WFD was established in 1992 to support the development of democratic institutions around the world. WFD programmes support parliaments that are committed to building capacity to represent citizens, scrutinise the executive, and debate and adopt effective legislation. WFD works with UK political parties to provide tailored support to a range of parties worldwide. WFD is the main UK organisation to train and deploy UK election monitors to uropean Union and OSC/ODIHR missions. WFD is now delivering parliamentary programmes in over 30 countries across Africa, urope, Middle ast and North Africa, Asia, and Latin America, and political party programmes in dozens more. For more information, please visit WFD in Nigeria WFD s engagement in Nigeria is aimed at supporting sustainable democratic growth through inclusive citizen participation and strengthened institutions capable of accountable governance and service delivery. WFD is committed to strengthening core democratic institutions, including the legislature, political parties, civil society, to be accountable and responsive, with regards to service delivery, and; using research and technology to build an active political culture among citizens. This is essential as citizens participation in the decisions that affect their lives, and the society they live in, is central to a sustainable democracy. The Programme WFD is looking to recruit an experienced Programme Coordinator to lead implementation of newly established U funded programme, #OurVoteCountsNG in

2 Nigeria. This programme will be implemented by WFD, in partnership with the Nigeria Women Trust Fund (NWTF). This intervention has been designed with the overall objective of increasing participation of women, youth and other marginalised groups in the electoral process in Nigeria. To contribute to this long-term aim, the project will work towards increasing awareness of citizens from marginalised groups, specifically, women and youth, by enhancing their capacity to engage in Nigeria's electoral process. This increased awareness will contribute to the informed participation of women and youth voters in the 2019 elections. The programme will support the realization of the U specific objective of improving the quality of electoral administration and citizens participation in the electoral process in Nigeria. Ultimately, implementation will contribute towards the reinforcement of democracy in Nigeria. Main purpose of the role One of the Programme Coordinator s key tasks will be to realise the successful implementation of the activities of the programme. To this end, the role will be responsible for leading, driving and coordinating the day to day delivery of programme activities and managing administrative and logistical requirements in the planning, budgeting, implementation and, reporting of the programme. The role will also require preparing and disseminating project documentation, leading the preparation of the narrative and financial reports, designing and managing the collection of monitoring and evaluation data and communicating project successes and achievements. The Programme Coordinator will have responsibility for coordinating WFD s implementation of the programme in Abuja, Imo, Osun and Benue State; while working closely with NWTF Coordinator to ensure synergy and effective realisation of the programme workplan. The Post holder will ensure that planning and implementation is in accordance with workplan and budget, while making certain that monitoring and evaluation is on track. The post holder will play a central role in stakeholder management and will work closely with responsible officials of partner organisations and beneficiaries of the project, including: Ministry of Budget and Planning, U-SDGN implementing partners, Independent National lectoral Commission (INC), National Youth Service Corps (NYSC), among others. The post holder will also be expected to contribute to development of future business opportunities specifically for Nigeria and to contribute to WFD s work in the region. 3 Nigeria: WFD Country Representative; WFD PAFA; NWTF CO, and Coordinator London: WFD Africa Programme Team Local and International: Programme Partners and Beneficiaries Main Duties 1 Programme Set-up Familiarisation of partners with overall objectives, monitoring requirements and U expectations; Coordinate planning and harmonisation of meetings between WFD, partner organisations and beneficiaries of the Action; Play key role in setting-up, establishing and effective launch of the programme 2 Programme Implementation: Consultation and harmonisation of meetings with INC and NYSC at the National and State levels, at commencement and during implementation; Preparation for activities undertaken by WFD in implementing the programme, including: administrative support, logistics, contracting suppliers, procurement, briefings, monitoring, etc. Coordination of activities to ensure high-quality delivery including: relations with experts and suppliers, solving issues as they arise, expenditure tracking; Follow-up on activities to ensure delivery of expected results (outputs) including: monitoring key indicators to identify changes, finalising financial matters, reporting, gathering recommendations from experts, formulating recommendations to inform future activities and planning, etc. 3 Monitoring and valuation Work with the M& team to conduct a baseline survey to ensure programme activities are fully aligned; Monitoring and evaluation of programme activities to capture lessons learned and inform future activities; contribute to research and analysis of new opportunities; Producing programme reports with analysis and documentation of outcomes and programme learning in nglish Assessing the external environment (including engagement with key stakeholders) to track progress towards outcomes and inform WFD through the Country Representative of political, economic and social developments which may impact on the programme. Based on this monitoring, produce suggestion to achieve objectives (outcomes). 4 Reporting Reporting to the Country Representative on progress both in implementation (developing activity reports and other reports U reporting requirements); Working with the NWTF and WFD PAFA on finances (provision of accurate monthly forecasts of activity expenditure).

Programme stakeholder management Professionally represent WFD and participate at Project Technical Committee meetings; Maintain the programme s presence in States of intervention and establish trust with INC, NYSC and the NWTF; Develop and maintain stakeholder beneficiaries network and mapping; Consult and work with the programme s beneficiaries and partners, at national and state level, to ensure buy-in for the programme in its implementation; stablish and maintain key State level contacts; Develop future business opportunities specifically for Nigeria and contribute to WFD s work in the region. 6. Risk Management Appraise the risk and circumstances that may have changed between the period of proposal submission and commencement of implementation; To properly apply U requirements and, where applicable, WFD s risk management policy and procedures in their areas of responsibility and to assess and manage risk appropriately, particularly where WFD operates outside its stated risk appetite ; To ensure that consultants and staff are informed of responsibilities in relation to risk management and have an awareness and understanding of WFD s risk management policy and procedure. To ensure that an appropriate system of risk management is maintained and to escalate matters of high risk to relevant peers and the Accounting Officer To support adherence to and application of WFD s security policies Person Specification Knowledge, skills and experience Requirement /D 3 valuation 4 1 ducated to degree level in a relevant discipline e.g. International Development, Political Science, Project Management or Public Administration. A post-graduate degree in a relevant discipline is desirable. 2 xcellent nglish written and oral communications skills necessary to produce concepts and reports and to present them to WFD s partners, to donors, and to local partners and other stakeholders as required 3 Fluent in one or two local languages, including Pidgin nglish 4 Proficient in Microsoft Office including xcel, Outlook 3 ssential or desirable 4 This is relevant for recruitment purposes and sets out how a candidate will be assessed against requirements.
