1 Annexure E Technical Details & Scope of Work 1.0 EMV Debit Card Plastics with Magnetic Stripe Bidder should provide the information only in the format given indicating all the specifications. The design of the Debit Cards presently issued can be checked with the bank during office hours, if required. No. Item Required Specification Bidder s 1.1 Produced by Whether Certified EMV Smart Card Direct manufacturer If yes, whether VISA, MasterCard and RuPay Certified Manufacturer for EMV Chip Cards. If no, whether procured from VISA/MasterCard and RuPay Certified Manufacturer of EMV Chip Cards. 1.2 Layout As per design supplied by the bank and card association specifications for respective card variants. 1.3 Coercivity Type of magnetic stripe: HICO 2750 Oersted (Card association standards) and ISO standards for location of 1.4 Card Specification s including Dimension 1.5 Signature Panel 1.6 Finish Laminated, tipping 1.7 Printing requirements Track 1, 2, & 3 Thickness and dimensions of the card should be as per card association & ISO 7816 standards for EMV contact cards or ISO standards for Dual interface cards Tamper evident signature panel with security pattern as specified by card association with CVV/CVC/CVD number printed as per card association requirements Conformation to all requirements specified by card association for debit cards including hologram, logo, positioning etc. 1.8 Colour scheme As per design (artwork) provided by the bank to the selected bidder(s) from time to time. With regard to Visa and MasterCard, there shall be maximum of 8 colours on the front of the card and maximum of 4 colours on the back without metallic colours. With regard to RuPay there shall be maximum of 4 colours in the front and 4 colours on the back without metallic colours 1.9 Chip As per specifications provided in clause 4.1 and 4.2 of 1.10 Proof approval Annexure-E of this document The selected bidder shall undertake all activities associated with approval of proof from the card associations by providing art work as per required formats and carrying out corrections as suggested by card associations. All activities associated with card design approval shall be undertaken by the selected bidder(s) at no additional cost to the Bank. if any
2 2.0 EMV Debit Card with Magnetic stripe Personalisation and Administration No. Item Required Specification Bidder s 2.1 Personalisation Front 2.2 Personalisation Back 2.3 Nature of printing 2.4 Personalised Printing of Welcome Letter Card Number, name, validity period and 4 th line shall be personalised in-house as per card association s specifications for different card variants in a EMV personalization facility certified by card association. Data encoding on contact and dual interface chip as per EMV standards inhouse in a EMV personalization facility certified by card association. Compliance to ISO 7816 standards for EMV contact and ISO standards for EMV dual interface cards Data encoding on magnetic stripe as per ISO Standards Track 1, 2 and 3, Printing of CVV/CVC/CVD number Compliance to ISO 7816 standards for EMV contact and ISO standards for EMV dual interface cards Should be indent printed, embossed Or any other equivalent technology approved by card associations. If card association guidelines require a particular variant of card to be compulsorily embossed or indent printed or any other mode, the same shall be complied with. Personalizing each pre printed welcome letter by printing of Name, address of the cardholder, Card number, Courier AWB number, Signature of Bank official with name and Designation, card reference number and any other text up to 750 characters (without spaces) in the front of the letter as required by the bank. 2.5 Stuffing Automated process Affixing the card to the respective welcome letter Stuffing the same in the Welcome Kit envelope along with other collaterals 2.6 Dispatch Cards shall be handed over to the Bank appointed courier agencies/india post before 16:00 hours on the second working day of receipt of the data files as specified any if
3 2.7 Information System in the tender. In case the bank has appointed multiple courier agencies/india Post, then the kits have to be sorted based on serviceable PIN codes, respective AWB numbers printed and handed over to respective courier agency/india post as decided by bank from time to time. Soft copy of the details containing cards handed over with respective AWB numbers shall be mailed to the courier agency/india post and Bank immediately but not later than 16:00 hours on same day of hand over. The selected bidder(s) shall give daily reports and other required reports to the Bank in hardcopy /softcopy/ database files as per Bank s format from time to time. 2.8 Stock handling The selected bidder(s) shall securely maintain at least 25 days stock of cards and stationery and furnish periodical reports to the Bank in one or more formats approved by the Bank. 2.9 Welcome Kit Printing As per specifications provided in clause 5.0 of Annexure-E of this document 3.0 Specifications for EMV Debit Cards with magnetic stripe containing cardholder Photo and/or Cardholder Signature and Image Cards 3.1 EMV Debit Cards containing cardholder Photo and/or Cardholder Signature Some of the cards issued by the bank may contain Cardholder photo and cardholder signature and the selected bidder(s) shall personalise the same on the card. In addition to the requirements mentioned in para 1.0 and 2.0 above, bidder(s) shall provide the following services:- No. Item Required Specification Bidder s 3.1 Card Plastic Knock out for printing the photo with or without signature as per card 3.2 Personalisation- Front association standards Printing cardholder photo with/without signature in the knock out as per card association standards in a certified EMV personalization facility any if 3.3 Personalisation- Front Printing the signature on the face of the card wherever required as per card association standards in a certified EMV personalization facility
