Infmal Enquiries Ms Grainne Sullivan, Seni Manager PPFS Grainne.Sullivan@tusla.ie Tel: (01) Mobile: Details of Service Repting Relationship Purpose of the Post Principal Duties and Responsibilities The Prevention, Partnership and Family Suppt Services Team was established as an entity in 2014 on foot of the increased responsibilities of Tusla to promote early intervention, parental / family suppt & interagency wking under the Child and Family Agency Act, The service offers supptive interventions to children, young people and their families within their home and community using a variety of methods including individual and group wk, themed residential and respite, home visits and activity based provision. The post holder will rept to the Seni Manager f PPFS. The post holder will lead and be responsible f the management of a Family Suppt Service in Dublin Nth City. Professional 1

2 Provide direct line management, supervision and leadership f a Family & Child Suppt service in accdance with the service delivery model. Wk in partnership with parents, children and young people with a view to suppting families in line with the Five National Outcomes f Children. Oversee the implementation of the introduction of the Meitheal practice model and the Prevention, Partnership and Family Suppt Programme. Ensure that families receive services which are proptionate to identified needs and risks. Wk as part of multiagency response providing assessment and intervention with young people and their families. Plan, implement and evaluate Meitheal plans, as part of a multiagency response, ensuring the written and verbal repting of individual programmes. Promote the best interests of children and young people and facilitate their participation when planning and reviewing agreed plans with regard to prevention, partnership and family suppt. Liaise with other relevant statuty and voluntary services. Treat children/young people and their families with dignity and respect, promoting a culture of unconditional positive regard at all times. Ensure case recds are properly and accurately maintained and that appropriate statistical infmation is provided. Seek the advice of relevant personnel as required. Take an active role in supervision in accdance with the local/national supervision policy. Provide supervision to Social Care and Project staff as appropriate. Contribute to the promotion, creation and maintenance of a welcoming, safe, caring, stable and supptive environment. Recognise children / young people as expert through experience, promoting their participation in planning, decision-making and service delivery. Develop an understanding of how previous life experiences impact on children / young people and incpate this into their practice. Wk in partnership with the parent, family, and other agencies on behalf of the child / young person. Participate in meetings in relation to the child / young person and their family. Wk as a key wker/ lead Practitioner f the child / young person as required. Be a positive role model f children / young people. Attend court if required. Attend a range of meetings including case conferences as required. Accept any responsibilities in relation to children / young people as agreed within the multi disciplinary team and to undertake individual and group wk with these young people and their families as appropriate to need. Keep the Seni Manager f PPFS fully infmed and up to date on all significant matters. Perfm other duties appropriate to the role as may be assigned by the Seni 2

3 Manage f PPFS. Health & Safety Adhere to the Safety, Health and Welfare at Wk Act (1989) policies and procedures and other relevant legislation. Rept any immediate concerns / incidents of questionable practice to the Manager his / her designate. Be familiar with Tusla s policies and procedures local and national and ensure that such policies and procedures are strictly adhered to. Be familiar with emergency procedures and know who to contact in an emergency. Have a wking knowledge of the Health Infmation and Quality Authity (HIQA) Standards as they apply to the role f example, Standards f Healthcare, National Standards f the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc and comply with associated HSE protocols f implementing and maintaining these standards as appropriate to the role. Suppt, promote and actively participate in sustainable energy, water and waste initiatives to create a me sustainable, low carbon and efficient health service. Training & Professional Development Participate in regular professional supervision. Supervise Social Care Wker & other staff as appropriate Provide guidance and education f wk experience students. Undertake ongoing professional training and development. Engage in reflective and evidence based practice. Keep abreast of current legislation and current professional social care and mental health knowledge. Administration and Accountability Contribute to the ongoing development of the service in keeping with good practice and Tusla objectives. Assist in the administration and day to day operation of the service. 3

