1 JOB SPCIFICATION LOV LONDON WORKING Job title: Finance, Compliance and Audit Co-ordinator This post is part funded by the uropean Social Fund through the Greater London Authority, managed SF programme Responsible to: Programme Manager (Strategic) Responsible for: Finance Assistant by: Supporting individuals on the Love London Working (LLW) programme to access training and employment opportunities, including apprenticeships. Location: Bromley, with a requirement to work in locations throughout the Greater London area. Key Areas Description Performance standards are satisfactory when: Finance and Internal Audit Complete a programme of assurance and internal audit assignments as directed by the Programme Manager The programmes assurance arrangements are effective; meet all SF regulatory requirements and accord with best practice. Assess the effectiveness of the design and operation of the Programmes internal controls and data management systems across a range of financial and nsure the data management system is fully implemented and is appropriate and effective for the collection and storage of customer data. 1
2 LOV LONDON WORKING programme delivery processes Support the development of audit scopes and detailed test plans, including computer assisted audit techniques Deliver timely, well written and precise reports that provide a sound evaluation of the systems of internal controls and recommend practical control improvements nsure appropriate reports are available to the programme management team. Complete assignments in accordance with agreed processes and standards, including gathering and documenting sufficient evidence Develop and maintaining internal and external audit processes to appropriate standards Develop and build effective business relationships across the partnership Track, review and report on the adequacy of corrective action taken by management on the follow-up of accepted recommendations. Participate on the strategic and operational project group as required by the programme manager, providing recommendations and guidance on project risk management and controls. 2
3 LOV LONDON WORKING Undertake special reviews and audits from time to time as directed by the Programme Manager nsure partners have correct financial processes in place. Check financial returns (claims) to ensure they are accurate and compliant, checking for required evidence. Delivery, audit and compliance management nsure that the Data Management System is being effectively used by partners Regularly visit partner organisation and carry out audits of records and effective use of data management system Deliver data management system training to partners as required. Develop methodology for effective audit and compliance tasks Deal with and report to the Programme Manager on any programme compliance issues identified on visits, Audit the collection of customer profiling data for the programme. Up-to-date, accurate information on programme participants is collected. ffective methodology agreed and implemented Customer profiling data is collected, up-to-date and accurate. All communication with partners is tailored to meet individual requirements. quality impact assessments are completed and reviewed. Approved policies and procedures are followed. Reports of partner complaints, are followed up 3
4 LOV LONDON WORKING Deliver a consistent, effective and efficient service to partner organisations promptly and effectively and outcomes are analysed to identify service improvements Programme Controls Assurance Staff Management nsure programme delivery services that are inclusive and accessible to our customers. Where appropriate, raise compliance issues with programme manager. Advise the programme manager, of the adequacy and effectiveness of the system of internal controls. Formulate appropriate frameworks to ensure that sufficient assurance is provided on programme Controls assurance and other good practice. To develop and manage staff ensuring that suitable performance targets and standards are set, regularly monitored and reviewed; that appraisals are carried out and that any appropriate disciplinary action is taken; and that staff development and training needs are met. Clear and effective systems of programme controls operate throughout the partnership 1-1 s and appraisals completed. Regular team meetings are held.
