2 [2] National Council for Persons with Disabilities Job Vacancies The National Council for Persons with Disabilities invites applications from qualified, competent and experienced candidates for the following vacant positions: 1. DEPUTY DIRECTOR TECHNICAL SERVICES NCPD 2 (1 Post) Reporting to the Director, the duties and responsibilities will entail efficient management of the Corporation s Technical Services Division which consists of Registration, Training and Capacity Building, Disability Mainstreaming, Programmes among others The duties and responsibilities will entail the following: Managing research and compliance functions and activities of the Council; Advising the Council of all technical aspects affecting the promotion and mainstreaming of disability issues; Overseeing monitoring and evaluation of the technical functions of the council; Directing the training and capacity building functions for DPOs; Overseeing registration and counselling; Fund management; Resource mobilization; Coordination of regional offices and all other activities that form the core business of the Council and contribute to the mainstreaming of disability issues in National development; Ensure compliance and implementation of the Persons with Disabilities Act, 2003 and other National and International Policies relevant to Persons with Disabilities; Collaborate with key local and international partners as well as other stakeholders to promote the rights and development of persons with disabilities; Developing and implementing of organization operational procedures, policies and standards relating to the management of Persons with Disabilities. Requirements for appointment: Have worked as an Assistant Director in any relevant field for a minimum period of three (3) years Masters degree in any of the following, Disability Studies, Social Development, Development studies, Human Rights, Special Education, Project Management, Conflict Management, or other related fields. Post graduate qualification in management preferred OR a Masters degree in Business Administration Bachelors Degree in Social Sciences [2]

Knowledge of Regional and International instruments relating to Persons with Disabilities and general Human Rights Three (3) years experience in Strategic Planning and Execution at a Senior level will be an added advantage Excellent communication and inter-personal skills Ability to motivate teams and simultaneously manage several projects Computer Application skills A person of high integrity This position is on a three (3) year renewable contract term and the successful candidates will be subject to performance contracting. DEPUTY DIRECTOR CORPORATE SERVICES NCPD 2 (1 Post) Reporting to the Director, the duties and responsibilities entail efficient management of the Corporation s Corporate Services Division which consists of Human Resources, Information Communication Technology, Procurement, General Administration and Support Services. The Deputy Director Corporate Services will be responsible for the following; Provide leadership and oversight in the Corporation s Corporate Services Division for effective service delivery Provide advice to the Board of Directors and Management on all matters relating to the functions of the various divisions Coordinate preparation of annual budgets for the Corporation s Corporate Services Division Facilitate proper deployments and utilization of the Corporation s Human Capital Formulate and guide on all policy matters in the Corporation as well as developing a regulatory framework that promotes positive values that are in line with emerging trends Ensure the Corporation has adequate capacity in the area of Information &Communication Technology (ICT) in terms of connectivity and ensures that it keeps appraised with developments in this field Responsible for Capacity Building and Management of Development activities in the Corporation Responsible for spear-heading change management in the Corporation [3]

HUMAN RESOURCE ASSISTANT NCPD 7 (1 Post) Reporting to the Head of Human Resources, the duties and responsibilities will entail the following: Provide general office support services; draft and/or processes, variety of correspondence and other communication Assisting in recruitment - placing adverts, scheduling candidates for interviews and helping in selecting the ideal candidates Maintaining a data base of all current employees and all their personnel details [4]

PROGRAMME ASSISTANT (DISABILITY MAINSTREAMING) NCPD 7 (1 Post) Reporting to the Head of Disability Mainstreaming department, the duties and responsibilities will entail the following: Assist in Developing, validating and disseminating institutional Disability Mainstreaming Strategies, Policies and Plan of Actions Assist in Institutionalizing Disability Mainstreaming in all policies and programmes within the Council Assist in Promotional campaigns to eliminate retrogressive cultural practices which impact on PWDs negatively Assist in Developing, disseminating, and guide the implementation of the Affirmative Action Policy on PWDs in Public and Private Sector Assist in training & awareness creation on Rights of PWDs in Public and Private Sector. Assist in carrying out accessibility audits to assess the level of accessibility and accommodation to Persons with Disabilities. Assist in Monitoring and evaluation of the implementation of disability mainstreaming indicators [6]

7 [7] Assist in Receiving, Analyzing and giving feedback on reports from ministries, state corporations, learning institutions and local authorities to public and private on progress of the implementation of Rights of PWDs. Assist in developing, validating and moderating of Disability Mainstreaming Strategies/policies for various MDAs and other institutions. Assist in Advocating for equal representation of PWDs at all levels of decision making. Diploma in community development or disability studies, Development studies, Human rights, Special education, or other related fields At least 1 year relevant work experience good communication, interpersonal and negotiation skills Good analytical and presentation skills Public Speaking and Facilitation Skills Good in customer care relations. PARALEGAL LEGAL ASSISTANT - NCPD 7 (1 Posts) Reporting to the Legal Officer, the duties and responsibilities besides providing clerical, administrative and secretarial services will entail the following: Duties and Responsibilities Perform research and analysis of routine legal problems and issues Assist in the preparation of legal contracts, deeds, leases, and other legal papers of a routine nature Research relevant statutes, rulings, and precedents to be used as a basis for answering requests for legal opinions of a routine nature or limited scope Perform preliminary work in the preparation of legal opinions. Assist in the preparation of cases and hearings of a routine nature Conduct factual investigations of a limited scope. Research relevant statutes, rulings, and precedents to be used as a basis for preparing contested case decisions Prepare correspondence and keep a file register to track file movement of legal related work [7]

