9 Invitation and Evaluation of Bids for Nuclear Power Plants (NG-T-3.9, 2011) Describes bidding process Emphasize activities related to bid invitation, technical & economic evaluation & contracting Indicates how and to what degree activities preceding preparation of bid invitation specification, evaluation of bids & contracting could influence the process. 9

11 Remaining problem issues NG-T-3.9 refers to IAEA BIDEVAL-3 software in a number of places, however it is no longer supported by the IAEA and we no longer have access to the source code. Example: 2.9. IAEA ACCOUNT SYSTEM AND BIDEVAL-3 The IAEA has developed a comprehensive account system that can be utilized in the bidding process. The account system is capable of addressing a spectrum of capital costs, fuel cycle costs and O&M costs, from a complete NPP down to individual systems or components. Since the accounting system has a high degree of flexibility, it can be used with all types of reactors, single or dual purpose power plants, and various contractual approaches. The IAEA computer program package for economic bid evaluation (BIDEVAL-3) is a set of computer programs designed to assist the owner in the economic evaluation of bids for nuclear power plants. 11
12 Remaining problem issues (cont. d) Many current new NPP projects are not being handled in traditional manner (competitive bidding); Current documentation doesn t really address sole source / intergovernmental agreement processes {need to evaluate proposals against do nothing or other energy options}. 12
13 Procurement Engineering and Supply Chain Guidelines (new draft NP-T-3.21) New draft guide to be published 2016 (approved and currently in formal editing process); Covers information on: Typical procurement processes; Considerations of special importance and lessons learned; Procurement of services; Procurement of software; Counterfeit and fraudulent items; Proactive methods for new NPPs. 13

15 Nuclear Contracting Toolkit Decision made to initiate new project on nuclear contracting toolkit (then called bid evaluation toolkit) starting in early 2015; Project designed to produce a web-based toolkit of easy to use model forms/spreadsheets to assist in various aspects of the bidding and contracting process.
