1 MINISTRY OF FINANCIAL SERVICES AND GOOD GOVERNANCE VACANCIES Applications are invited from qualified candidates who wish to be considered for employment on a contract basis in an advisory/technical capacity for a period of one year in the Ministry of Financial Services and Good Governance in the following positions: (iii) Financial Services Manager Assistant Manager, Financial Services Analyst, Financial Services POST OF FINANCIAL SERVICES MANAGER (ON CONTRACT) 1. Qualifications and Experience A. (I) A pass at the final examination required for admission to membership of one of the following bodies- (iv) (v) (vi) The Institute of Chartered Accountants of England and Wales The Institute of Chartered Accountants of Scotland The Institute of Chartered Accountants of Ireland The Association of Chartered Certified Accountants The Chartered Institute of Management Accountants The Chartered Institute of Public Finance and Accountancy (II) A Master s degree in Accounting or Finance or Business Administration or Law or Insurance or Banking or Actuarial Studies or in a related field from a recognised institution. An equivalent qualification to A (I) and A (II) from a recognised institution acceptable to the Ministry. 1

Candidates should- (iii) (iv) (v) (vi) reckon at least five years experience in the financial or legal services sector at managerial/administrative level; possess problem-solving, project management skills and excellent communication and technical skills about the financial services industry (global business sector, insurance and leasing); be able to work under pressure and to meet tight deadlines and in a fast-paced environment, independently, or as team member and be highly responsible, selfmotivated and dedicated professional with integrity; pay attention to detail, judgement and show logical decision-making with a hands on approach; be computer literate and have the ability to research, understand, analyse and disseminate information of strategic nature with relevance to the financial services sector; and be proactive, versatile and have the ability to anticipate and respond to changes as well as the ability to lead and motivate multidisciplinary investigation teams. 2. Duties and Responsibilities (a) (b) (c) (d) (e) (f) (g) To be responsible for the formulation and implementation of strategies and policies with a view to promoting good Corporate Governance practices in banking institutions and financial institutions in the financial services sector in line with the objectives of the Ministry; To ensure that banking and financial institutions have strong governance structures; To assist in the evaluation and improvement of the legal, institution and regulatory framework for corporate governance; To assess the strengths and weaknesses of current governance practice in Ministries/ Departments, Statutory Bodies and other institutions in the financial sector of Mauritius; To devise governance standards and guidelines of banks and financial institutions; To design and implement training programmes for the financial sector; and To perform such other duties directly related to the main duties. 2

Terms and Conditions of Employment (a) Monthly Salary: In the range of Rs 64,800 86,000 (b) Car Benefits/Duty Free Facilities: 100% duty remission for the purchase of a car with engine capacity of up to 1500 c.c. or a car of higher engine capacity not exceeding 2250 c.c provided the officer pays the difference in the excise duty or the payment of a monthly car allowance of Rs 3,865 in lieu of duty remission; In case the contract is terminated or expires within four years as from the date of purchase of a duty exempted car, the officer will have to reimburse excise duty on a pro-rata basis. The officer employed on a contract basis: who opts for duty exemption on a car or a monthly car allowance in lieu thereof should exercise the option at the beginning of the contract. The option for car allowance once exercised would be irrevocable for the duration of the first contract; and who has opted for the monthly car allowance in lieu of the duty deferred facilities would not benefit from duty exemption until expiry of the first contract. (c) Loan Facilities: Loan facilities equivalent to a maximum of 21 months salary at 4% interest rate per annum are granted, the loan being refundable in 84 monthly instalments for the first purchase of a car. When applying for a loan to buy a car, the officer should produce a bank guarantee to cover the full amount of the loan. In case the officer cannot subscribe to a bank guarantee, loan facilities up to 12 months salary will be granted at interest rate of 4% per annum refundable in 48 monthly instalments, subject to the condition that the officer is legally bound to reimburse, forthwith, the outstanding loan on termination or expiry of contract. (d) Travelling Allowance: In accordance with regulations in force. (PRB Report 2016) (e) Passage Benefits: At the rate of 5% of annual salary in accordance with regulations in force. (PRB Report 2016) (f) Gratuity: At the rate of two months salary payable on completion of 12 months satisfactory service in accordance with paragraph 13.6 (x) of the PRB Report 2016 (Vol I) subject to the condition that you are legally bound to reimburse any outstanding loan on termination or expiry of contract. 3

