Background 1.1. The Pacific Regional Environment Programme (SPREP) is an intergovernmental organisation charged with promoting cooperation among Pacific islands countries and territories to protect and improve their environment and ensure sustainable development For more information, see: 2. Specifications: statement of requirement 2.1. SPREP would like to call for tenders from qualified and experienced System Analyst who can offer their services to SPREP by analyzing, designing and development of database for a duration of 40 weeks with the following Duties and Responsibilities. a) Identify the Stakeholders (SPREP and Participating Countries the system is design for) b) Document and analyse relevant systems that exist including current hardware and software used, personnell, relevant IT skills for maintaining the system of the stakeholder. This will require the consultant to travel to participating countries if necessary. c) Capture the requirements of a new system based on requirements from stakeholders and identify any issues with the development of the system. d) Propose a solution to fulfill the requirements. i) This include the software stack to use eg PostGres, Drupal, REST Web services ii) iii) iv) Workflow requirements. Major Milestones. Code Repositories. v) Documentation requirements.

2 2.2. The successful applicant will need to provide documented nature, scope and capacity of its services by 31 August Conditions: information for applicants 3.1. To be considered for this tender, interested suppliers must meet the following conditions: a. Minimum qualifications of a Bachelor degree in Information Technology Data Management or related field. b. Relevant IT professional certifications for Systems Analyst or Solutions Developer would be an advantage. 4. Submission guidelines 4.1. Tender documentation should demonstrate that the interested supplier satisfies the conditions stated above and is capable of meeting the specifications and timeframes. Documentation must also include supporting examples to address the evaluation criteria Tender documentation should outline the interested supplier s complete proposal: methods, personnel (skill sets/curricula vitae), timeframes and costs. 4.3 Tenderers/Bidders must insist on an acknowledgement of receipt of tenders/proposals/bids. 4.4 Provide at least three (3) referees as part of the tender application, including the most recent work relevant to this position 4.5 Complete the tender application form provided 4.6 Tender submission must be in USD 4.7 Tender should itemize all associated cost involve to complete the assignment 4.8 The proposal must remain valid for 90days from date of submission 5. 3 b) Technical project management and the successful implementation of medium to large database related application systems. 6.2 Demonstrated experience in the following technical areas: a) Programming in client server environments (preferably PHP 5.6 or higher, C#, Java, Microsoft.Net technologies, Drupal 7 or higher, Symphony framework). b) Script in powershell, perl or other scripting languages. c) Systems and database analysis, scoping, data and process mapping including practical experience in various Data Base Management Systems especially MS SQL Server 2012 or later, MySQL/MariaDb, Postgres with various database connectivity APIs. d) All aspects of software development, use of Agile Methodology and Systems Integration methods e) Internet and associated technologies, such as websites and portals (Drupal, SharePoint). f) Financial Applications and HR Information systems g) Microsoft Products 6.3. Demonstrated advisory and analytical skills 6.4. Demonstrated knowledge of accepted and emerging information technology issues and challenges in the Pacific Islands. 6.5 Demonstrated experience working within a multi-disciplinary and multi-cultural team environment including designing and conducting IT-related training programmes Excellent written and verbal communication skills including high level of presentation and inter-personal skills and maintaining effective relationships with a diverse group of people. 6.7 Detailed Financial Proposal in USD dollars. 5 TERMS OF REFERENCE Systems Analyst Consultant Background The Secretariat of the Pacific Regional Environment Programme or SPREP has received funding assistance from the Global Environment Facility to undertake a regional project that assists 14 Pacific Island Countries to strengthen their national capacity to implement their obligations under the Rio Convention. In addition, the project will help countries to report effectively on how they are progressing with meeting their obligations to the individual secretariats of the UN Convention on Biological Diversity, UN Framework on Climate Change and the UN Convention to Combat Desertification. For the purpose of this project, MEA refers specifically to the 3 Rio Conventions on biodiversity, climate change and land degradation. The regional project is titled Building National and Regional Capacity to Implement Multi-lateral Environment Agreements (MEA) by Strengthening Planning and State of Environment Assessment and Reporting in the Pacific. It will establish a Pacific Island Country (PIC) network of national and regional databases for monitoring, evaluating, and analysing environmental information to support environmental planning, forecasting, and reporting requirements at all levels. Specifically, the goals related to this project are: 1. Strengthen the legal, policy, and planning frameworks to support collection and sharing of environmental data; 2. Establish a network of national and regional databases for monitoring the state of the Pacific s environment; 3. Strengthen Convention reporting, policy development, and monitoring and evaluation requirements on the state of the global, regional, and national environment; 4. Facilitate the use of environmental data for national planning and sustainable development; 5. Generate data through the planning and impact assessment processes; 6. Assist PICs with meeting legislated national reporting requirements including State of Environment (SoE) reporting; 7. Establish capacity at the national and regional levels to manage a network of national and regional databases; and 8. Build institutional capacities of governments to share data, information and knowledge to enable streamlines reporting and informed decision-making. This consultancy assignment will target the assessment of national IT capacities across 14 Pacific Island Countries to determine the existing IT infrastructure and support available within individual countries to develop and manage environmental databases. It will include discussions with relevant Government officials on gaps and needs to set-up and manage environmental databases effectively. Main objectives i. To undertake an analysis and design of National and Regional Environmental Databases and network to facilitate the monitoring of the state of the Pacific s environment. ii. To assess the UNEP National Indicator Reporting Information System (IRIS) as the data collection, sharing and SoE reporting tool. Capture the requirements of a new database system for storing and managing environmental data related to MEAs; this will be based on requirements received from discussions with Pacific Island Governments and relevant stakeholders to identify opportunities as well as potential issues and risks with the development of such systems. The Consultant will undertake a desktop review and analysis of information available for all 14 Pacific Island Countries for which the IT database system is

