2 Purpose of the Positions UNICEF in Serbia welcomes expressions of interest from experts who are interested in becoming members of its recruitment database, in the following key areas: Child Protection; Education; Early Childhood Development; Child Rights Monitoring, Evaluation and Research; Social Protection and Public Finance Management; Knowledge Management; and Communication for Development. The purpose of this database is to assist in identifying prospective external candidates for individual consultancies in Serbia. All candidates screened for the database must meet the basic UNICEF eligibility requirements: an from an accredited academic institution; relevant work experience and proficiency in English and Serbian. Competencies of Successful Candidate Any candidate to the UNICEF's database should be: - Able to communicate effectively to varied audiences, including formal public speaking; - Able to work effectively in a multi-cultural environment; - Able to work with different stakeholder from government institutions, academia and NGOs - Able to analyse and integrate diverse and complex quantitative and qualitative data from a wide range of sources; - Able to produce high quality reports and presentations - Able to demonstrate, apply and share evidence derived from research; - Adopt a flexible attitude and adaptability to rapidly changing circumstances - Computer literate; and - Fluent in English and Serbian. 3 Specific skills and experience required for the profiles of: Child Protection Advanced 1 university degree in Human Rights, Law, Social Work, International Development or Social Sciences. Minimum of five, eight, ten 2 years of professional experience in one of the following areas: - Justice for children - Social welfare (social work and social services) - Violence against children - Refugees children and unaccompanied children - Disaster Risk Reduction/Emergency Response The relevant years of experience must involve at least some of the following responsibilities: high level policy analysis and advice (development of national strategies, policies and plans, policy briefs, policy impact evaluations); design of monitoring and evaluation frameworks for national policies and measures; development of quality standards (facilities, programmes, equipment); development of regulations and bylaws; development and implementation of models for deinstitutionalisation, prevention of family separation, family and parental support services; design and implementation of models/ on juvenile justice, free legal aid and child participation in civil proceedings; development and implementation of systems for the identification and documentation of vulnerable children and case management practices; development of child protection databases and information systems, including in emergencies; data collection; surveys (design, sampling methods, statistical analysis, data processing, training and supervision); research (design of protocols, design of tools, quantitative or qualitative methods, economic/cost-benefit analyses, design and facilitation of focus group discussions (FGDs), impact studies, research ethics); development and implementation of capacity building programmes/ trainings of government officials and social welfare personnel; design and conduct of independent evaluation, data dissemination and communication (evidence-based report writing, data visualization). Education Advanced 3 university degree in Education, Pre-school Education, Pedagogy, Psychology, Sociology, Andragogy, Special Pedagogy, Curriculum Development, Teacher Training, Learning Assessment, Literacy or Social Sciences. Minimum of five, eight, ten 4 years of professional experience in one of the following areas: - Early learning and pre-school education; - Inclusive education (including education of vulnerable groups, drop-out prevention, violence, antidiscrimination); - Secondary education and Vocational Education and Training; - Education quality (including curriculum development, data monitoring and evaluation) - Education policy analysis including financing and budgeting, management and governance - Teacher Education (higher education curricula and professional development); - ICT in Learning; - Education research;
4 - Disaster Risk Reduction/Emergency Response The relevant years of experience must involve at least some of the following responsibilities: high level policy analysis and advice (development of national strategies, policies and plans, policy briefs, policy impact evaluations); curriculum development (accompanying curriculum reform processes, curriculum review, development of curriculum frameworks); design of monitoring and evaluation frameworks for national policies and measures; development of quality standards (facilities, programmes, equipment and didactic materials, class size etc); development and implementation of school improvement mechanisms; development and implementation of drop-out measures; design and implementation of assessments and testing (national and international PISA, TALIS etc); improvement of accessibility of education (including Universal Design for Learning); development of regulations and by-laws; development of percapita financing mechanisms and resource allocation formulas; public-private partnership in education; optimisation and rationalization of school network (including transformation of education institutions); development of grant-schemes and funds; development and implementation of models for improvement of participation in education (parents, students..); design and implementation of models/pilots at the school/community level; development of education databases and information systems; data collection; surveys (design, sampling methods, statistical analysis, data processing, training and supervision); research (design of protocols, design of tools, quantitative or qualitative methods, economic/cost-benefit analyses, design and facilitation of focus group discussions (FGDs), impact studies, research ethics); capacity building and training of government officials and teachers/education personnel; design and conduct of independent evaluation, data dissemination and communication (evidence-based report writing, data visualization). Early Childhood Development Advanced 5 university degree in Child Development, Maternal and Child Health, Social Work, or a related Family/Human Services field. Minimum of five, eight, ten 6 years of professional experience in one of the following areas: - Maternal, neonatal and children health - Nutrition - Child development - Disability/Early detection/early interventions - For early learning and child protection, please refer to their respective rosters. Minimum of five, eight, ten 8 years of relevant professional experience involving at least some of the following responsibilities: high level policy analysis and advice (development of national strategies, policies and plans, policy briefs, policy impact evaluations); design of monitoring and evaluation frameworks for national policies and measures; surveys (design, sampling methods, statistical analysis, data processing, training and supervision); research (design of protocols, design of tools, quantitative or qualitative methods, economic/cost-benefit analyses, design and facilitation of focus group discussions (FGDs), impact studies, research ethics); data systems (real time data collection and analysis, administrative data systems, census design and analysis); the design and conduct of independent evaluation, knowledge management (web-based platforms, meta-analysis/synthesis); data dissemination and communication (evidence-based report writing, data visualization); data collection (including, by age group, structured or semi-structured interviews); or training in monitoring and/or evaluating programs and/or research methodologies. Social Protection and Public Finance Management Advanced 9 university degree in Economics, International Finance or other relevant field in social sciences. Minimum of five, eight, ten 12 years of professional experience involving at least some of the following responsibilities: design and facilitation of focus group discussions (FGDs), design and conduct of data dissemination and communication (evidence-based report writing, data visualization); interviews, photo and video documentation, media content analysis and story sessions, development of case-studies and policy briefs, development of advocacy strategies. Previous work experience on child rights issues and marginalization will be considered an advantage. Direct work experience with children will be considered an advantage. Communication for Development Advanced 13 university degree in communication for development of the social/behavioural sciences (Sociology, Anthropology, Psychology, community-based development, Health Education) with emphasis on participatory communication, strategic communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions. Minimum of five, eight, ten 14 years of professional experience involving at least some of the following responsibilities: strategic communication planning, design and development of effective, small and large scale C4D strategies and interventions for behavior change and social transformation that nurture evidence, and promote the principles of human rights, social inclusion and accountability; social and behaviour analysis, formative research and evaluation of communication interventions; social data methods and analysis, including participatory and qualitative methods such as Participatory Action Research, Appreciative Inquiry, Focus Group Discussion; capacity building and training of government and CSOs officials and personnel.
