Position Objective This role is responsible for developing, implementing and maintaining a strategic and comprehensive Work Health Safety Management System which is inclusive of Injury Prevention, Compensation Management and Injury Rehabilitation Best Practice Initiatives. This is a hands-on role requiring a strong mix of administration excellence and relationship management. A demonstrated passion for increasing staff capability in WHSE is essential. Organisational Relationship Reports To: GM People & Culture Direct Reports: Return to Work Coordinator Reception Staff Key Relationships: Regional Managers Residence Managers Executive External stakeholders Residence and Central Services Staff 3. Essential Qualifications / Experience / Skills Required: Essential Competent in assisting Managers to develop Return to Work plans Previous successful claims management experience OH&S experience with Workplace Assessment experience Strong communication, relationship building and interpersonal skills Multi-site exposure Diploma of OH&S Excellent time management and organisational skills Sound understanding of the Accident Compensation Act Sound understanding of the Occupational Health and Safety Act Presents professionally, as appropriate for the occasion. Desirable Certificate IV in Workplace Training and Assessment. 4. Key Areas of Responsibility 4.1 Return to Work To coordinate the provision of high quality, best practice rehabilitation and return to work services to employees and the management of all WorkCover claims, ensuring they are all processed in accordance with the Accident Compensation Act This includes: Manage all WorkCover claims and ensure they are all processed in accordance with the Accident Compensation Act 1985 and BlueCross policy and procedures Position Description Return to Work / Work Health Safety Manager Page 2 of 6 Reviewed: November 2013

3 Be the first point of contact for employees and managers regarding workplace injuries, return to work and rehabilitation programs for injured employees Liaise with key stakeholders in relation to the accurate completion and administration of WorkCover required paperwork Coordinate timely and effective WorkCover rehabilitation and case management, with emphasis on early intervention and effective return to work programs Maintain regular contact with injured employees and their managers to review the progress on Return to Work plans Represent BlueCross at WorkCover Conciliation conferences and other conciliation/legal hearings if necessary Ensure all claims and claim files are maintained to ensure compliance with relevant legislation and statutory authorities Enable, support and coach supervisors and managers on the management of injuries in the work place Manage all communication with BlueCross s insurance provider regarding claims Analysis and report on WorkCover claims cost and premium impacts. Measures to be monitored WorkCover claims administration Reduction in WorkCover Insurance Premium Increased organisational capability in Claims Management. 4.2 Work Health Safety (WHS) and Environment Manager To provide professional advice and service to BlueCross on all health and safety matters, including the management and implementation of BlueCross WHS management system and compliance against AS4801 and International Standards. This includes: Develop occupational health and safety consultative structures and arrangements Develop, maintain and update all policies, procedures and manuals covering occupational health and safety, workplace rehabilitation and compensation management Develop, maintain and evaluate hazard identification and incident reporting systems Develop and implement a systematic and strategic approach to risk assessment, hazard identification; incident investigation and control procedures Maintain the structure of designated Work Groups and WHS committees and arrange for the election and training of Health and Safety Representatives (HSR s) Arrange and assist with training for Health and Safety Representatives, as required Assist WHS and Workplace Committees and Chair where necessary, to perform their functions Develop and maintain other systems as required including; hazard reporting, purchasing controls & contractor controls Develop and assist in the coordination occupational health and safety training programs for all employees Develop and manage in conjunction with Emergency Coordinators and Property Business Unit emergency management policy and manuals Implement an annual evacuation drill program in line with emergency management principles Position Description Return to Work / Work Health Safety Manager Page 3 of 6 Reviewed: November 2013

4 Maintain an up-to-date awareness of changes \ forthcoming changes to relevant legislation which may impact upon BlueCross and develop appropriate compliance strategies Undertake risk, ergonomic, manual handling and worksite assessments Prepare an WHS Safety Plan together with key performance indicators specifically for injury improvement Report on the operations and performance of the WHS to the Executive Team, Senior & Regional Managers and People and Culture Conduct an annual audit of the Workers Compensation and Premium systems Developing and recommending safety strategies to prevent; reduce and/or minimise injuries in the workplace Analysing injury and near miss reports and conduct incident investigations with recommendations on preventative and corrective improvements Providing support to managers, supervisors and staff and promote a safe environment. Measures to be monitored Reduction in WHS incidents Increase in staff WHS awareness and capability Increased organisational capability in Claims Management and WHS. 4.3 Professional Practice Remaining up to date in respect of practices in WorkCover management Working as an effective team member of the People and Culture Group and maintaining an effective peer support network. 5. 5 6. Occupational Health & Safety Maintain a safe working environment in your area of responsibility Ensure that OH&S principles and guidelines are adhered to Report any breach in OH&S. Document any hazard and make suggestions / recommendations for improvements Report accidents and injuries and near misses as per BlueCross Policy and Guidelines Provide and maintain so far as is practicable a working environment that is safe and without risk to health Take care of your own health and safety and the health and safety of any other person who may be affected by your acts or omissions at the workplace Understand responsibilities and accountabilities to yourself and others in accordance with OH&S legislation and BlueCross policies and promote a working environment that is congruent with these guidelines.
