1 POSITION DESCRIPTION POSITION: DESIGN OFFICER CLASSIFICATION: BAND 4 DEPARTMENT: SECTION: OCCUPANT: TECHNICAL & DEVELOPMENT SERVICES ENGINEERING & OPERATIONS VACANT DATE: DECEMBER 2006 REVISED: AUGUST 2007 PREPARED BY: APPROVED BY: MANAGER ENGINEERING AND OPERATIONS DIRECTOR TECHNICAL & DEVELOPMENT SERVICES POSITION OBJECTIVE Provide effective and efficient design services within Council s Design and Asset Management section. Attain quality standards to achieve quality in all aspects of project design including municipal design, roads, parks, buildings and drainage assets, traffic management facilities, special projects and other civil works. Provide project investigation, design, documentation, surveying and drafting services to meet relevant Codes, Guidelines and Practices and achieve cost effective and timely service to Council, clients and customers. Maintain project and design management review processes, systems and records ensuring that all designs provided are cost effective, efficient and able to be delivered in a safe manner. KEY RESPONSIBILITIES PROJECT DEVELOPMENT & INVESTIGATION Undertake detailed project investigation and survey for nominated capital and maintenance municipal projects, including municipal design, roads, parks, buildings and drainage assets, traffic management facilities, special projects and other civil works. Prepare conceptual designs and layouts for projects being considered by Council. Prepare concept estimates and programs for designated projects. Position Description: Design Officer Page 1
2 Liaise with suppliers, consultants, contractors and clients to develop comprehensive, efficient and achievable project proposals. Assist with the preparation of development proposals for council works and recommendations for development service conditions for planning permits. Assist with the preparation of project management plans, environmental management plans and project documentation as required. Prepare plans and information for submissions for the Technical and Development Services Department. DESIGN AND DOCUMENTATION Undertake detailed design, project specifications and tender documentation for nominated capital and maintenance municipal projects. Prepare designs utilizing computer aided design and manual design applications. Prepare detailed estimates, programs and project construction files for designated projects. Prepare and arrange basic structural and drainage computations and designs under the supervision of the Design Coordinator DRAFTING Prepare drawings, layouts, presentations and designs utilizing computer aided drafting and manual drafting techniques. Initiate and prepare conceptual designs and drafting. Maintain drawings/design records of Technical & Development Services Department. Utilise personal computer in competent, responsible manner for drafting, design and records. Undertake as constructed drafting of construction works. SURVEY AND FIELD WORK Undertake detailed engineering surveys using electronic survey and other survey equipment of sufficient detail and quality to enable preparation of detailed designs. Set out of design layouts for proposal presentation and construction purposes. Undertake engineering survey and field measurements for proposed works. Utilise the geographical information system to assist the design and drafting process in a competent and responsible manner. Liaise with public utilities and other external bodies where required relating to specific projects. Conduct traffic management and site distance surveys as required for development projects. Undertake as constructed survey of construction works. Undertake data collection, input to database and reports for asset management database development and update and integration with GIS. Design and construction safety audits CONSULTANT SUPERVISION Assist with the supervision of design consultants as directed by Design Coordinator. Position Description: Design Officer Page 2
3 Ensure project works are undertaken in accordance with in time adopted programs, budget constraints and design plans. Ensure that all work practices carried out are in accordance with current requirements, Acts and regulations relevant to activity taking place. GENERAL ADMINISTRATION Ensure that all office practices are carried out in accordance with current requirements, Acts and Regulations and Council policy relevant to the activity taking place. Liaise with the Asset Engineer, Manager Infrastructure Programs, Works and Parks Supervisors, Shire Planner and Building Surveyor as required on a continuous basis on construction and maintenance matters relating to project investigation, works design, set out of works, variations from the proposed designs and as constructed drawings to ensure continuous improvement in designs. Ensure all survey, design and drafting is undertaken to a high standard of quality, in accordance with established procedures and to time and budget, environmental and occupational health and safety controls. Preparation of monthly works reports on design works and project investigation activities. Ensure documentation from all design, surveying and drafting projects is appropriately recorded and filed on Project Files and relevant document control systems. Undertake inspections and reporting on development works for approval as required in liaison with the Infrastructure Services Officer Assist with the development and update of the Engineering and Operations computer system as required, in particular digital terrain modeling software, drafting software and quality assurance system and office software. Assist with the update of required asset management system registers and records information utilizing manual and computer methods as directed by Design Coordinator. Draft and prepare reports, Council reports and correspondence as required. Consult with suppliers/contractors in relation