7 JOB PROFILE Post Title: Location: Head Teacher Lornshill Academy Salary: 75,402 OVERALL PURPOSE AND KEY FUNCTIONS As a senior manager within Clackmannanshire Council and a member of the Education Service Management Team, the postholder will play an active role in achievement of corporate objectives and outcomes, acting in accordance with the values of the organisation. The Head Teacher will provide leadership, vision, direction and effective management of the school, fostering and encouraging a culture of collaborative working, continuous improvement and innovation. The postholder will work collaboratively with other head teachers and staff in the schools learning community and with stakeholders in the wider community to achieve the Council s goals and objectives in the general and those of the Education service in particular. This includes: Policy advice and development Development and delivery of Council priorities as set in the Corporate Plan & Single Outcome agreement Representing the Council and promoting its goals, values and objectives as an advocate of the community Strategic development, direction and integration of the school within the Council s overall remit Leadership and development of the school s people to ensure effective management and delivery of services to the community Creating and sustaining effective partnerships with other agencies Contributing to the corporate development of the Council The Head Teacher is accountable to the Head of Education and has authority over all staff and users of the building during the school day. 6

8 MAIN DUTIES AND RESPONSIBILITIES 1. Leadership The postholder is responsible for leading staff to achieve the Council, Service and School s goals and objectives: 1.1 Developing a clear, powerful and inspiring vision for the school and a strategy for its achievement. 1.2 Articulating and promoting the vision, goals, direction and strategy into something meaningful and tangible for staff and pupils in the school and for parents and other stakeholders in the wider community. 1.3 Aligning the School with the wider needs of the community to adopt a role of real leadership within the schools learning community and provide a beacon of excellence within the community generally. 1.4 Improving performance and attainment, driving up standards through focused action on priorities and the application of innovative solutions. 1.5 Building, developing and sustaining a commitment to excellence, empowering managers and staff at all levels to take responsibility and being accountable for delivering results in the school. 1.6 Encouraging everyone to see quality as a means of delivering the Council s agenda and securing improvement in the quality of education in the school. 1.7 Creating the conditions and encouragement for others to improve, do things differently and try new ways of working to achieve agreed objectives and targets. 1.8 Consulting widely and fully on the formulation, implementation and evaluation of school policy. 1.9 Communicating through her / his own behaviour what is and is not acceptable Recognising and celebrating success Actively promoting equality and diversity Providing inspirational leadership to the staff and pupils and being a role model to others Being visible, knowing staff and pupils and being known by them Seeking / applying expert knowledge from elsewhere, learning from the best, to improve performance and attainment Demonstrating a visible commitment to the work of the local authority, participating / leading on issues and projects to deliver corporate priorities and participating in the professional development and review of other Head Teachers. 7

9 2. Delivering Excellent Results The postholder is responsible for delivering excellent results to maintain and enhance the reputation of the Council, in general, and the school, in particular. She / he will: 2.1 Provide clear strategic direction to all staff throughout the school, focusing strategies, operational plans and objectives on meeting the needs of pupils and stakeholders in the wider community. 2.2 Ensure that the school supports and contributes to the development and achievement of Council priorities as set out in the Single Outcome Agreement and Corporate Plan. 2.3 Manage and develop the curriculum in accordance with the main national and local priorities, for example, Curriculum for Excellence and in line with advice given by the Scottish Government and LTS. 2.4 Drive performance throughout the school: Setting challenging and attainable targets; ensuring that all accountabilities are correctly in place; agreeing with the staff responsible to ensure that what is promised gets delivered within agreed resources and timescales. 2.5 Use qualitative and quantitative performance information to measure and assess efficiency and to accurately determine the resources required to deliver agreed targets and standards. 2.6 Ensure the effective implementation of the school s improvement plan in all of its aspects. 2.7 Ensure the effective deployment and use of resources including the formal assessment and monitoring of the effectiveness of staff in achieving agreed standards and objectives. 2.8 Ensure that the Council s formal policies, practices and procedures are effectively and consistently applied across all activities within the management of the school and its staff. 2.9 Ensure, in conjunction with the Chief Finance Officer, the effective financial planning and management of the school s capital and revenue programmes and that budget preparation is kept to programme Ensure that effective and efficient arrangements are in place for the management of the devolved school budget and any other school finances Ensure that appropriate financial advice and information is used to manage the school s activities and is available to the Education Management Team Demonstrate a bias for action, seizing all opportunities to improve the school and the learning community s performance and encourage others to do likewise. 8

10 2.13 Seek continual improvement, strive for excellence and focus on maximising the economy and effectiveness of people and other resources employed Ensure that effective systems are in place to monitor, record and report on the progress of pupils to parents and others who have a right to know Ensure that there is an overall policy in place for pupil welfare and that effective structures exist for its implementation Ensure that the school s actions and decisions support and balance conflicting stakeholder needs Ensure the optimisation of the use of school buildings and other physical resources by the community for social, educational, recreational and other Council activities. 3. Delivering Change The postholder is responsible for promoting and delivering change and improvement. She / he will: 3.1 Drive and promote the corporate change agenda. 3.2 Communicate a compelling vision of the future for the service area and act as a rolemodel by embedding change into the school, learning community and the Council more widely. 3.3 Create an environment that responds positively to change by recognising initiative and tolerating risk 3.4 Drive the pace of change to ensure that it is embedded in the school and the learning community. 3.5 Review and amend work strategies and operational plans in response to changing needs and circumstances. 3.6 Champion projects that have a strategic impact on the School / Service / Council. 3.7 Support and encourage managers and staff to embrace and manage change. 3.8 Risk assess the impact of change, before it happens. 3.9 Constructively challenge external change, where appropriate Demonstrate a long term commitment to objectives, seeing them through to delivery. 9