4 Participate in team meetings and rept to the Principal Social Wker on matters affecting the delivery of service. Ensure that all infmation relating to clients, their families, staff colleagues etc is treated in a thoughly professional manner, in accdance with the principles of confidentiality, data protection legislation and Freedom of Infmation. Perfm any other duties that may be assigned from time to time. Management Provide leadership and motivation in der to optimise service delivery by developing teams and promoting change management. Be responsible f the probationary appraisal of staff and the completion of probationary appraisal repts as required. Make appropriate recommendations regarding whether employees standard of wk during probation is satisfacty and whether appointments should be confirmed. Ensure compliance with and implement HR policies and procedures and guidelines. Manage a budget as defined by the Area Manager, if appropriate. Contribute to a range of repts including annual repts, perfmance indicats etc. as required. Contribute to the development and implementation of policy, infmation sharing protocols, audit systems and referral and integrated care pathways. Contribute to service plan process by recognising and replicating successful interventions and by identifying unmet needs and service requirements into the future. Ensure a high standard of documentation, including service user files in accdance with local guidelines and the Freedom of Infmation (FOI) Act. Ensure the maintenance of service user and data confidentiality. Deputise f the PPFS Manager as agreed when required. Assist in ensuring that the social wk service makes the most efficient and effective use of developments in IT. Age Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). Post Specific Requirements Other requirements specific to the post Skills, competencies and/ knowledge Demonstrate significant depth and breadth of experience wking in Children, Youth, Family in a community social care setting. A full clean driving licence is necessary f this role as the post holder will be driving HSE owned vehicles. Candidates must: Demonstrate sufficient clinical and professional knowledge to carry out the duties and responsibilities of the role. Demonstrate an understanding of they and practice in the delivery of care to the client group. Demonstrate sufficient awareness of policy, legislative and professional requirements to ensure an appropriate standard of service delivery (e.g. a wking knowledge of the Children First Guidelines and HIQA standards and requirements as related to the function of the role). Demonstrate an ability to apply knowledge to best practice. Demonstrate the capacity to plan and deliver care in an effective and resourceful manner within a model of person-centred care. Demonstrate initiative and innovation in identifying areas f service improvement. Demonstrate a commitment to assuring high standards and strive f a user centred service. 8 Social Care Manager (Community) Child and Family Agency Terms and Conditions of Employment Tenure The initial vacancy available is permanent and whole-time. The post is pensionable. A panel may be created from which all permanent and specified purpose vacancies of full part time duration may be filled. The tenure of these posts will be indicated at expression of interest stage. Appointment as an employee of the Child and Family Agency TUSLA is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act Remuneration The Salary scale f the post as at (01/01/2010) is: EURO 53,463-54,634-57,728-58,923-60,115-61,321 Wking Week The standard wking week applying to the post is to be advised at Job Offer stage HSE Circular Matching Wking Patterns to Service Needs (Extended Wking Day / Week Arrangements); Framewk f Implementation of Clause 30.4 of Towards 2016 applies. Under the terms of this circular, all new entrants and staff appointed to promotional posts from Dec 16 th 2008 will be required to wk agreed roster / on call arrangements as advised by their line manager. Contracted hours of wk are liable to change between the hours of 8am-8pm over seven days to meet the requirements f extended day services in accdance with the terms of the Framewk Agreement (Implementation of Clause 30.4 of Towards 2016). Annual Leave Superannuation The annual leave associated with the post is to be advised at Job Offer stage. These are pensionable positions with TUSLA. The successful candidate will upon appointment become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment. Members of pre-existing pension schemes who transferred to the HSE on the 01 st January 2005 pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit terms under the HSE Scheme which are no less favourable to those which they were entitled to at 31 st December Probation Every appointment of a person who is not already a permanent officer of the Health Service Executive of a Local Authity shall be subject to a probationary period of 12 months as stipulated in the Department of Health Circular No.10/71. Protection of Persons Repting Child Abuse Act 1998 As this post is one of those designated under the Protection of Persons Repting Child Abuse Act 1998, appointment to this post appoints one as a designated officer in accdance with Section 2 of the Act. You will remain a designated officer f the duration of your appointment to your current post f the duration of your appointment to such other post as is included in the categies specified in the Ministerial Direction.