4 POST OF ASSISTANT MANAGER, FINANCIAL SERVICES (ON CONTRACT) 1. An equivalent qualification to A (I) and A (II) from a recognised institution acceptable to the Ministry. B. Candidates should- (iii) (iv) (v) (vi) reckon at least three years experience in the financial services sector; have a good understanding of administrative, management and governance issues in banking institutions and other institutions in the financial services sector and have good knowledge of governance concept and principles; proactive, versatile and have the ability to anticipate and respond to changes; possess effective analytical skills, problem-solving and project management skills and possess excellent communication and technical skills about the financial services industry (global business sector, insurance and leasing), be able to work under pressure and to meet tight deadlines in a fast-paced environment, independently, or as a team member and be highly responsible, self-motivated and dedicated professional with integrity; and be computer literate and have the ability to research, understand, analyse and disseminate information of strategic nature with relevance to the financial services sector. 4

Duties and Responsibilities (a) (b) (c) (d) (e) To conduct corporate governance assessments and reviews, and organisational and management reviews; To carry out research, organise seminars and training to improve corporate governance; To conduct special inquiries into reported cases of mismanagement in Financial Institutions; To supervise, coordinate and monitor the work of Analysts, Financial Services; and To perform such other duties directly related to the main duties. 3. Terms and Conditions of Employment (a) Monthly Salary: In the range of Rs 38,350 62,950 (b) Car benefits/ Duty Free Facilities : In accordance with regulations in force. (PRB Report 2016) (c) Loan Facilities: In accordance with regulations in force. (PRB Report 2016) (d) Travelling Allowance: (e) Passage Benefits: In accordance with regulations in force. 6 (iii) POST OF ANALYST, FINANCIAL SERVICES (ON CONTRACT) 1. Qualifications and Experience A.(I) A degree in Accounting or Finance or Business Administration or Law or Insurance or Banking or Actuarial Studies or in a related field from a recognised institution or an equivalent qualification acceptable to the Ministry. (II) A professional qualification in Accountancy from a recognised institution or an equivalent qualification acceptable to the Ministry. B. Candidates should- have knowledge of Government principles; possess good communication and interpersonal skills; (iii) possess good analytical skills; (iv) have a sense of initiative and be able to work in teams; and (v) be computer literate. 2. Duties and Responsibilities (a) (b) (c) (d) (e) (f) (g) To collect and analyse economic, social, environmental, financial, fiscal and other relevant information and/or data required for the attainment of the objectives of the Ministry; To monitor, report and evaluate progress on the implementation of the Government Programme, as well as national, sectoral and international engagements, Ministry plans and Budget measures and/or indicators; To conduct management analysis and make recommendations in the context of the development of quality management systems for effective service delivery to the public and other stakeholders. To carry out research in relation to the duties specified in order to meet the requirements of the Ministry; To assist the Financial Services Managers and Assistant Managers, Financial Services in the performance of their duties; To perform duties related to corporate governance reviews, organisation/management reviews and submit reports and recommendations thereon; and To perform such other duties directly related to the main duties. 6

7 3. Terms and Conditions of Employment (a) Monthly Salary: In the range of Rs 25,525 56,450 (b) Travelling allowance: In accordance with regulations in force. (PRB Report 2016) (c) Passage Benefits: 5% of annual salary in accordance with regulations in force. (PRB Report 2016) (d) Gratuity: At the rate of two months salary payable on completion of 12 months satisfactory service in accordance with paragraph 13.6 (x) of the PRB Report 2016 (Vol 1), subject to the condition that the officer is legally bound to reimburse any outstanding loan on termination or expiry of contract. 7

Applications should be submitted together with photocopies of all academic and professional certificates, equivalence of certificates (if any), evidence of work experience claimed and a copy of the National Identity card. III. CLOSING DATE Application Forms should reach the Permanent Secretary, Ministry of Financial Services and Good Governance, 9 th floor, SICOM Tower, Wall Street, Ebène, not later than 3.30 p.m on Friday 06 April Note 1. Candidates who possess an equivalent qualification are requested to submit an Equivalence Certificate from the Tertiary Education Commission or Mauritius Qualifications Authority (whichever appropriate), failing which the application will not be considered. 2.
