MINISTRY OF ROADS, PUBLIC WORKS AND TRANSPORT QUANTITY SURVEYOR: 1 Position (Job Group P): Re-advertisement, those who had applied earlier need not reapply. - A Bachelor s degree in building economics or quantity surveying. - Must be registered with the board of registration of Architects and Quantity surveyors. - Have a minimum work experience of seven (7) years as a Quantity Surveyor - Be results oriented and able to work with minimum supervision. - Have demonstrable knowledge of computer application with emphasis on QS CAD and MB Elite. Duties and responsibilities Working under the County Surveyor, the officer will responsible for: (1) Preparing cost estimates (2) Preparing Bills of Quantities (3) Preparing Monthly Valuations on Site (4) Doing site re-measurements (5) Preparing variation orders (6) Any other relevant duties as may be assigned 1

2 MINSTRY OF COUNTY ATTORNEY, EGOVERNMENT, AND INTERGOVERNMENTAL RELATIONS LIBRARIAN (1 POST) JOB GROUP K. Re-advertisement, those who had applied need not reapply. - To establish a County information centre and a library; - To oversee collection and documentation of reference materials; - To liaise with county departments on their information and reference material needs; - To advise the Ministry on collection of periodicals, books and other information sources; and - Any other duties to be assigned by Chief Officer Legal & Public Services. - Be a holder of first degree in library science, Archives and Records Management, Information Science, or related field from a recognized university in Kenya; - Be computer literate; and - Have at least 3 years experience in this field. OFFICE OF COUNTY SECRETARY AND HEAD OF PUBLIC SERVICE WARD ADMINISTRATOR Job Group N (1 Post) Re-advertisement, those who had applied need not reapply. 1. Be a holder of a first degree preferably in Administration, Human Resource Management, Political Science, or any other closely related field from a University recognized in Kenya. In addition a holder of a post graduate Diploma in the above areas of study will have an added advantage, 2. At least five (5) years of proven relevant experience, 3. Demonstrate understanding and commitment to the values and principles of public service and good governance as outlined in Articles 10 and 232 of the Constitution of Kenya, 4. Have good interpersonal communication skills and the ability to mobilize citizens in participatory planning and resource management, 5. Be conversant with the County Integrated Development Plan, County Revenue Sources and demonstrate ability to enhance and mobilize community potentials at the Ward unit. 6. Be computer literate. 7. Satisfy the requirements of Chapter Six of the Constitution of Kenya. 1. Co-ordinate, manage and supervise the general administrative functions in the Ward unit 2

3 2. Develop Ward policy and plans, 3. Ensure effective service delivery at the Ward unit, 4. Coordinate development activities to empower the community, 5. Provide and maintain infrastructure and facilities of public services at the Ward unit, 6. Facilitate and coordinate citizen participation in the development of policies, plans, and service delivery, 7. Manage the Public Service at the Ward unit, 8. Mobilize revenue collection and play a critical role in building personal accounts and business register of rates payers and business people in the ward, and 9. Articulate implementation of Articles 10 and 232 of the Constitution of Kenya to the citizens. Qualified residents from Wanjohi Ward of Kipipiri Sub-County of Nyandarua County are encouraged to apply. MINISTRY OF LANDS, HOUSING, AND PHYSICAL PLANNING 1. County Director of Survey Job Group R (1 post) : Preparing and implementing annual work plans of the Ministry, Preparing annual budget, development plan and procurement plan, Preparing periodic reports, Preparing database of all public land in the county in conjunction with County Land Management Board, Attending to and comment on development applications and spatial plans referred to the directorate, Planning and administering survey services, Costing survey projects, Drawing and amending maps and plans, Reviewing and updating geo-spatial data for use by other government agencies, Working with and advising government agencies on survey matters, Developing training programmes for staff, Resolving (in consultations with the Land Registrar and County Land Management Board) property boundary disputes, Implementing court decisions, Keeping records of all maps and plans, Ensuring the safety of survey data, tools and equipments, 3

