1 JOB DSCRIPTION Job Title: MT Research Programme Manager Department /Division/Unit: ID Faculty/Professional Service: PH Location: Keppel Street Reports to: Dr Veronique Filippi Responsible for: Research Programmes Assistant and Communications Officer Full Time/Part Time/Casual: Full time Hours: 35 Grade: 6 The Project The Maternal healthcare markets valuation Team (MT) is conducting multidisciplinary research on the role of public and private health sectors in delivering maternal healthcare. MT is currently working on evaluation of MSD for Mothers - a 10-year, $500 million initiative focusing on averting deaths due to postpartum haemorrhage and hypertensive diseases of pregnancy and reducing unintended pregnancies via family planning. MT has been contracted as an independent external evaluator for several MSD for Mothers programmes, including social franchises for maternal healthcare in India and Uganda and an innovative supply chain intervention for family planning in Senegal. MT is led by Dr Caroline Lynch and Dr Catherine Goodman. Overall Purpose of the job The post-holder will be responsible for management and coordination of the financial, logistical and administrative elements of the evaluation component of the Maternal healthcare markets valuation Team (MT). They will be based in the UK but will be required to manage and coordinate the evaluation component of MT across four countries. Principal Duties and Responsibilities (xamples) Grants and contracts Develop an understanding of the funder s terms and conditions and work to deliver the project within this remit. Manage a multi-million pound budget with four sub-contracted organisations. Set up an overarching budget and assist with the establishment of sub-contracts between the School and its partner organisation. Prepare individual budgets and other related documentation in collaboration with the project coordinator.
2 stablish reporting processes for the sub-contracted organisations to report financially and technically to LSHTM. Monitor income and expenditure and maintain an accurate financial record system for effective management of the budget. Report on grant expenditure and advice on direction of spending income and allocation of grant-related resources including budget forecasting. Communications and project management aspects Develop the MT communications strategy. stablish methods of communication between the School and the sub-contractor sites. Project-manage the development of a bespoke website for the project. Act as a point of contact for the project both internally and externally for all financial and administrative issues. Maintain good working relationships with funders and collaborators and communicate confidently and succinctly with colleagues and stakeholders, both internally and externally. Draft written materials such as reports and documentation relating to the financial or administrative aspects of the project. Assist with the coordination of the projects across the sites, in particular with all logistic issues related to the project implementation. Assist with the future planning and strategic trajectory of the project. Administration Providing administrative support including organising travel, visas, insurance and the reimbursement of expenses for staff. Arranging and servicing meetings (e.g. drafting agendas and ensuring meetings are minuted), including project steering committee meetings Develop and maintain information management systems for appropriate administration of the project. Manage all non-scientific aspects of the programme (including logistic aspects of the implementation and conduct of the project). Make researchers award of open access publishing requirements Human resources Assist with the recruitment process for new members of staff including drafting job descriptions and job evaluations and arranging interviews. Line-manage any temporary administrative members of staff or ad-hoc members of the PSP team. Provide information to staff based overseas regarding LSHTM personnel and financial procedures, and ensure that overseas allowances are applied appropriately. Monitor matters relating to staffing such as change of funding forms and staff contract extensions.
3 Generic duties and responsibilities of all LSHTM employees This job description reflects the present requirements of the post but may be altered at any time in the future as duties and responsibilities change and/or develop providing there is full consultation with the post-holder. The post-holder will carry out any other duties, tasks or responsibilities as reasonably requested by the line manager, Dean of Faculty, Head of Department or Director of Professional Service. The post holder will be responsible and accountable for ensuring all School policies, procedures, Regulations and employment legislative requirements are adhered to including equality and diversity and health and safety. This job description is not a definitive or exhaustive list of responsibilities but identifies the key responsibilities and tasks of the post holder. The specific objectives of the post holder will be subject to review as part of the individual performance review (appraisal) process.
4 PRSON SPCIFICATION This form lists the essential and desirable requirements needed by the post holder to be able to perform the job effectively. Postgraduate qualification in Public Health or a related subject vidence of continuing professional development including attendance on internal or external study programmes. D xperience Proven experience of providing comprehensive and proactive administrative support to projects and staff in a busy office environment. Proven experience of budget management, including creating budgets, monitoring accounts and producing financial projections and reports. Proven experience of managing multi-million pound projects with multiple overseas partners. xperience of professional support work within a higher education institution or similar environment. xperience of committee work, including coordinating the production of papers, constructing agendas and writing minutes.
5 Knowledge Understanding of the Higher ducation and academic research sector. Financially literate with sound knowledge of budgeting methodologies and resource management concepts. xcellent written and oral communication skills; ability to present financial and other information in a clear and logical format. xcellent organisational skills; proven ability to coordinate and prioritise a heave workload, meet multiple deadlines and manage expectations. xcellent IT skills including use of the MS office suite Interest in health in developing countries. nglish: xcellent knowledge French: Spoken knowledge D D Personal Qualities Ability to work independently and as part of a team. Proven ability to use initiative and judgement to anticipate potential issues and solve problems. Willingness to travel overseas. Ability to be aware of and maintain confidentiality when necessary. Display a professional attitude towards colleagues, students and others. -ssential: Requirement without which the job could not be done D-Desirable: Requirements that would enable the candidate to perform the job well SALARY AND CONDITIONS OF APPOINTMNT The post is available on a full-time basis commencing as soon as possible. The post will be available as a maternity cover contract and is funded until 30 November 2018, but please bear in mind that the postholder may wish to return before this date. The salary will be on the LSHTM Professional Support Pathway Grade 6 scale, in the range 38,533 to 43,759 per annum (inclusive of London Weighting). The post will be subject to the LSHTM terms and conditions of service. Annual leave entitlement is 30 working days per year, pro rata for part time staff. In addition to this there are discretionary Director s Days. Membership of the Pension Scheme is available.
