Communication Section (ICCS) as to comply with their communication trends and requirement; Assist ISH Programme Coordinator and ISH Team with the necessary arrangements for workshops and meetings events including meetings for Programme coordination, the Advisory Committee; Take notes in a meeting and produce the Minutes in timely manner with high accuracy; Collaborate with ISH staff to promote communication and public participation activities at demonstration and study sites and communication activities targeted at different key stakeholders with a focus on women and youth; Collaborate with ISH staff to propose and implement conferences, meetings workshops and events as one of the methods to reach the target groups as defined in the communication plans; Work with all Divisions of the MRC to promote internal awareness raising and consistent messaging within the topics covered by the ISH as a cross-cutting initiative; To perform other relevant duties as assigned by the ISH Programme Coordinator; SECONDARY TASKS Contribute to the development of networks in the region for ongoing promotion of sustainable hydropower. 4 Hydropower Sustainability Assessment training materials and promotional material as necessary, gathering and documenting including case studies relevant to the Hydropower Sustainability Assessment topics and best practices; Assist ISH Programme Coordinator with technical input to the translation process of the Hydropower Sustainability Assessment works, reports and activities as well as associated guidance communications and website materials; Provide on-going liaison with the NMC, ISH National Coordinator. key agencies, provincial agencies, river basin organisations, and other stakeholders to convene ECSHD consultations, MRC Member Country national and regional consultations; Assist in the design, planning, and facilitation/co-facilitation of national and regional workshops for the Hydropower SustainabilityAssessment to contribute to knowledge transfer as required - including identify and conduct analysis in the LMB country of priority basins, stakeholders, institutional opportunities, data and information sources for Hydropower Sustainability Assessment assessments - deliver/participate in the workshop and report on workshop outcomes with assistance of national and international consultants as required. Qualifications/Requirements: University degree (minimum Master Degree) in communications, public relations, journalism, social science, or other related fields; Fifteen years of varied experience with minimum of five years practical working experience within the area of communications, public relations, journalist, editing, community development, capacity building, and/or stakeholder engagement are highly desirable; Experiences with communications, publishing, or capacity building field; Experiences with the support national dialogue processes and interact at senior levels of government and with a range of other stakeholders, including civil society groups is essential; Ability to lead participatory processes, dialogue and conflict resolution with a diversity of stakeholder groups at different levels in cross cultural and bi-lingual settings; Familiarity with web-based information services, graphic design, printing, and production of display materials is an advantage; Adequate knowledge and experience related to large infrastructure projects such as hydropower, natural resources management or similar is an advantage; Work experience with international organisations and excellent interpersonal and cross-cultural communication skills are preferable; Good sense of initiative and sound judgment; Excellent command of both written and spoken English language is necessary; Ability to work in an international environment and to travel regularly in the riparian countries; Working experience and/or knowledge of one or more riparian languages (Khmer, Lao, Thai, Vietnamese) would be an ad~antage. THE MEKONG RIVER COMMISSION The Mekong River Commission (MRC) was establish under the 1995 Agreement on Co-operation for the Sustainable Development of the Mekong River Basin, between the governments of Cambodia, Lao PDR, Thailand, and Viet Nam. In accordance with this Agreement, the Mission of MRC is: "To promote and coordinate sustainable management and development of water and related resources for the countries' mutual benefit and the people's well being." 2. THE PLANNING DIVISION/ Initiative on Sustainable Hydropower (ISH) The Planning Division works towards the implementation of MRCs core programmes: Basin Development Plan (BDP) Programme, the Mekong Integrated Water Resources Management Project (M-IWRM Project), and sector programmes (Initiative on Sustainable Hydropower and Watershed Management Project). The Initiative on Sustainable Hydropower The work plan extends the approach adopted in aimed at improving cooperation between Member Countries, being more proactivc, responsive, and outward looking in bringing sustainable hydropower considerations into policy and practice in support of river basin management functions. The ISH will continue to provide a "platform" for collaborative development, sharing and disseminating good practice which is now being increasingly accepted. This strategy has promoted different forms of partnership approaches which have so far proved to be effective and fundamental for cooperation and have received stakeholder acceptance and support, producing optimistic results, such as: Key hydropower sustain ability assessment tools (RSAT) which are largely ready for project-level and basin / sub-basin applications; Growing awareness of the value of taking steps to advance sustainable hydropower considerations in implementing the 1995 Agreement; Sharing of Technical knowledge with developers and operators on safeguards for design and operations (environmental, social and dam safety); Establishment of MRC hydropower database and knowledge base; Establishment and dissemination of

7 Preliminary Design Guidance; Assistance to MRC Member Countries to I build capacity and knowledge bases relevant to MRC Programme work and sustainable hydropower outcomes relevant to environment and social assessment which are crucial parameters for hydropower operations, and monitoring hydropower project development as regard to trends, influences, risks, and opportunities RSAT Programme The RSAT is the result of the Environmental Considerations for Sustainable Hydropower Development (ECSHD) partnership between the MRC, Asian Developmerlt Bank (ADB), and World Wide Fund for Nature (WWf') since The partnership formed to develop hydropower sustainability assessment tools in response to the rapid and large scale development of hydropower in the Mekong River Basin. Since 2010, the MRC ISH has been the lead agency for the development and trialing of the RSAT tool in the Lower Mekong Region. Consequently, the ISH/MRC will continue and emphasise its efforts to catalyse and build capacity within MRCS, NMCs, and line agencies falling under the remit of the 1995 Mekong Agreement. RSAT framework places focus on integration between river basin and energy planning and the economic, technical, institutional, social and environmental aspects of hydropowerdevelopment in a river basin context. It is designed to assess a river basin at any point in time with multiple projects which may be at different stages of development (proposed, planned, under construction, operating etc.). The RSAT is available on the MRC website at: /. At this stage, ISH Programme will support the widespread use of the RSAT by focusing on providing resources, communications and training packages in MRC. member countries. In addition to the training and capacity building activities, this stage will also include identification of priority sub-basins and engagement with key stakeholders to identify the specific needs of different groups and sub-basins and establish RSAT assessment and dialogue processes tailored to those needs. 3. PURPOSE AND OBJECTIVE: The ISH within the Planning Division has made strategic achievements and drawn practical lessons from ISH implementation experiences enriched by important outputs related to considerations for sustainable hydropower in the Mekong context, together with the main drivers of change in hydropower that influence regional cooperation for sustainable development of the Mekong River Basin. The ISH considers the relevance, focus, and expected influence of the MRCs activities delivered through the ISH to continue to advance this cooperation. The immediate objective of the assignment is to: Increase the ability of the ISHto effectively disseminate ISH products to stakeholders and to collect their comments and suggestions. This is seen as an effective approach to promote considerations and activities to advance the concept of sustainable hydropower suitable to strengthen regional cooperation and sustainable development of the Mekong River Basin. Encourage and enhance the utilisation of Hydropower Sustainability Assessment and best practice for hydropower sustainable assessment among member countries and relevant stakeholders; maintain the Hydropower Sustainability Assessment documentation and the Hydropower Sustainability Assessment part of the ISH website; support the training at national and regional level; and build networks in the region for ongoing promotion of sustainable hydropower Contribute directly to the development of ISH communication materials working with the ISH staff full-time during the course of the contract. and productivity by
