Asset Management Fundamentals

Work Management includes all of the scheduling and activities involved in maintaining assets at a predefined condition level, including: Work Orders Work Requests Maintenance Inspections Labor Cost Equipment & Material Costs Budgeting Performance Monitoring

GIS Integration displays information from underlying databases to spatially display and visually analyze asset infrastructure. Colored Themes Clustering of Issues Location of Work Orders Maintenance Priorities

Performance and cost effectiveness Deliver policy goals and objectives Lower long-term costs for infrastructure preservation Improved performance and service to customers Improved use of available resources Communication, accountability, and credibility Improved communication within agency and with customers Improved credibility and accountability for decisions

Asset management is adaptable to different agency situations Organizational structure Management culture Funding environment Technological capability Fundamentals of asset management generally applicable to all agencies Implementing asset management customization and tailoring to be expected

Building Business How can MAPPS member agencies win Asset Management Work? Follow the Trail of Mandates

GASB.34 MAP-21 Retroreflectivity Guidelines FHWA Highway Performance Monitoring System (HPMS) FHWA NERC-Issued Alerts

GASB.34 is not a mandate it is an approved accounting method and is a recommended methodology for Governments to report on the condition and value of their infrastructure. Depreciation Approach Modified Approach Requires the use of Asset Management Software

Major Themes of MAP-21 Provides stable funding for two fiscal years Simplifies and streamlines federal highway and transit programs Greater emphasis on safety and state of good repair Accelerate project delivery and innovative finance Introduces the use of performance measures and scenario-based planning at the State and metropolitan level Requires transit representation on MPO Boards within 2-years Source: FDOT District 5

FY 13 Highway Funding Source: FDOT District 5

Highway Performance Monitoring System (HPMS) Requires Pavement Inspection and Reporting Annually FHWA Transportation Fund Allocates Federal Funding to States based on the Inventory and Inspection Data Reports due June 1 st of the calendar year

Method Process Advantages Disadvantages Visual Nighttime Inspection Measured Retroreflectivity Expected Life Blanket Replacement Control Signs Other Engineering-based method Trained sign inspector, moving vehicle Measure signs with a retroreflectometer Determine expected life, replace at end of service life All signs in a corridor or of a specific type are replaced at specific intervals Replacement based on performance of control signs Quick and inexpensive Extremely accurate Very easy to use and plan, can use preexisting asset management systems No need to track signs or assess retroreflectivity, easiest method to manage Less costly and time consuming than monitoring all signs in the field Annual process, not 100% reliable Annual process, large time and resource commitment Does not consider signs that may fail early or last longer May replace good signs that do not necessarily need it Creating and setting up appropriate control environment, sample-based Varies with method Varies with method Varies with method

NERC Alerts Increasing demands on the U.S. power infrastructure North American Electric Reliability Corporation s (NERC) 2010 alert identifying possible discrepancies between the design and actual field conditions of transmission facilities as a potential reliability issue that needs prompt industry attention Increased interest in the field verification of existing asbuilt conditions and the implementation of needed corrective actions.

Forecasting Life Cycle Cost Analysis Condition Rating Work Program Development Asset Inventory

1. Why Inventory? 2. Inventory Methodologies 3. Spatial Considerations 4. Attribution/Data Models 5. Cost/Benefit Discussion

The first step towards the establishment of an AMS should include an accurate inventory of the agency s infrastructure. Asset Class Transportation Stormwater Wastewater Facilities Parks & Recreation Asset Type (Transportation) Signs Signals Markings Striping Pavement Curb & Gutter

Many Different Ways to Collect the Data Exist Choose Based on Schedule, Budget and Scope Schedule How long will it take? Budget How much are you willing to pay? Scope How many assets will you inventory? Scope All of these factors impact the quality of your Asset Management System. Quality Budget Schedule

Define the management directives of the agency: Service Request Management Work Management Asset Management Financial Management GIS Integration

Identify Data: Format: Electronic Paper-based In the minds of individual workers Quality: Recently collected Scheduled updates

Business Process Mapping Documents how your agency conducts their day-today operations and work activities. Identifies opportunities to streamline operations. Identifies a road map for selecting an Asset Management software solution. Allows employees to identify bottlenecks and deficiencies in the current process. Identify the Pain of the Agency.

Asset Types to be Collected Transportation Infrastructure Utility Infrastructure Facility Infrastructure Asset Attributes to be Collected Work the problem backwards Identify the questions you need answered Specify the information to be collected to answer these questions.

Document Functional Requirements of the System Conduct Vendor Demonstrations Review Software Capabilities Match Software Capabilities with Functional Requirements (Gap Analysis) Determine the Best Match of Software Capabilities and Functional Requirements

Right-of- Way Imagery Pavement Imagery Mobile LiDAR GIS Integration

What is the Intended use of the Data? Flow Modeling Engineering / Design Asset / Maintenance Management What Type of Accuracies are Required? Mapping Grade (Visual Representation) Sub-Meter Centimeter

Mapping-Grade Data Creation Overhead Digitizing of Features from Orthophotography Handheld GPS (No WAAS or Differential Correction) Google Maps / Microsoft Virtual Earth Sub-Meter Data Creation Mobile Mapping / Videologging Handheld GPS WAAS-enabled or Differentially Corrected Survey-Grade Data Creation Field Survey using Base Stations, RTK and CORS Network Can be certified for accuracy by PLS or PSM

The Condition Assessment records the relative state of an asset and site against specific performance criteria established by the agency. Condition Assessment should be specific to the asset class and the asset type. Signs Typically visual and or measured using a reflectometer Pavement PAVER, PASER, Itemized Facilities Component-based and rolled up to Facility Level Many Inspection Standards do Exist and Should be used to support repeatability in measurements

Risk Analysis is the process of identifying the types of Failure Modes and their consequences for a particular Asset Class and Asset Type. It allows an agency to prioritize asset maintenance based on the criticality of their operation.

Valuation allows the user to create reports that meet the Government Accounting Standards Board Statement No. 34 (GASB No. 34) requirements for maintaining and reporting value and depreciation of all your infrastructure assets. The value of an asset can be determined using the following methodologies: Historical Installation Cost Age of the Asset Condition Inspection Results Work Order Cost Information

Budget Forecasting delivers a configurable multi-year capital improvement planning capabilities to help you determine your long term budget needs based on deterioration curves. What-if' budget scenarios can be created by adjusting budgets, project types, and prioritization criteria. Using your criteria you can run the forecasting model to see if your budget is enough to meet your level of service goals.

Project Planning delivers capabilities to define projects, calculate estimated costs, group them for budgeting purposes and compare estimated costs with actual costs through integration with Work Orders. New features allow you to assign job costs for an entire asset, a portion of an asset, and/or multiple point repairs along an asset. Beyond what can be accomplished in a spreadsheet, Project Planning allows you to group and summarize projects hierarchically by asset class, asset type, and jobs through a simple interface.