6 designed for and based on the analysis, identify a selective number of countries to be visited for a comprehensive scoping exercise to identify key stakeholders, existing available information and documents, and analyse relevant IT and database systems that exist within the selected countries. The additional information collected will assist in determining key requirements for establishing a network of national and regional database systems to support monitoring and reporting on for the State of the Environment and MEAs. The information sought will also include an analysis of current ICT infrastructure, software, database and information systems used, ICT Capacity mapping of technical personnel of the stakeholders. Main activities would include: i. Identify national and regional stakeholders for network of databases and potential construction of meta-databases and a web-service(s) which will enable connecting relevant existing information sources for single (or few) point access or portal(s). ii. iii. iv. Document and analyze relevant data storage systems that exist with a view to working out how they can be integrated into the objectives of the project. Capture the requirements of a new system / web service based on requirements from stakeholders and identify challenges with the development of the system in terms of utility, uptake and sustainability. Propose a solution to fulfil the requirements: This includes the software stack to use (e.g. PostGres, Drupal, REST Web Services) Workflow requirements including o National databases being designed in a way that it is linked to the regional o database for sending data automatically to the regional database. Regional database being designed in a way that it can export data for a national database if it needs to be set up again Major milestones Code Repositories Documentation requirements Including integrating with existing databases such as UNEP Live The final outcome and deliverables of this consultancy assignment are listed in the table below: Specific tasks 1. A detailed development specifications document including: the ICT capacity and infrastructure of stakeholders (14 countries) Identification of modules or features, with documented user stories Workflow requirements Wireframe mockups of key interface elements Application security model Application integration / networking model Output 1. Desktop scoping and specification analysis report outlining each country s baseline relating to ICT infrastructure, software, database and information systems used, ICT capacity mapping of technical personnel of stakeholders available in each country. 2. A detailed comprehensive report of the selected countries visited to further assess information and gaps identified from the desktop scoping and specification analysis report.

A detailed proposal of recommended solution including: the software stack to use eg PostGres, Drupal, REST Web services Code Repositories Design considerations architecture, hosting etc. Major Milestones and payment schedule Documentation requirements A final Report with key recommendations on the design and development options suitable for each country to host and develop their own national environmental database as well as a regional database for collecting and hosting data from the national databases. Qualification Essential 1.