4 Ensuring the implementation of survey standards, regulations and relevant land laws, Collecting fees and charges, Training on needs assessment and planning, and Performing any other duty as may be assigned from time to time. Have a Bachelor s degree in any of the following disciplines; land surveying and photogrammetry, Geomatic Engineering, Technology in Geomatics, Geospatial Engineering from a recognized University, Those with Masters degree in above area may have an added advantage, Must be a registered member with the Institution of Surveyors of Kenya (Land Surveyors Chapter), and Have served at least ten (10) years in the field of land survey 2. County Director of Physical Planning Job Group R (1 post) : Preparing and implementing annual work plans of the Ministry, Preparing budget estimates, annual development and procurement plans, Preparation of county, urban and local physical development plans, Implementing policies Initiating, Preparing and monitoring implementation of county and local physical development plans, Advise the government and private agencies on development and land use, Develop, implement and provide feedback on physical planning guidelines and standards, Undertaking studies on matters relating to physical planning, Manage and maintain physical planning data, Provide advice on development control and ensure compliance to approved plans, Creating awareness on physical planning matters, Preparing annual, quarterly and/or monthly progress reports, Chair and implement decisions of development implementation and compliance committee, Preparation of training needs assessment and planning, and Any other duties as may be assigned from time to time. 4

5 Hold a first degree in any of the following disciplines; urban and regional planning, Urban Planning and Management, or a related discipline from a recognized institution. Those with Master s degree in above mentioned area may have added advantage, Be a corporate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter), Be registered member with Physical Planners Registration Board, and Have experience of at least ten (10) years in the field of physical planning. 3. County Director of Housing Job Group R (1 post) : Initiate, develop and review overall housing policies, programmes and strategies; Preparing Annual Development plans and align them to the CIDP; approve for renovation and maintenance programmes of county government staff houses; Advise and co-ordinate real estate development and Programmes Manage housing development projects; Supervise inspection of buildings; Promote and disseminate Appropriate Building Technologies; Co-ordinate the Provision of Housing Infrastructure; Undertake county housing surveys; Co-ordinate leasing and housing administration; Supervise registration of new Buildings and provision of security to Government buildings, redevelopment of old county government estates; Develop training programme for staff; and Administer tenant placement and rent assessment jointly with the county Valuer. Hold a bachelor s degree in Land Economics, Architecture, Property Management and Valuation or any other relevant qualifications from a 5

6 recognized university. Holders of Masters degree in these fields will have an added advantage; Registered with a professional body such as Institute of Surveyors of Kenya, Board of Architects or Architectural Association of Kenya (AAK); and Have served for at least ten (10) years in the housing sector or public works and demonstrated high degree of professional competence and administrative capabilities. 4. Building Inspectors Job Group K (4 posts) : Inspect and oversee building constructions; Ensure building codes and NEMA requirements are adhered to during construction; Report and issue stoppage notices; Issue enforcement notices; Ensure prescribed fees is paid up; Monitor and evaluate suitability and habitability of buildings; Issue completion and occupation certificates. Degree in building construction or civil engineering; Those with Diploma in building construction or civil engineering will be considered; and At least three (3) years experience in Construction, for Degree holders; and at least five (5) years for those with Diploma. 5. Cartographers Job Group K (4 posts) : Drawing maps and plans; Amend maps; Certify accuracy of maps before publication; Maintain tools and equipments; Maintain records, maps and plans; and Ensure safe custody of all maps, records, tools and equipments. 6

7 Degree in cartography, building, civil engineering, geo-informatics or geographic information system (GIS) from a reputable learning institution: Those with Diploma in cartography, building, civil engineering, geoinformatics or geographic information system (GIS) will be considered; and At least three (3) years experience in Cartography, for Degree holders; and at least five (5) years for those with Diploma. 6. Draughtsman Job Group K (2 posts) : Preparing base maps as a basis for planning; Visiting sites for verification and confirmation of data; Drawing plans on the direction and supervision of the planner; Record and maintain plan register(s); Ensure drawing tools are in good working condition at all times and advise on technical advancement on the same; Advise and update physical plans on a regular basis; and Assist the planner in vetting development applications as per approved plans. Degree in cartography or Geo-informatics, building, civil engineering, cartography, geo-informatics or geographic information system (GIS) from a reputable learning institution; Those with diploma in cartography or Geo-informatics, building, civil engineering, cartography, geo-informatics or geographic information system (GIS); and At least three (3) years experience in Draughtsmanship, for Degree holders; and at least five (5) years for those with Diploma. 7

