2 Introduction Thank you for your interest in this role. You will find enclosed in this pack further information about the job, with an introduction about the work that we do and the key challenges of this role. Brook We are the UK s leading provider of young people s sexual health advice and services Brook is an exciting and dynamic organisation and a strong advocate of young people s sexual rights which has helped change both the law and culture towards young people and sex in the UK. Brook has three key business areas: Clinical and support services including provision of contraception, testing and treatment for sexually transmitted infections and counselling. Education and training this is rights based and needs led. Education is provided for young people and training for professionals. Campaigning, lobbying and advocacy to educate and influence young people, parents and carers, professionals, parliamentarians and other decision makers. Becoming a Bigger, Bolder, Better Brook Until 2011 Brook operated as a network of independent charities but we have now merged into a group of 17 subsidiary charities under a parent company. There are 14 centres in England and one each in Northern Ireland, Scotland and Jersey. We employ over 600 staff, many of them part time and outreach workers. The Bigger, bolder, better transformation is intended to better equip Brook to fulfil its goals and double its reach, hitting a target of direct contact with 400,000 young people by By coming together the organisation is better able to manage the difficult economic situation and offer better quality and greater efficiency. A management restructure is in its final phase. An executive team is in place with a new regional and area structure. A restructure of local management teams is now under way. Key to the success of the transformation is the establishment of the new corporate services directorate. The top level directorate posts and finance team structure are shown below. 4 Key challenges of this post Brook is facing a very challenging external environment. Heavily reliant on public sector contracts, the current economic constraints translate directly into a squeeze on funding available for Brook. The introduction of new commissioning arrangements for sexual health services in the next few months add to the difficulty and will result in a number of contracts being retendered in a similar timeframe. The Finance Manager will play a key role helping to steer and support Brook services in the region through these challenging times. Internal change will be just as demanding. Brook in its current form is still a very new organisation and a great deal of development activity is under way. The Finance Manager will be expected to support change in the region both in the finance function and across the business. As well as restructuring the finance team we are implementing bluqube, a new cloud-based finance system, during the course of this financial year and plan to introduce a new payroll system next year. Our financial policies and procedures need overhauling as part of this change. The Finance Manager will be heavily involved in these developments. 5 Job description Post: Finance Manager (South) Reports to: Head of Finance Hours: 37.5 Location: Milton Keynes Background Brook s mission is to enable young people to enjoy their sexuality without harm. Following the move to one organisation, this senior finance team role has been created to drive the transformational change that enables the previously independent partners to reap the benefits of being a single, unified and harmonised organisation. The Bigger, Bolder, Better programme continues to unite Brook s services behind its core purpose, and to sharpen our focus on meeting the sexual health needs of young people in innovative and affordable ways. All staff must ensure the views and needs of young people are at the heart of everything Brook does. This senior post within the Finance team provides essential services and support within the region, helping deliver the continuing transformation and ensuring the benefits of change are fully realised: Strong financial management Professional advice is provided to managers within the region Reliable financial information is readily available. 6 Delivering strategic financial support To support the Head of Finance in the preparation of a rolling medium term financial strategy and annual budget process to promote efficiency and secure the delivery of Brook s objectives within available resource To provide support in the evaluation and preparation of tenders and bids on a Regional/area level working closely with the relevant Area Director, the Head of Income Generation and the Regional HR Business Partner. Developing Brook s finance systems, policies and procedures To ensure the adoption and maintenance across the region of o Brooks financial policies, procedures and guidance o Appropriate audit, payroll, pensions and banking arrangements To lead and support the implementation of the bluqube finance system Provide support, training and guidance to staff across the region to assist in compliance with procedures and developing required financial skills Delivering strong day to day financial management across Brook To provide information, support and advice to customers as required To prepare monthly financial performance reports and year end accounts, overseeing all such activities across the region and ensuring compliance with all statutory and accounting requirements To provide support for regional payroll and financial processing as required for either local staff or the national processing centre, ensuring reliable, accurate and timely processing of transactions of all kinds Operational leadership and management To liaise with internal customers; establish needs, objectives, annual operational plans and performance measures for the regional finance function; and monitor, report and manage performance levels to meet customer needs and deliver a consistent and continuously improving service across the region To lead and manage regional staff effectively providing challenge, direction, and management support, including positive mentoring, and clear objectives and guidance. To ensure regional staff have training and support to fulfil their roles and are managed in line with Brook s HR policies, procedures and escalation frameworks. 7 Person specification The successful applicant will have the following characteristics Experience and qualifications Professionally qualified in Accountancy with minimum of 4 years post qualification experience preferably with charity and commercial experience Experience of preparation of statutory and management accounts within a complex environment Experience of presenting financial information to non-finance professionals Experience of preparation of tender and bids Experience of using a range of accounting and office IT packages Track record of managing numerous work streams, and delivering to tight deadlines Experience of managing change and of implementing new systems, processes and procedures Experience of the management, motivation and development of professional staff to meet objectives set Personal characteristics and capabilities Commitment to Brook s aims, values and purposes, and to the young people in the communities in which we work. Equally importantly, you will participate in the development and delivery of a medium-term financial strategy and annual budget, assist with evaluating and preparing tenders, and embed consistent policies and procedures, whilst all the time supporting and guiding colleagues across the region. You will have constant interaction with internal customers and external partners, so this is a highly visible position. You should be fully familiar with preparing statutory accounts, working with diverse audiences and managing far-reaching change while delivering against tight deadlines.