8 [8] To keep a record of all the Council s legal cases and updating them as required Monitor and keep a record of the Council s insurance policy and track renewal of covers to ensure that Council s assets are protected from insurable risks at all times Research background of matters requiring promulgation of administrative rules and assist with rules drafting. Assist the Human Resources department in review of staff complaints Assist with conducting research, compiling, writing, editing and publishing rules, regulations and policies of the Council Participate in the preparation of contracts and other legal documents for staff, contractors, and service providers Provide administrative support e.g. filling, and secretarial services to the legal team Perform related work as assigned Requirements for appointment: Diploma in Legal Studies (Kenya School of Law) At least 3 years working experience in a busy law firm Current processava certificate Considerable knowledge of fundamental subjects in law Considerable knowledge of research and analysis methods Some knowledge of the nature and use of tools of legal study Some knowledge of the preparation of briefs and arguments for the trying of cases before courts and tribunals Good oral and written communication skills Ability to quickly assimilate oral and written data, to analyze facts and draw logical conclusions Ability to interpret and apply laws, rules, and regulations relative to the work Ability to prepare reports and correspondence related to the work Working knowledge and experience in the use of MS. JOB PLACEMENT OFFICER NCPD 6 (1 post) Reporting to the Deputy Director Technical services, the duties and responsibilities will entail the following: Analyzing market information trends in order to disseminate market intelligence to the PWDs Liaising with a network of all education, training and job hunting support projects to enable referral of applicants for opportunities obtained within given timeframes and to agreed quality standards so that applicants can be submitted to employers Establishing contacts with employers to develop opportunities for work experience and work trials for PWDs Negotiating employment opportunities with employers for PWDs Offering a wide range of employment and training advice, including career and benefits advice to empower the PWDs to make informed decisions about employment opportunities Supporting PWDs to gain and improve their employability skills through running job search sessions, including CV and application preparation and interview techniques Ensuring that work placement opportunities are circulated quickly ensuring that information technology ( s, web pages etc.) is utilized effectively to assist with achieving best possible performance for meeting employer requirements Feedback results of submissions to job seekers, training and support agencies, within agreed time limits, in a sensitive and appropriate manner and to work towards continually improving the delivery of services Liaising with employers to ensure any candidates placed are properly supported and support employers in training/career plans for individuals; providing feedback to NCPWDs following a placement and any other duty allocated from time to time A Bachelors degree in Social Sciences from a recognized Institution or disability studies, Development studies, Human rights, Special education, Conflict Management, or other related fields Three ( 3) years relevant work experience Experience in Human Resources matters will be an added advantage Knowledge of relevant legislation including Anti-discrimination, Equal Employment Opportunity Knowledge of regional and international instruments relating to Persons with Disabilities and general human rights Certificate in Computer application skills Demonstrated a high degree of managerial and professional competencies as reflected in work performance and results Baic Salary - Kshs 39,170 x 2,350 41,520 x 2,490 44,010 x 2,640 46,650 x 2,790 49,440 x 2,960 52,400 p.m. [9]

REGIONAL OFFICERS / SOCIAL DEVELOPMENT OFFICERS NCPD 6 (15 Posts) Reporting to the Regional Coordinator, the duties and responsibilities will entail the following: Cooperating and networking with other government agencies and community groups in the regions Educating PWDs and other stakeholders in the regions about economic development, health, gender issues, social rights, roles and obligations encouraging and promoting the equal participation of persons with disabilities in Community development activities conducting literacy programmes and income generating activities planning and coordinating events and support projects in the regions receiving and vetting applications forms for grants conducting awareness and publicity programmes to promote the NCPWDs functions in the region Identifying community issues, needs and problems developing new community-based programmes and resources Liaising with interested groups and individuals to set up new services mediating in matters of conflict among PWDS and PWDOS Oversee the provision of technical and financial support to community projects during implementation including the promotion of new and innovative cost-effective approaches and techniques Supervise and monitor project implementation including planning and reporting Manage the use of regional resources, including finances, transport, equipment and stores Consolidate quarterly and annual work plans and reports A Bachelors degree in Community Development/Social Work OR a Bachelors degree in social sciences A post graduate diploma in community development/social work or relevant field from a recognized Institution Must have worked as a community Development/Social Work officer for at least two (2) years in a relevant field Knowledge of regional and international instruments relating to Persons with Disabilities and general human rights [12]

IC T ASSISTANT - NCPD 7 (1 Post) Reporting to the Head of Human Resources, the duties and responsibility at this level will entail the following: writing and testing simple computer programs according to instruction and specification carrying out simple installation and maintenance of computer systems assisting in Systems implementation and updating application systems testing computer programs according to instructions and specifications repairs and maintenance of ICT equipment and associated peripherals Providing user support and training of computer systems users Any other duties that may be assigned Diploma in Computer Science/Information Communication Technology or its equivalent from a recognized Institution. Registration Assistants - NCPD 7 (3 Posts) Reporting to the Registration Officer, the duties and responsibility at this level will entail the following: Data entry of registration forms; Filing of registration forms and certificates; Issuing registration numbers to persons with disabilities on employment and in business for income tax exemption; Following up with KRA to ensure that PWDs applications are processed Issuing of tax exemption certificates; Following up registration of PWDs in the field.
