2 INTRODUCTION The Interna*onal Feed Industry Federa*on (IFIF) has been recognized by developing Countries for its leading role in the world for the produc*on of safe animal feeds that guarantee human food safety. The complimentary role of FAO/Codex with IFIF is also widely recognized along with the Sanitary and Phyto-sanitary (SPS)protocols in the WTO ar*cles for countries par*cipa*ng in Interna*onal Agricultural trade.
3 INTRODUCTION (Cont.) African Countries with less technical resources for feed safety protocols have been disenfranchised from Interna*onal animal feed trade, as well as local cer*fica*on of process and products. Governments in most sub-saharan Africa including Nigeria therefore have been encouraging the private sector producing animal feeds, to comply with interna*onal benchmarks for quality and food safety. This is envisaged to impact posi*vely on higher revenues from increased Consumer confidence in animal products, which is expected to drive expansion and profits for operators.
4 INTRODUCTION (Cont.) In view of the above, Nigeria through the Nigerian Ins*tute of Animal Science (NIAS) anends the FAO/IFIF Interna*onal Feed Regulators Mee*ng (IFRM). Having achieved this, NIAS considered it expedient to mobilize the Industry Operators for capacity building for feed safety. NIAS consequently applied to IFIF for technical assistance for capacity building for feed safety in Nigeria.
5 ECOWAS & NIGERIA
6 Project Broad Aims To train a corps of Trainers who will implement further training to the stakeholders in Nigeria on animal feed safety for an eventual self regula*on in the feed sector. To achieve animal feed safety in Nigeria, through the implementa*on of the Codex Alimentarius Code of Prac*ce on Good Animal feeding using the IFIF/FAO Manual. To achieve other Interna*onal food and feed safety quality benchmarks in Nigeria To develop a cordial working rela*onship between the Industry Operators and Regulatory Agencies in Nigeria To strengthen collabora*on between Regulatory Agencies on food and feed safety, as Agencies have overlapping mandates in their various Acts of Parliament establishing them. To eventually integrate/affiliate the Nigeria Na*onal Feed Associa*on with IFIF To build competent capacity that will lead to the forma*on of a West African Feed Associa*on affiliated with IFIF.
7 3 CARDINAL OBJECTIVES OF PROJECT CAPACITY BUILDING CAPACITY BUILDING FOR FEEDMILLERS, REGULATORS AND OTHER ACTORS FULL UNDERSTANDING OF ANIMAL FEED SAFETY FOR HUMAN FOOD SAFETY INDUSTRY EXPANSION EXPANSION OF NIGERIA S FEED SECTOR IN QUALITY, VOLUME & VALUE COMPLIANCE WITH ALL INTERNATIONAL FEED SAFETY BENCHMARKS INCREASED INVESTMENT FOR HIGHER PROFITS INCREASE IN TECHNOLOGICAL SHIFT STARTING FROM INGREDIENTS, PROCESS, DISTRIBUTION, STORAGE & REGULATORY ACTIVITIES. ACHIEVE 5% ANNUAL INDUSTRY UPGRADE FROM SMALL SCALE FEED OPERATIONS TO COMMERCIAL OPERATIONS
8 STRATEGY IFIF PRE-TRAINING VISIT TO NIGERIA. NIAS PRE-TRAINING STAKEHOLDERS SENSITIZATION WORKSOP IFIF PILOT TRAINING PROJECT ON IMPLEMENTATION OF CODEX CODE OF PRACTICE ON GOOD ANIMAL FEEDING POST TRAINING ACTIVITIES: NIAS/USAID- WATH INVEST IN ANIMAL FEED WORKSHOP. APPOINTMENT OF REGIONAL TRAINERS FOR FEEDMILLERS GAPS IDENTIFIED & ADDRESSED THROUGH TRAINING THE TRAINERS 30 TRAINERS TRAINED POST TRAINING IMPLEMENTATION TRACKING: REGIONAL OR LOCAL TRAINING DONE BY THE TRAINERS. ACQUISITION OF BETTER EQUIPMENT AND PROCESS BY INDUSTRY. PROJECTED 5% INCREASE PER ANNUM IN COMMERCIAL FEEDMILLERS BY 2018 BETTER FEED SAFETY COMPLIANCE
9 TRAIN -THE -TRAINER PROCESS 1. NIAS contacted and discussed the request for training with IFIF 2. IFIF Educa*on CommiNee met with NIAS to clarify and evaluate the request. 3. NIAS formally completed and submined IFIF applica*on documents including a brief on Nigeria s Feed sector/ gap analysis. 4. IFIF evaluated the applica*on and requested for further informa*on ( Proposed venue, Length of Training, Design of Cer*ficate, Security Issues, Number of Trainees etc). These were submined. A 3 day training was agreed.