to quotes, estimate preparation and ordering. Perform other data entry functions as required Support and assist other staff as required. CUSTOMER SERVICE & PUBLIC RELATIONS Receive enquiries from the public, counter enquiries and telephone calls for works, parks, plant and depot works and record on Council s customer request system and works maintenance management system as required. Provide detailed information, advice and feedback for all enquiries by the public, consultants, contractors, services authorities, public agencies and promote good public relations by providing effective, efficient and timely customer services in accordance with Council policies. This includes advice and information on all aspects of services provided by Engineering and Operations Prepare advice and information in relation to external requests requiring correspondence. Provide a plan printing service for the public for the designated fee. Perform general design and administrative tasks as directed by the Design Coordinator within the scope and qualifications of the position. Position Description: Design Officer Page 3

Final designs require authority of the Design Co-ordinator. Planning of works on a weekly basis, taking into account the need for flexibility when urgent works arise. The Design Officer has authority to be able to make decisions onsite, being able to assist in the co-oordination of design consultants as required. Ability and freedom to plan allocated work at least one week in advance dependent on design program priorities. The Design Officer is accountable for regular and accurate provision of total station surveying and accurate plan reproduction through manual and computer methods. Accurate and quality production of plans to relevant codes and standards. Operate geographical information system, computer aid design and drafting system, cost reporting, document, client request, asset management and property information systems in a responsible manager. Updating of existing drawing/planning maps on a regular basis. Good public relations feedback on DAMS activities. Accountable for routine reporting to Design Co-ordinator as to status of design, drawing, survey, project design consultants and public relations and liaisons issues. 5 JUDGEMENT AND DECISION MAKING Work procedures are mainly routine and well defined and can vary to where initiative must be shown for relevant circumstances. Carry out the objective of the position using discretion and sound judgment as to the available methods and engineering procedures available. Guidance and advice is always available within time to make a choice. SPECIALIST SKILLS AND KNOWLEDGE Developed Engineering Surveying and set out skills. Developed knowledge of road and storm water drainage design and traffic management standards and methods. Practical knowledge of engineering construction and maintenance techniques including, but not limited to earthworks, road and bridge construction and storm water drainage. Knowledge of Civil Engineering design principles. Highly developed computer skills. Ability to work with highly technical design software, hardware, plotters and printers. Ability to read and interpret plans and instructions accurately. Knowledge of traffic counts. Innovative approach to design and drafting work. Knowledge of quality assurance and environmental management methods and systems currently being implemented in local government. Basic knowledge of geographical information systems. MANAGEMENT SKILLS Ability to manage time and planning of one s own work. Ability to adjust to changes in work programs as required to meet organisation objectives. Self motivated to achieve position objectives. Basic knowledge of personnel policies and practices applicable to design consultants. INTERPERSONAL SKILLS Ability to liaise co-operatively with other staff. Ability to liaise with, negotiate and gain co-operation from the public, consultants and suppliers. Supervision skills. Developed verbal and written communication skills. Ability to prepare routine correspondence. Self motivating and able to motivate others. QUALIFICATIONS AND EXPERIENCE Relevant and recognized qualification in Civil Engineering to Associate Diploma in Civil Engineering level or equivalent qualification. Experience in municipal engineering or equivalent. Knowledge of Civil and Technical Design and Drafting. Experience in the use of computers and computer aided drafting design packages such as AutoCAD. Position Description: Design Officer Page 5
6 Experience in engineering surveying and set-out methods. Experience and aptitude in the use of high technology equipment. Possession of a current Victorian Drivers Licence. KEY SELECTION CRITERIA Recognised qualification in Civil Engineering to Associate Diploma in Civil Engineering level or equivalent qualification. Demonstrated experience in municipal engineering or equivalent. Knowledge of Civil and Technical Design and Drafting. Demonstrated experience in the use of computers and computer aided drafting design packages such as AutoCAD. Proven ability in engineering surveying and set-out methods. Proven experience and aptitude in the use of high technology equipment. Possession of a current Victorian Drivers Licence. RISK MANAGEMENT AND OCCUPATIONAL HEALTH & SAFETY Perform duties in accordance with the Occupational Health and Safety Act, 2004, Regulations, Codes of Practice and Council policies and procedures. Refer and abide by council policies and procedures for risk management. Monitor occupational health and safety / risk management within area of responsibility. Actively participate in the development and implementation of hazard / risk elimination or minimisation strategies. Immediately report any accidents, / risks and hazards to relevant supervisor and take appropriate action. Participate in workplace inspections, audits and risk assessments.
