Jobholder is accountable for Jobholder is successful when KRA 1: GIS Data Maintenance, Management and Accountability Maintain the currency, accuracy and integrity of all GIS Systems and data to high standards Develop and maintain GIS Metadata and spatial information documentation Convert, translate and validate data from internal and external sources, such as LINZ, Statistics, Landcare Research etc Updating the district-wide cadastral data on a regular basis. Liaise with other agencies on data options Maintain corporate GIS Datasets, e.g. District Plan, Cemeteries, Rating Information Database Produce and maintain District Plan maps and Rapid Number maps Assisting in road name changes and identifying further needs or issues GIS data is current and accessible, with the appropriate data for customer requirements The databases are organised, logical and understandable Appropriate systems and procedures are in place to ensure rigorous verification of Council spatial data sets to ensure consistent accuracy GIS data is current at all times GIS data matches the data in the ERP systems providing Rates, Cemetery and other data that is available to the public Prompt response in emergency and civil defence events The Information Services Team Leader is always aware of relevant issues KRA 2: GIS Analysis, User Support, Training, Map Production Providing day to day GIS user support to staff Provide training, assistance and advice in the use of GIS software Producing high quality maps, reports and plans at an appropriate scale and details for all staff, Council and public requests Perform spatial analysis to meet the requirement of users Customers have a great experience when engaging with the GIS Officer Maps are produced in a timely manner to the customer s requirement Users are up to date on techniques and skills for using the GIS systems as it relates to their positions Training is provided as required, and when changes are made KRA 3 GIS Development and Integration Planning and implementing GIS projects in line with the Information Services Strategic Plan, and internal business plans Liaise with business units to define their requirements for spatial information and future development A business project plan is developed and projects achieved during the year Development of improved processes are achieved as requested by the business, e.g. Rates are able to update Rapid Numbers Appropriate systems and checks are put in place to ensure integration processes are working Page 2
Development of integration processes to other corporate systems, particularly Magiq ERP Develop and promote best practise guidelines for spatial data collection and storage to ensure the most reliable data is held at Council Online solutions are enhanced Engagement with the Records team to ensure records and data are stored appropriately, with improving access and availability Documentation is developed and kept current KRA 4 Contribute to the effective operation and maintenance of the RDC ICT Infrastructure IT server and infrastructure maintenance as required Contribute to IT systems and solutions development Management of the GIS server environment and related GIS hardware and software Provide IT support and advice as required, including responding to Help Desk requests Carry out any other tasks assigned by the Information Services Team Leader, or the Group Manager Finance & Business Support IT Network is running optimally and the GIS Officer is able to resolve/escalate alerts Participated in network and infrastructure planning. Person Specification Qualifications/Knowledge/Experience Desired Expected A relevant qualification in a GIS related field or extensive and comparable relevant experience Proven knowledge, experience and understanding of GIS software and hardware administration, development and maintenance methods, including web-based and mobile technologies Practical experience in the use of QGIS and Intramaps Knowledge and experience in HTML, Javascript, XML or ASP Understanding of fundamental GIS concepts and how they relate to an organisation across all platforms and business units in order to deliver Geospatial related information In-depth, practical knowledge of relational databases within an MS SQL environment Experience with scripting and automation using SQL or similar tools Demonstrates a methodical approach to problem-solving and GIS administration An advanced level of computer literacy, particularly with the MS Office Suite, including Access Demonstrable level of excellence in customer service delivery, producing positive outcomes Demonstrable ability to produce accurate work when under pressure to meet deadlines and deliver on project outcomes Demonstrable time management/prioritisation skills with the achievement of objectives in a timely manner. Remuneration This position is a grade 13 with a salary range of $55,563 - $65,369 (85%-100%). Progression within the salary range and above shall be based on performance, market movement and at the discretion of the employer.
