2 MANAGEMENT AND ADMINISTRATION TECHNICAL LEAD: ETL D2 0318/ The ETL Technical Lead role is to plan, coordinate and supervise and/or participate in all activities related to the integration of data across various sources into an organised and unified view within the surveillance data warehouse to ensure the delivery of timely, accurate information in support of the mandate. Orchestrate integration projects and corresponding strategies between business units, data stewards and development teams Ensure that integration projects meet business requirements and goals, fulfil end-user requirements, and identify and resolve systems issues Develop standards and processes to support and facilitate integration projects and initiatives Revise data integration architectures when required to be compatible with changing business needs and client standards so that all legal, compliance and operational requirements, such as data security and privacy policies are accounted for Maintain high standards of data quality through the introduction and enforcement of information handling processes and organisation of the data integration processes Collaborate with Business Intelligence specialists to establish overarching strategies and service oriented architecture Conduct research on emerging data integration products, languages and standards in support of procurement, development, security and integration efforts in relation to Business Intelligence, big data management and Master Data Management Manage the selection, deployment and maintenance of data integration tools for the organisation Lead testing phase of data integration development in order to identify and remedy potential problem areas Liaise with developers as well as specialists within the team to address issues in data patterns and ETL architecture Build relationships with development and infrastructure engineering teams to gain an understanding of different data architectures and required functionality Monitor, measure and manage the data integration solutions. Four-year university degree in Information Technology, Engineering or Biological Sciences (Master s degree is desirable) Relevant technical certifications e.g. Informatica, Datastage(highly advantageous) Data quality training Minimum 15 years experience in informatics years experience using relational databases e.g. Oracle, IBM, Netezza, SQL Server years structured/procedural query language (SQL and PL/SQL) and use of data query tools years experience in data warehousing and/or data analysis and/or data quality years experience development data integration solutions using enterprise tools e.g. Informatica or Datastage 5 years Informatica experience Experience specific to healthcare industry Proven experience in overseeing the linking of cross functional databases between disparate business units and systems Experience with business and technical requirements analysis and data mapping Extensive experience with data integration architectures Technically fluent in programming languages, including PL/SQL, XML and OS (Microsoft and Linux) scripting Knowledge of relational database design and data modeling Good project management skills and/or substantial exposure to project-based work structures, project lifecycle models etc. Knowledge of network protocols and standards, including firewalls and secure file transfer protocols Knowledge of data quality management practices Knowledge of data quality management practices Knowledge of Python and or R Exposure to an LIS (Laboratory Information System) -1 year.

3 MANAGEMENT AND ADMINISTRATION LEAD- DATA ANALYST D2 0318/ The Lead Data Analyst role is to be a primary contributor to the design of the surveillance data warehouse and its associated analytics environment, by leveraging a detailed understanding of the data elements in the surveillance data warehouse together with a knowledge of the information required by external and internal stakeholders, the Lead Data Analyst will ensure the delivery of pertinent, accurate in support of surveillance and public health. Improve the accuracy of data in the surveillance data warehouse by working with other specialists on the team to resolve any data quality problems that are identified Profile data and design and validate reports which support the information requirements of internal and external stakeholders Identify, recommend and initiate enhancement requests to ensure that changing business and external stakeholders needs are addressed Create data mining architectures, coding standards, and data analysis methodologies Assist in the development of data management policies and procedures Conduct research and make recommendations of data mining products, services, protocols and standards in support of procurement and development efforts Lead the development and deployment of required data queries in response to business user needs in support of the organisations surveillance mandate Provide and apply quality assurance best practices of data mining/analysis services Develop, implement and maintain change control and testing processes for modifications to data models Create data definitions for new database table development and/or changes to existing ones Assist research in accessing pertinent data parameters to ensure that their research objectives are met Design and execute the test scenarios and test scripts to ensure that the required standards and objectives are met in terms of the business needs and accuracy Coach and mentor other team members, perform cross-training and facilitate information sharing among team members to ensure the development and growth of the team. Four-year university degree in Biological Sciences, Epidemiology or Health Sciences (Masters or PhD desirable) Data warehouse training Data quality training Certification in MicroStrategy or other enterprise analytical reporting tool Minimum 10 years experience in data analytics 8-10 years experience using relational databses e.g. Oracle, IBM