10 THE PROCESS (Cont.) 5. IFIF approved the Train-the Trainer program with a pre Training visit to Nigeria by the Educa*on CommiNee Chairman and Secretary. This was to obtain a firsthand knowledge of the feed sector in a West African country se]ng, to assist the development of appropriate training modules. The pre-training visit was conducted between July 7 th and 8 th 2015 visi*ng an Industrial Feedmill, a Commercial feedmill, an On-Farm Feed producer and a Toll Feedmill operator. 6. NIAS selected and forwarded to IFIF, the list of the agreed 30 number of Trainees drawn from members of Nigeria Na*onal Feed Associa*on, Government Regulators, the Federal Ministry of Agriculture, Academia, Animal Science Associa*on of Nigeria and Private Prac**oners who are Analysts.
11 THE PROCESS (Cont.) 7. Date of Training was jointly agreed with IFIF as October th 2015 at Sheraton Hotel, Ikeja,Lagos. 8.IFIF developed the Training materials and sponsored all logis*cs for the Training which include Hotel, Facilitator, Training workshop materials etc. NIAS organized a Stakeholders sensi*za*on workshop prior to the program on the lis*ng of approved commercial feed ingredients in Nigeria and Feedmill Business Premises Registra*on. 9. The Train-the-Trainer program was held and at the conclusion, examina*on was conducted and Cer*ficates issued.

18 Post training and Follow-Up ac;vi;es to measure the impact:! 6 working groups for Nigeria s 6 geo-poli*cal zones with Regional Co-ordinators were appointed.! These will organize the Training of others in their respec*ve regions. They were given terms of reference, with a *me line of achieving the first training by the end of Quarter
19 Post training and Follow-Up ac;vi;es: A workshop for Stakeholders was held 2 weeks aoer the Training at the same venue to promote new Investment in animal feeds. It was *tled Invest in Animal Feed Workshop in collabora*on with the USAID- West Africa Trade & Investment hub(usaid-wath)

21 BENEFITS DERIVED 1. There is now full awareness ever than before for animal feed safety in Nigeria, through the Train-the Trainer program which was highly publicized across Nigeria. 2. Nigeria Na*onal Feed Associa*on members are now fully aware of the role of IFIF/FAO in Interna*onal Feed safety. A few have commenced facility restructuring to implement some aspects of the training. 3. Nigeria s feed operators are beginning to have confidence in Regulators as partners in progress to assist their business to grow. Hidden feed produc*on figures were released to Regulators. Nigeria s es*mate for 2015 stands at 5.3 million metric tonnes.
22 BENEFITS CONTINUED- POST TRAINING TRACKING IMPLEMENTATION OF SOME ASPECTS OF THE TRAINING HAS BEGUN AT THE FOLLOWING MAJOR FEEDMILLS IN NIGERIA: ANIMAL CARE FEEDMILL: INSTALLED NEW HANDWASHING BAYS, FOOT DIPS AND VEHICLE SPRAY UNITS, SCREENING AGAINST WILD BIRDS & RODENTS FOR BIOSECURITY. CURRENTLY INSTALLING SILOS FOR GRAINS AND ACQUIRING BULK DELIVERY TANKERS TO REDUCE IN-HOUSE CONTAMINATION. INTENSIFIED QUALITY CHECKS FOR INGREDIENTS AT MATERIALS RECEIVING POINT