People Development The Head Teacher will ensure the thorough and systematic development of managers and staff within the school: 4.1 Promoting, developing and maintaining a culture of continuous improvement and learning, ensuring that staff have the capacity and diversity to meet and deliver current and future corporate educational needs. 4.2 Developing every individual s potential to allow for succession to key roles and ensuring that people get the appropriate development. 4.3 Actively seeking innovative development opportunities both within the school and beyond; within the learning community; and within the Council generally. 4.4 Acting as a role model for personal development, investing time in self-development. 4.5 Identifying and securing the resources required for personal development throughout the School, encouraging the development of teaching methodologies which promote and sustain effective learning and teaching. 4.6 Maintaining fairness and equality of opportunity to develop for staff across the school. 4.7 Facilitating cross service and cross council learning by identifying and securing the release of staff to participate in appropriate service development / learning opportunities. 4.8 Acting as a coach, champion and mentor. 5. Effective Communication The postholder is responsible for establishing and maintaining effective working relationships with all stakeholders, particularly:- Representatives of the community; all users of the school; the officer-bearers and members of the Parent Council; other schools in the learning community and in Clackmannanshire; managers throughout the local authority; and representatives of relevant external agencies. Ensuring that effective 2 way communication structures are in place by: 5.1 Communicating with energy, passion and integrity whilst recognising the diverse nature of the audience, their perceptions and needs, and listens to their response 5.2 Actively listening to managers and staff throughout the school and the Council more widely, inquiring into others' thinking and reasoning through effective questioning. 5.3 Consulting and communicating with parents about the affairs of the school and the progress of their children, for example by ensuring regular meetings between parents and teachers. 10

12 5.4 Considering all communication opportunities to deliver a consistent corporate Council message. 5.5 Acting as a Role Model, demonstrating consistency between words and actions. 5.6 Establishing and continually improving positive and appropriate communication with all stakeholders. 6. School-Specific Responsibilities The Head Teacher is responsible for: 6.1 Representing the Council, promoting its goals, values and objectives as an advocate of and to the community. 6.2 The management of the affairs of the school for the benefit of the pupils and the wider community in compliance with the requirements of the statutes relating to: The provision of education The general duty of care owed to staff and pupils 6.3 Encouraging and requiring, among pupils and staff, the highest standards of behaviour. 6.4 Acting, of behalf of the Local Authority, as Principal Professional Adviser to the Parent Council and providing to the Council such advice and information as is required by the Schools (Parental Involvement) Act Reporting to the Council all matters affecting the school and, in particular, for alerting the Council and keeping it informed of all situations of a non-routine and / or serious nature. 6.6 Ensuring the maintenance of all necessary records relating to the life and work of the school and responding timeously to requests for information by the Council or other bodies to which there is a duty to respond. 6.7 Preparing and delivering an annual School Improvement Plan: a Linked Funding Plan; and a Standards and Quality Report. 6.8 Fostering among pupils, parents, staff and other users of the school, an awareness of the school as a community with which they can all identify. 6.9 Seeking all opportunities to link the work of the school with that of the wider community of which it is a part, and by so doing emphasising the mutual benefits which are derived from such links. These responsibilities may be varied from time to time by the Head of Education to reflect the changing priorities of the Council and the demands made upon it. 11

13 KNOWLEDGE, SKILLS, EXPERIENCE AND QUALIFICATIONS Appreciation of the purpose, direction and potential of the organisation in the context of overall public sector policy direction in Scotland is essential, especially in relation to integration of education. Knowledge of local government functions, powers and duties, the nature and future of its relationship with Government, and with a wide range of agencies in the public, private and voluntary sectors. Experience of discharging significant multi functional responsibilities is desirable. ACCOUNTABILITY & KEY PRIORITIES The postholder is accountable for the achievement of objectives to the Head of Education. The Head Teacher must ensure the overall compliance of the school with its statutory obligations and Council Standing Orders. Clackmannanshire Council is embracing change in all of its activities. 14 SUPERVISORY RELATIONS The Head Teacher shall have authority over users of the school during the day and shall have power to require compliance with all reasonable instructions given to staff in relation to the management of the school. PERSONAL CONTACTS As well as internal contact across the organisation to advise, guide, support and direct colleagues, external representation of the Council is a core function of the Head Teacher. This entails personal contact at all levels within the community, and with public and private sector organisations, promoting the Council, the area, the service and the school, taking lead responsibility for negotiation and advocacy on its behalf across the range of issues and interests within the remit of school / education service. The Head Teacher is the school s official correspondent with external agencies, SQA, other schools, parents and people in the wider community. HEALTH AND SAFETY The Head Teacher is responsible for compliance with the Council s policies and statutory obligations in Health and Safety, and is expected to play a full part in the promotion of a positive Health and Safety culture across the Service.
