4 GIS in the MOECC The Ministry of the Environment and Climate Change (MOECC) is responsible for protecting Ontario s air, water, and land by developing, implementing, and enforcing legislation, policies, and programs in support of its vision of a healthy environment for a strong Ontario. Provides enterprise level support to promote Ministry program delivery, decision making, information management and technological implementation IT Cluster Science Drinking Water 4 Provides scientific and technical support to Ministry programs through GIS and Open Data Services offering a range of internal & public facing tools and solutions Response to external partners and public increasing demands on data access Communications Corporate Management Environmental Programs MOECC GIS Policy Operations

8 What is Portal for ArcGIS? ArcGIS Online installed behind your organization s firewall (hosted on your infrastructure) Provides similar functionalities as ArcGIS Online which: Allows to share maps, applications, and other geographic information with staff in your organization through a website Puts GIS in the hands of people who might not otherwise have any experience with it Create, save, and share web maps Create and host web mapping apps Search for GIS content within your organization Create groups for sharing GIS information with coworkers Requires a named user account to be a contributor User roles define what users can and cannot do 8
9 Why do we need Portal for ArcGIS? Editing A multi region data clean up exercise: A collaborative tool for multiple staff from the Regions to edit and QA/QC data A multi ministry science project: A common platform for multiple Ontario Government groups to view data in the data gathering/ inventory phase and share with other Ministries Collaboration Tool Reporting Communication - new innovative way for reports: Program areas look for innovative way for producing annual/ bi-annual public reports e.g. Water Quality Report Senior management briefing: A comprehensive way to present an event including maps/ data and supporting documents and context Story Telling 9

11 Our Setup Steps Setting up Portal in our organization as an enterprise administrator: 1. Web GIS Launch Kit for Portal for ArcGIS Brought Esri Canada into our office for 1 week to help us deploy Portal for the first time 2. Configuration and Upgrades Lots of exploring on our own to configure it ideally for our environment and needs Completed 2 version upgrades 3. Esri Support Used Esri support when stuck on issues 11
12 Choosing a Deployment Option There are multiple deployment considerations o Will ArcGIS Server and Portal be on the same machine? o What type of security model will you use? o Do you plan to federate your server? o Will you use a hosting server? 12 Unfederated Federated Image Source: Esri.com
13 Our Deployment We wanted to be able to: o o o Support up to 200 members without creating individual accounts Use a single server for all elements Use Portal with ArcGIS Server seamlessly 13 Our configuration: Installed ArcGIS Server and Portal on the same server Federated our server Used Integrated Windows Authentication High amount of disk space to support a lot of content Our Configuration Image Source: Esri.com
14 Installing Portal Installing Portal itself is fairly straight forward with the use of the Installation Wizard At this phase (pilot) we have only deployed to one server and do not have a formal Development, Test, and Production environment yet Must ensure your environment meets the minimum requirements for the product Our Environment Operating System Memory Processor Disk Space Windows Server 2012 R2 Standard 64-bit 8GB of RAM 8 Cores 1.6TB 14
15 Upgrading Portal Upgraded from to 10.3 Upgraded from 10.3 to Also upgraded ArcGIS Server and Web Adaptors at the same time No need to uninstall the current version Upgraded to have access to new features such as the Web App Builder and ArcGIS Data Store 15
16 Additional Configuration Settings Integrated Windows Authentication Configured our Portal site to use Windows Active Directory to prevent our members from having to have separate user credentials Acquired an SSL certificate Data Store The ArcGIS Data Store is an alternative to using a database like SDE We can now publish thousands of feature layers to our Portal and store them in our Data Store using our local disk space 16
17 Technical Challenges Browser Support o o The primary browser in the Ontario Government is Internet Explorer 8, which does not support all functionality We have access to Google Chrome as a secondary browser, but it is a dated version as well Migrating Servers o o Migrated to a new server halfway through configuration and testing Had to figure out how to move Portal without starting over 17

21 A Create a Vision S M Specific Measurable Begin implementation with SMART Use phase approach if applicable A R T Achievable Relevant Time based Vision: To maintain a sharing and manageable environment for GIS staff to efficiently assist program areas to deliver services 1. Manageable: limit scope to include storage size and number of items (apps) published network wide 2. Reliable: share only authoritative, current and reliable data within Portal environment 3. Responsible: encourage responsibilities from Portal users to sustain a friendly sharing environment 21
22 A. Create a Vision Manageable Objectives Maintain storage size growth at a moderate pace long term Manageable Number of applications published network wide are well maintained How to achieve? Develop best practices documentation Regular reminder Set up policy on removing unused content within a defined period Create custom roles and assign limited GIS users with create tile caching capability Set up a streamlined process for publishing apps to entire network and ministry wide Reliable Only trusted data shared network wide Publish authoritative data from an official account Ensure metadata records are completed Responsible Raise awareness of user responsibilities Set up workshops on tips and tricks, lessons learned, case studies Best practice documentation 22
23 B Gain Support and Communication Communication is key Keep your colleagues, program areas, communication branch and senior management informed so they understand how the product could help to address their business issues Understand if there are any concerns with the implementation Gain support and buy-ins To achieve effective communication in these meetings/ presentations, prepare the following prior: 1. The word Portal is used in many applications these days Our unit had 3 other applications with Portal in the name before we even started using Portal for ArcGIS Creating an identity or a brand is very important for your site Come up with a unique name for your site Apply your organization s branding Don t be afraid to be creative Distinguish your site from your organization s other applications Customize the look and feel of your site 28

31 D Learn and Share The learning curve for being an administrator is greater than that of a user o It is important that you share your experiences and the things you have learned Create a mechanism in which you can collaborate with others in your situation D Learn and Share o Example 1: We have met and exchanged calls/ s with another Ontario Government group who is also using Portal o Example 2: We are participating in a task team with participants from all GIS using Ontario Ministries to complete Proof of Concept projects 31

37 Administration o Challenges We are a fairly large organization so there is a lot of work in managing user accounts, content, etc. Learning curve o There is a learning curve for each part of the product (configuration, administration, and being a user) Environmental and infrastructure limitations Monitoring usage statistics 37 o There is a tool, but it does not cover all the information we would like such as how much storage an individual member is using Accessibility compliance o The site is internal only, but this is still an upcoming issue under AODA
