Its purpose is to provide regulatory services and the promotion of environmental stewardship. Role of Services Section The role of the Services Department is to undertake the regulatory, non-regulatory and science based provisions with regard to the management of the Gisborne District s natural and physical resources and in particular the exercise of its functions as a regional council. It includes the following activities: Monitoring and Hydrology, Biosecurity, Land, Water and Coastal Resource Management. Services disseminates information, assists, regulates, monitors and reports on animal and plant pest management, and sustainable land and water resource management. Some direct control of animal pests is carried out. The activity enables the Council to give effect to Statutory Plans Team Leader Monitoring and Hydrology

and responsibilities under the Biosecurity Act 1993, Resource Management Act 1991 and Soil Conservation and Rivers Control Act 1941. Role of Team Leader Monitoring and Hydrology Co-ordinate the implementation of Council s environmental monitoring, hydrology and environmental data collection and management functions within the Council. Primary Functions 1. Teamwork and Management Lead an effective and efficient team of Monitoring and Hydrology staff. Maintain functioning team relations and ensure all staff contribute positively to team culture. Undertake management of staff and ensure their development to meet the requirements of their roles. Evaluate and manage the financial performance of the team and the Monitoring and Hydrology budget. Produce, implement and record an annual work plan which meets requirements of service level agreements with other parts of Council. Planning, co-ordination and implementation of projects and specific work programmes as requested by the Shared Services Science Manager. 2. Programme Delivery Lead environmental monitoring programmes including periodic review and evaluation ensuring that the operational integrity of the programmes is maintained and that innovation is embraced. Ensure all standard operating procedures are documented and that implementation of any identified improvements for the Monitoring and Hydrology team are completed. Prepare monitoring reports, activity reports and any other reports as required by the Shared Services Science Manager. 3. Technical Acumen Being the technical expert on environmental monitoring and hydrology. Ensure environmental and hydrological data collection, processing, storage and analysis methods adhere to National Monitoring Standards and that there are quality assurance systems in place to maintain data integrity. Oversee the installation and maintenance of a variety of monitoring stations and instrumentation using scientific principles to assist in the improvement of environmental monitoring processes. Maintain relationships with other sections of Council and outside organisations as directed by the Shared Service Science Manager. 4. After Hours Response teams Maintain an on-call roster for Monitoring and Hydrology staff. Be part of these teams and respond to any incident. Team Leader Monitoring and Hydrology

Competencies Academic / Professional Essential: Desirable: A BSc or equivalent degree in environmental, biological or hydrological science, physical geography or environmental engineering. Post-graduate professional qualification New Zealand Diploma in Field Hydrology or similar qualification. Skills / Knowledge Essential: Current, clean, full NZ Driver s Licence. Excellent written and verbal communication skills. Technical understanding of electronic monitoring systems and technology, remote data collection processes and internet based reporting tools. A sound understanding of the principles of data collection methodology, quality control and assurance systems. Work Experience Direct experience with most of the primary functions and related deliverables with respect to environmental monitoring and hydrology. Minimum 5 years post professional qualification experience. Additional Responsibilities The job holder must participate in emergency management training initiatives upon request and assist with any civil defence emergencies as required.
