Advertisement No. 650 Date: Sealed tenders are invited from reputed agencies having expertise in Display of Hoardings(Flex)/ Wall Paintings /Posters under IEC activities within Odisha to provide the services to Display the Hoardings(Flex)/ Wall Paintings /Posters as a part of IEC Activities for Inter-State Migrant Workmen in 80 nos, 70 nos & 10,000 nos of locations respectively in Municipal Corporation, Municipalities, NACs, Blocks & Panchayat HQrs of Khordha District with the prescribed specification of materials and writings as Annexed under A,B & C within the Tender Value of Rs.6,05,000/- Only. The interested Service providing Agencies are requested to apply in the prescribed format given in the Tender document (Application of Bid) with all required documents to the undersigned on or before by 3.00 PM during the office hours. The tender document may be sent by Speed Post/Registered Post / in Person to the District Labour Officer, Khordha, Bhubaneswar, Govt Building, Type-III, Block-7, Unit-III, Bhubaneswar. The detailed information for Display of Hoardings(Flex)/ Wall Paintings /Posters under IEC activities for the Inter State Migrant Workman in Khordha District has been given in the Tender Document which may either be downloaded from the District Portal website or obtained in person from Sr. Clerk, District Labour Office, Khordha, Bhubaneswar on cash payment of Rs.600/- on any working day between AM to 4.00 PM. Tender Application Form obtained from the website should be submitted along with Bank draft of Rs.600 /- drawn in favour of District Labour Officer, Khordha, Bhubaneswar. The last date and time for submission of Tender Document is by 3.00 PM. The tenders will be opened on 02/02/2018 at 4.00 PM in the Office of the District Labour Officer, Khordha, Bhubaneswar. 3 SCOPE OF WORK AND GENERAL INSTRUCTIONS FOR BIDDERS 1. The District Labour Officer, Khordha, Bhubaneswar requires the services of reputed, well established and financially sound Agencies having expertise on Display of the Hoardings(Flex)/ Wall Paintings /Posters under the IEC Activities. to provide services for Display of the Hoardings(Flex)/ Wall Paintings /Posters under IEC Activities for the Inter-State Migrant workmen of Khordha District. 2. The contract for providing the aforesaid IEC Activities is likely to commence from and would continue till The contract may be curtailed / terminated before owing to deficiency in service or substandard quality of Display as well as materials by the selected Agencies The DLO, Khordha, Bhubaneswar however, reserves right to terminate this initial contract at any time after giving one week s notice to the selected Agency. 3. The estimated cost of the contract is Rs.6,05,000/-(Six Lakh Five Thousand ) approximately. 4. The interested Service Provider Agency may submit the tender document complete in all respects along with Earnest Money Deposit (EMD) of Rs. 10,000/and other requisite documents by before 3.00 PM in the O/o the District Labour Officer, Khordha, Bhubaneswar. 5. The tender has been invited under Single Bid system i.e. Application of Bid. The interested agencies are advised to submit sealed envelope super scribing Application of Bid for Display of the Hoardings(Flex)/ Wall Paintings /Posters under IEC activities for Migrant Workmen. The sealed envelope should be kept in a second sealed envelope super scribing Tender for Display of the Hoardings(Flex)/ Wall Paintings /Posters under IEC activities for Migrant Workmen. 6. The Earnest Money Deposit (EMD) of Rs.10, 000/- (Rupees Ten Thousand) only, refundable (without interest), should be necessarily accompanied with the Application of Bid of the service provider in the form of Demand Draft / Pay Order drawn in favour of District Labour Officer, Khordha, Bhubaneswar failing which the tender shall be rejected summarily. 7. The successful tenderer will have to deposit a Performance Security Deposit of Rs.45,000/- (Rupees Forty Five Thousand) only in the form of Bank Guarantee from any Nationalized Bank drawn in favour of District Labour Officer, Khordha, Bhubaneswar covering the period of contract. 8. The tendering Service provider/agency are required to enclose self-attested copy (a) (b) (c) (d) (e) of the following documents along with Tender Bid. But the firm has to produce original copies for verification at the time of evaluation of the bid, failure to produce original copies will tantamount to disqualification. Registration certificate of the applicant organization/agency; Copy of PAN/GIR card; Copy of the IT return of last 03 years; Copy of GST registration certificate; Copies of the Bank Account containing transactions during last three years.

4 9. An incomplete or conditional application will be summarily rejected.

5 10. All entries in the tender form should be legible and filled clearly. If the space for furnishing information is insufficient, a separate sheet duly signed by the authorized signatory may be attached. No overwriting or cutting is permitted in the Bid Form. In such cases, the tender shall be summarily rejected. However, the cutting, if any, in the Bid Application must be initialed by the person authorized to sign the tender bids. 11. The Tender bid shall be opened on the scheduled date and time which will be intimated later on in the District Labour Office, Khordha, Bhubaneswar in the presence of the representatives of the applied Service Providers/Agencies, if any, who wish to be present on the spot at that time. REQUIREMENTS FOR THE TENDERING AGENCY /SERVICE PROVIDER 1. The tendering service provider should fulfill the following technical specification: a. The registered office of the Agency should be within the State. b. They should be registered with the appropriate registering authority; c. They should have at least three years experience in providing such services to Government Departments, Public Sector Companies/Banks, etc. d. They should have their own Bank Account. e. They should be registered with Income Tax and Commercial Tax department.