4 3.2 EMV Debit Cards with Image Background Bank may issue customised cards to students of education institutions and employees of corporates/government entities. This card contains Cardholder photo, Corporate/College Logo, Corporate/College photo or any other images. Bank may tie up with multiple corporates/colleges for issue of customised cards and details like background, logo will vary for each corporate/college. In addition to the requirements mentioned in para 1.0 and 2.0 above, bidder(s) shall provide the following services:- No. Item Required Specification Bidders 3.1 Personalisation Front 3.2 Personalisation - Back Colour background image personalization, Logo and Name of the corporate/college, Photo of the cardholder, signature of the cardholder /director/principal, Valid From and to, Name of the employee/student, Card number, 4 th line personalization which may contain employee/registration number, course/department and other such details using thermal or any other equivalent technology. Printing of cardholder details like Blood group, Residential address, Date of Birth etc. if any 3.3 Nature of printing Should be Thermal Printed or any other equivalent technology as per card association standards. Bidder to specify 4.0 Chip Specifications Bidder should provide the information only in the format given. 4.1 The specifications for Contact EMV Debit Card Chip are as under:- Specifications for Contact EMV Debit Card Chip SL Required Specification Bidder s Chip Produced in India or Imported Compliant to ISO/IEC 7816 Standards Microprocessor based IC Card Minimum 8 KB EEPROM or higher Minimum 8 bit CPU RAM 6 KB if any Secure Hardware Crypto Coprocessor RSA /ECC, 3DES /3KTDES, AES
5 4.1.7 Common Criteria (EAL): EMVCo and CC(EAL5+) common Memory secure encryption for RAM, ROM and EEPROM Counter Measures against side channel attacks (SPA & DPA) Write Endurance: cycles or more Data Retention: greater than 10 years Unique ID for each chip Operating System should be hard masked on ROM or Flash based Operating system should be Java 2.2.x or higher / MULTOS 4.3 or higher Platform should be Global Platform 2.1.x or higher/ MULTOS 4.3 or higher version EMV Authentications Method Supported DDA Support for EMV financial applications using Chip and PIN: VISA VSDC or above for Visa cards, M/Chip 4 Select 1.1 or above for MasterCard and Dpass for RuPay cards Milling and embedding the chip on the card as per Visa standards for Visa cards, MasterCard standards for MasterCard and RuPay standards for RuPay cards Provide the Keys as per Visa/MasterCard/RuPay requirements and assist the bank in the key exchange process and bear all relevant cost for the same, subject to the terms and conditions specified in the tender 4.2 Bank proposes to issue EMV Dual Interface cards with magnetic stripe in association with Visa and MasterCard. The specifications for Dual Interface EMV chip cards in addition to the specification mentioned in clause 4.1 above are as under:- SL Required Specification Bidder s A Platform any if Java Card or higher/ MULTOS 4.3 or higher operating system Global Platform or higher/multos 4.3 or higher API support Common personalization specification (CPS)compliant ISO/IEC contactless protocols as per MasterCard/VISA standards(paypass/paywave) ISO/IEC Type A / Type B compliance B Hardware Minimum 16 KB of User EEPROM or higher bit or higher
6 C Applications Payment applications have to be embedded in ROM or flash based M/CHIP 4,VSDC or higher, Chip Advance, or higher for EMV DDA payment applications PayPass,Paywave, for contactless payments DPA(Dynamic Passcode Authentication) D Cryptography 3DES Secure cryptographic co-processor for RSA and Elliptic Curve cryptography Enhanced DES accelerator (EDES) for DES and 3DES support E Personalization Inlay with Copper Antenna(No Proprietary technology should be used) PayPass,Paywave, Personalization Specification F Certifications VISA/MasterCard certification with contactless capability Paypass,Paywave G Manufacture Chip Produced in India or Imported 5.0 Welcome Kits 5.1 Printing of Welcome Kit for Debit Cards The art work for printing will be provided by the bank. After printing item No. A, C mentioned below along with card affixed to the welcome letter (item No. B), have to be inserted in the main envelop i.e. item No. D. The printing specifications of welcome kit for debit cards are as under- Specifications for printing contents of Welcome Kit for Debit Cards. A. Folding leaflet- Salient Features and T&C Quantity 1 leaflet Leaflet Size: Open size: 36 cm width x 20 cm height Closed size: 9 cm width x 20 cm height Paper: Paper : 130 gsm Art paper Printing: All pages: 4 colour back to back printing Finishing: 2 Folds(folding should be such that the leaflet can be inserted in to The Envelope)
