JOB STATEMENT This position is a member of the Wellington Shire Council (WSC) Corporate Management Team and is responsible for the overall management and operations of the Development function of the organisation, including the strategic and statutory planning, municipal services, and economic development teams. Key objectives of this role include to: I. Develop long term strategies within the Development functions to ensure corporate goals and objectives are met. II. Lead and manage direct reports and ensure that all employees are recruited, developed, and empowered to assist in achieving WSC s strategic objectives. III. Develop, implement and achieve key outcomes for the Development function as set by organisational business plans and performance indicators. IV. Oversee the provision of community focused customer services. V. Ensure the sustainability and growth of the Wellington community through sound economic development. KEY RESPONSIBILITY AREAS 1. Strategic Planning and Direction Develop a robust understanding of Wellington 2030 Strategic Vision and drive the Development function to achieve the objectives within. Develop and implement the Development Divisional business unit plans to ensure the achievement of WSC s strategic objectives. Develop an integrated approach to the provision of Development across WSC to ensure efficient and mutually supportive practices are used. Liaise with the Chief Executive Officer and the Corporate Management Team to develop and implement the WSC organisational strategic plan and business unit strategies to ensure the achievement of overall WSC strategic objectives. Build relationships and partnerships with stakeholders and advocate on behalf of WSC s Development and Corporate Management Team functions. 2. Leadership and People Management Engender a positive culture within the Development Division that focuses on cooperation, honesty and transparency. Lead and manage direct reports and ensure that all employees are recruited, developed, and empowered to assist in achieving WSC s strategic objectives. Ensure direct reports comply with WSC policy, relevant codes of practices and applicable legislation; and that any issues identified are resolved appropriately.
3. Land Use Planning In consultation with the Manager, develop and implement strategy and operational plans, to ensure a consistent and integrated approach is engaged and highly effective planning solutions are offered to the Wellington Shire community. Oversee the development support function to ensure appropriate services are offered to enable planned projects to be executed smoothly and effectively, and to be delivered on time and on budget. Positively represent WSC in a range of forums relating to land use planning activities and negotiate effective outcomes in such areas with a range of stakeholders including the community, government, service providers and suppliers. 4. Municipal Services In consultation with the Manager, develop and implement strategy and operational plans, to ensure an integrated, planned and proactive approach is engaged in the area with a view to providing high quality and effective services and assistance to the WSC Community. Oversee the Local Laws function of WSC to ensure contemporary and emerging issues within the community and larger society are appropriately addressed within the local laws framework, and that current initiatives are delivering desired outcomes. Oversee a range of field services initiatives such as school crossing management to ensure the protection and continued wellbeing of the Wellington Shire community. Oversee the environmental health functions (such as mosquito management services and immunisation programs) and building functions to ensure appropriate offerings are available to protect and enhance the health, safety and wellbeing of the Wellington Shire community. 5. Economic Development In consultation with the Manager, develop and implement the Economic strategy and operational plans, to ensure continued economic sustainability and growth of the Wellington Shire community through increased business activity and tourism. Represent WSC at an executive level in negotiating partnerships and contracts with both government and commercial stakeholders to ensure beneficial outcomes are achieved for the Wellington Shire community. Direct relevant research to be undertaken in economic development areas to ensure the needs and wants of the community are authentically understood and current opportunities within the shire are identified, analysed and implemented if beneficial. 6. Policy Development and Compliance Develop a range of policies to guide the Development Division service delivery to ensure consistent and legislatively sound practices are engaged across the organisation. Continuously evaluate the effectiveness of the Development Division policy and make recommendations around strategies for improvement.
7. Reports and Statistics Prepare reports for a range of stakeholders (including peers, management and government) around business unit performance, KPI achievements and budget adherence to meet governance and legislative requirements. Prepare ad hoc reports across a range of areas within the Development portfolio to assist in management decision making processes. 8. Budgets In consultation with the Chief Executive Officer and General Manager Governance, develop, implement and adhere to the annual Development Division budget, to ensure achievement of strategic objectives while maintaining effective cost controls. Oversee business units operational budgets within the Division, including labour and utilities costs, to ensure that such expenses are controlled and monitored and effective outcomes are achieved. ORGANISATIONAL RELATIONSHIP Reports to: Supervises: Chief Executive Officer Executive Support Officer- Development, Manager Municipal Services, Manager Economic Development & Manager Land Use Planning Internal Liaisons: The position holder is part of the four person Corporate Management Team (CMT), which has the responsibility for assessing the corporate impact of Council issues and advising the Chief Executive Officer and Council with respect to these issues. Regular liaison occurs with Council, Council Committees, Councillors, Chief Executive Officer, Managers, Directors and staff. External Liaisons: Federal and State Government departments and agencies. Councilors and staff from other Municipalities. Service providers, consultants, contractors, and external audit staff/legal advisors. PERSON SPECIFICATION Accountability and Extent of Authority The General Manager Development is directly responsible for managing the Development Division to ensure achievement of Council and corporate objectives within the confines of established legislation, budgets, timeframes and plans. Overall accountability for the output, focus, responsiveness and achievements of the Development Division. Qualifications and Experience Tertiary qualifications in Business, Commerce, Economics, Community Services or other relevant field. Demonstrated understanding of key legislation and compliance requirements across Development portfolio areas. Significant experience working in a leadership role within a Development function. Demonstrated experience working at a senior management level within a local government environment. Demonstrated high level experience in strategic decision making activities. Strong knowledge of contemporary and emerging Development issues in a local government setting. Victorian Driver s licence.