Netezza, SQL Server 8-1oyears structured/procedural query language (SQL and PL/SQL) and use of data query tools 8-10years experience in data warehousing and/or data analysis and/or data quality and/or data reporting Experience in MicroStrategy Visual Insights and/or other data mining software e.g. SAS Lab experience (1 or more years) Strong understanding of data mining models, structures, theories, principles and practices Knowledge of data modeling Strong familiarity with data preparation and processing Knowledge and applicable data privacy practices and laws Knowledge of data quality management practices Knowledge of Python and/or Exposure to an LIS (Laboratory Information System) 1 year. 4 PAYGRADE: DIVISION FOR PUBLIC HEALTH SURVEILLANCE AND RESPONSE FIELD EPIDEMIOLIGIST (FIXED TERM CONTRACT: 12 MONTHS) D1 0318/ To provide epidemiological expertise and support with regards to planning and establishment of an epidemiology short course, research studies and training activities undertaken by the unit, the investigation of communicable disease surveillance systems, public health preparedness and response and control of communicable diseases. The incumbent will be based at SAFETP and will work under supervision and mentorship from the senior epidemiologist and director of the SAFETP programme: Engage in local, provincial and district leadership in the pre-training planning process to better ensure participation and linkage of the epidemiology short course to local priorities Engage Department of Health and Centre for Disease Control in in planning to better align future epidemiology training with National Department of Health training needs Coordinate the logistics of planning and establishing the frontline courses Improve understanding of the epidemiology of priority communicable diseases through supporting the design and management of investigations and research studies of course participants Provide epidemiological expertise and support to all activities of the SAFETP Provide field supervision and training on communicable diseases surveillance and outbreak investigation and contribute to the teaching within the SAFETP long and short courses Comply with any reasonable and lawful instruction issued by the manager. Master Degree in Public Health or MSc Epidemiology and Biostatistics Field experience in infections disease epidemiology surveillance outbreak investigations and response and/or research experience Experience with data analysis, public health research and report writing Exposure to and understanding of the Public Health Sector Knowledge of epidemiology and statistical methods Knowledge of and insight into laboratory practice with specific reference to the NHLS and and surveillance expertise and activities Knowledge of statistical software package for epidemiology analysis, MS Access, Excel, STATA or SAS Good understanding of the health systems in South Africa and at district level Excellent interpersonal and communication skills (verbal, written and presentation) ) Problem solving skills Code 8 Driving License and own transport.

5 PAYGRADE: CENTRE FOR ENTERIC DISEASES MANAGER LABORATORY PAY ZONE D1 0318/ To manage a laboratory to ensure achievement of a cost effective and high quality service in line with customer and business needs. Manage the correct application of quality assurance processes and standard operating procedures to ensure corrective actions are taken as required Review and recommend change to standard operating procedures in order to ensure the laboratory is constantly able to provide a high quality, cost effective and safe service Oversee and monitor equipment calibration and maintenance to ensure accurate and reliable results, oversee and monitor the validation of new equipment for implementation in the laboratory Oversee asset management and procurement of goods to ensure the most effective utilisation of resources, optimise stock levels, reduce costs and ensure availability of required stock at all times Generate management reports as required to monitor work and performance status of the laboratory and take corrective action when required Liaise with customers in order to resolve service related issues, maintain a positive image of the organisation and promote the services of the laboratory Accountable for the implementation and maintenance of the quality system that governs the laboratory and service components of the department to ensure compliance with the principles of Good Laboratory Practice and the fulfillment of SANAS accreditation requirements Participate in the involvement and promotion of Continuing Professional Development (CPD) activities within the department/laboratory to contribute to staff development and in compliance with HPCSA requirements Contribute to the development of an annual operational budget, and monitor and control expenses against budget in order to control costs and maximise the profitability of the lab Oversee the implementation and correct application of all NHLS policies and procedures to ensure compliance Plan and manage the activities of staff to ensure they achieve their performance objectives and ensure the most optimal utilisation of available resources Ensures Training and development of staff to ensure they have the skills required by the organisation and are able to achieve their performance objectives Oversee the training of students to ensure comprehensive prepare Perform the role of a medical technologist as required as per operational needs. 3 year relevant Degree/ diploma HPCSA registration in appropriate category Knowledge of usage of Laboratory Equipment Knowledge of Health and Safety issues in a Laboratory Environment Knowledge of Laboratory Procedures and process Knowledge of TQMS Knowledge of stock control Assertiveness Interpersonal skills Basic understanding of finance and general management & computer skill Ability to work under pressure Communication skills Planning, organising and process Management Analytical skills.