County Valuer Job Group P (1 post) Collection of up -to date market data on property values, Management of lease administrations and extensions, Conducting rental assessments and reviews, Inspection and valuation of properties so as to determine county land rates, and Compilation and documentation of valuation data and reports. Bachelor s Degree in Land Economics, Estate Management, Property Management and Valuation from a recognized university. Those with Master s degree in the said area may have an added advantage; Be a member of Institute of Surveyors of Kenya (ISK); and At least seven (7) years experience as a valuer. 8. Project Manager (Housing) Job Group P (1 post) Review, formulate, monitor, and evaluate county housing sector policies; Co-ordinate housing sector incentives; Provide criteria and modalities for ensuring improved and affordable housing; Document County s status on housing and human settlement by undertaking housing survey; Provide housing infrastructure services by either the county government or through private/public partnerships; Implement housing development programmes including housing schemes; and Conduct feasibility studies on housing development. Bachelor s Degree in Land Economics, Estate Management, Property Management and Valuation, Facilities Management, Building 8

9 Economics, Architecture, Regional Development/Urban Planning, Building Construction/Management, or any other equivalent and relevant qualification from a recognized university. Those with Master s degree in this field may have additional advantage; and At least seven (7) years experience in managing housing or public works. 9. Physical Planners Job Group K (2 posts) Initiate, Preparing and monitor implementation of county and local physical development plans; Preparing plans for specific projects such as housing schemes, markets, industrial estates and recreational facilities; Advice the government and private agencies on development proposals and land use; Implement and provide feedback on physical planning guidelines and standards; Undertaking studies on matters relating to physical planning; Manage and maintain physical planning data; Provide advice on development control, enforce and ensure compliance to approved plans; Conduct awareness activities on physical planning matters; Preparing annual, quarterly, and/or monthly progress reports; and Any other duty that may be assigned from time to time. Have a Bachelor s degree in any of the following disciplines; urban and regional planning, Urban Planning or Town Planning from a recognized learning institution Membership in a Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter) will be an added advantage; and Have at least three (3) years experience in spatial planning. 9

10 10. G.I.S. Analysts Job Group K (1 post) Develop and implement geospatial models to integrate models and model data; and Produce system designs and implementation plans for software components and applications. Produce user manuals and systems to provide technical assistance to users; Use and maintain personal computer hardware and software; Capture data, analyse, generate information and reports; and Application of standards for geographic information exchange, distribution, data collection and data structuring. Bachelor s degree in G.I.S. and computer science or related field; A geospatial analysis background or similar work experience; computer programming expertise or database management systems; and Have at least three (3) years experience as a GIS analyst. 11. Executive/Administrative Secretary Job Group M (1 post) Attend to visitors/customers; Handling customer inquiries and complaints; Coordinating schedule of meetings and appointments; Ensuring security of records, documents, equipments and classified materials;/ Preparing responses to routine correspondences; Ensuring security, integrity and confidentiality of information; Organize meetings and events; On behalf of the chief officer coordinate implementation of development programs and projects; Keep track of appointments; Source and organize training programs for staff; Scout for partnerships for development; Consolidate reports from the relevant directorates; 10

11 Undertake public awareness creation of the functions and activities of the lands Department; and Perform any other office administrative duties that may be assigned from time to time. Be in possession of a Bachelor s Degree in Secretarial Studies, Business, Librarianship, or Office Management from a recognized University in Kenya. Those with Master s degree in the said areas may have an added advantage; Have Certificate in computer applications; Have Certificate in public relations and customer care; and Have at least five (5) years experience in administration. 12. Records Officers Job Group H (4 posts) Record land parcel details in the cards; Create filling system the records; Retrieve information in accordance with prescribed procedure when required; Replace and create new records; Ensure the safety of the records; and Keep records of all maps and plans. Possess a diploma in information science with a bias in records management or archival studies/records management; and Have at least three (3) years experience in a busy registry or library. Dynamic and must be able to develop action plans annually from the County Budget in concurrence with the 5-year Integrated County Development Plans, 3. 12 4. Must be able to interpret and implement the Constitution of Kenya to maximize citizens welfare benefits, and 5. Must conform to Chapter Six of the Constitution of Kenya.
