1 ELECTION COMMISSION OF INDIA Nirvachan Sadan, Ashoka Road, New Delhi No.485/Comp/Call Centre/2011 Dated : NOTICE INVITING TENDER Separate sealed tenders are invited from National Informatic Centre (NIC) empanelled Firms / Companies for the Information System Security Audit of 3 applications namely, Citizen Services System, Electoral Roll Management System and SMS Based Poll Monitoring System being run in the Election Commission of India. The Security Audit covers an assessment of security of Election Commission s networked infrastructure comprising of computer system, networks, operating system software, application software etc. and performance audit of application softwares :- 1. Citizen Services System :- A comprehensive Citizen Services System (Public Grievance Redressal System) has been developed by the Election Commission in such a manner that in addition to redressing the complaints of public, it also serves as a common interface for providing services to the citizens. It is thus aimed as a complete G to C interface to provide seamless services to the citizens on election related matters. Technology : VB.Net 3.5 Web App : Asp.Net 3.5 O/S : Windows 7 Back End : SQL Server Electoral Roll Management System (ERMS) The Electoral Roll Management System (ERMS) is a window based application developed for using web services as a database retrieval technique. It covers the entire process of Electoral Roll preparation in the states from electoral roll revision, data management process, electors registration, correction and data modification to final publication of Electoral Roll and preparation of Electors Photo Identity Card (EPIC). Language : VB.NET (Windows / Web Services) Front End : Microsoft Visual Studio 2008 Professional Edition Back End : Microsoft SQL Server SMS Based Poll Monitoring System SMS Based poll monitoring system is based on short message service. It is an event-based management system. All events relating to polling process will be captured by SMS. In case SMS does not

2 work, it will be monitored through website. Every Presiding Officer/Sector Officer will send SMS regarding a particular event on virtual number given by Election Commission of India (ECI) / National Informatics Centre (NIC). On the basis of SMS received from Presiding / Sector Officer different types of reports will be generated. Language : VB.net (Web based ) Front End : Microsoft Visual Studio 2008 Pro.Edition Back End : Microsoft SQL Server 2008 Other Utilities : Using SMS Receive / Send API provided by NIC Tender documents with details of the terms and conditions may be collected by interested firms / companies from Section Officer, Computer Section, Room No.510 between AM to 5.00 PM on any working day within 15 days from the uploading of Notice Inviting Tender on Commission s website Sd- ( T.C. Blank Tender Form cost - nil. EMD Rs.10,000/- for each of the above 3 applications separately. Last date/ time of submission 15 days from the uploading of Notice Inviting Tender on Commission s website. TERMS & CONDITIONS 1. The firm must be empanelled with NIC for security audit. 2. A letter of empanelment issued by NIC must be attached. 3. Earnest money of Rs.10,000/- (Rupees Ten Thousand only) for each of the above 3 applications separately through a demand draft of any scheduled Bank in Delhi/ New Delhi drawn in favour of Pay and Accounts Officer, Election Commission of India, Ashoka Road, New Delhi must be submitted alongwith the bid. Earnest money received from the tenderers will be returned without interest immediately after the process of selecting the awardee is over. 4. If the bidder meets the above requirements, he may submit his complete Bid including Technical and Financial Bids with all enclosures, EMD etc. Such Bids must be submitted in a sealed envelope. A separate Bid must be furnished for each of the applications mentioned above. This sealed envelope should be addressed and sent to Shri T.C. Kom, Under Secretary, IT, Automation & Technology Division, Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi by 3.00 p.m. on the ( date fifteen days from the uploading of NOTICE INVITING TENDER on Commission s website). All envelopes must clearly mention the name of company also on the top so that bids don t get misplaced or mixed up. After scrutiny and decision on the Technical Bids, the Financial Bids will be opened, the time for which will be announced at the time of shortlisting qualified bidders.

5 The Commission s officers may look into any factors besides the conditions mentioned above for qualifying the bidders if needed. The decision of the Tender Committee will be final in this matter.