6 DIVISION FOR PUBLIC HEALTH, SURVEILLANCE AND RESPONSE SPECIALIST: WEB CONTENT C4 0318/ To manage, edit, graphic design and site manage the content and upload into all the online media platforms to ensure quality, timeous messaging for the organisation. Develop and manage content for organisation's web presence using content management software to keep the stakeholders informed on a regular basis Coordinate web projects across departments and centres to provide consistency and support to projects across the organisation Maintain a consistent look and feel throughout all web platforms Brand the identity of the organisation on all online platforms Work with cross-departmental teams, maintain and develop the master content calendar for all web properties, coordinating activities and housing them in a central point of location Copyedit and proofread all web content in order to maintain a high quality of content on electronic channels Assure web based information is achieved for future needs and reference Track and report on all sites metrics Keep current with emerging web technologies through relevant blogs, listservers and events Work cooperatively with key team members, clients and vendors Ensure content is updated on the NHLS intranet as required Perform other / ad hoc duties as assigned from time to time. 3 Year National Diploma or B Degree in Web Design, Information Management, Communication Experience managing content and production for high traffic website Experience with bespoke content management. 7 CENTRE FOR EMERGING ZOONOTIC AND PARASITIC DISEASES MEDICAL SCIENTIST PAYZONE DEPENDS ON EXPERIENCE 0318/ To conduct entomology-related research relevant to vector borne diseases, to teach and train students, registrars and ad hoc trainees from universities, national and provincial departments of health, various stakeholders and the NHLS/, and to conduct field surveillance work and related diagnostic tests. Key Job Responsibility Develop research protocols and conduct entomology-related research relevant to vector borne diseases, especially malaria, so as to gain new knowledge and improve understanding in line with the NHLS s goal of becoming a world-class research organisation Apply specialized knowledge to field vector surveillance work and related diagnostic tests in support of national and provincial departments of health Assist in troubleshooting of routine tests in order to solve problems timeously and to avoid unnecessary delays in the provision of test results Contribute to the formal teaching and assessment of students and training course participants (all stakeholders of the VCRL) to ensure that their knowledge and understanding of the relevant discipline meets academic/degree requirements Train students, registrars and technical staff in field and laboratory skills to ensure that they can deliver improved and effective research outputs and/or technical support services Assist with quality management of the diagnostic component of the laboratory to ensure accurate and reliable results. 8 GRANTS MANAGEMENT AND ADMINISTRATION CENTRE FOR EMERGING ZOONOTIC AND PARASITIC DISEASES MEDICAL SCIENTIST INTERN (FIXED TERM CONTRACT: 24 MONTHS) (RE-ADVERTISEMENT) TC1 CDC RE-ADD 1217/ To attain under supervision, specific sub-/discipline knowledge, experience and undergo training to perform medical science research/ laboratory specimen related procedures as prescribed in testing standard operating procedures for the purpose of qualifying for registration with the HPCSA. Performs specialised reference parasitology tests so that patients receive the appropriate treatment Performs parasitology surveillance functions, including sample processing, data capturing and data analysis, to ensure a comprehensive knowledge is built up about the relevant parasites Performs molecular biology tests to enable the laboratory to study parasites in more depth and enhance knowledge and keep abreast with current research Perform R&D processes and sources funding for projects under supervision to improve laboratory services Actively participates in the laboratory s quality management systems to ensure the laboratory produces accurate and reliable results Performs administrative, procurement and equipment maintenance duties to ensure the smooth running of the laboratory Assists with parasitology quality assessment programmes to help teach and upgrade the quality of laboratories Assist with teaching and training offered by the laboratory to ensure that the participants are taught the correct methodology and their knowledge is improved Present at research forums, journal clubs and conferences and prepare scientific reports and manuscripts, as necessary.
