Upon receipt of the assignment, we made contact with the insured's representative, Mrs. Jennifer Preli. Per Mrs. Preli's request, we completed our field inspection on January 25, 2013 and Mrs. Preli was present. Pursuant to our January 23, 2013 assignment instructions, your office us to perform the following lim ited activities: 1. Contact the insured. 2. Verify the cause of loss. 3. Inspect and photograph damages, if any. 4. Prepare an estimate of damages, if any. Coverage: The named insured is Town of Haymarket. The insurance is effective with VML Insurance Company. The policy number is VMLPPR The date of loss was 10/29/2012. The loss location, Washington Street, Haymarket, VA 20169is scheduled. The assignment notice did not provide any other policy informaiton except for $25,000 flood deductible. Per your usual instructions, your office will review this claim for coverage. Coverage is under investigation by your office. Insured: The insured is Town of Haymarketwho occupies the risk located at Washington Street, Haymarket, VA The designated representative is Town Clerk Jennnifer Preli. Her phone number is Risk: The risk is 2 stories on a stone crawlspace foundation. The risk has a gable metal roofing system. The exterior is finished with wood siding. The interior finishes consist of ceiling plaster, drywall, and wood paneling. The interior floor coverings consist of wood. The risk is occupied as a municapality museum for the Town of Haymarket. The risk is approximately 1,800 SF. Using a $150 commercial 1 historical SF rebuild price, the RC valuation would be $270,000. Origin: On October 29, 2012, the insured stated their property located at Washington Street, Haymarket, VA sustained damage. Pursuant to our January 23, 2013 phone call with Mrs. Preli and pursuant to our January 25,2013 meeting with Mrs. Preli, she stated the delay in reporting this claim was attributable for the following reasons: 1) the musuem was not opened during October 2012, 2) the town manager had recently resigned, and 3) Mrs. Preli was out of the country. As a result, the property was not routinely used or checked on. Our investigation revealed no visible damage to the roof at this time. In adiditon, our investigation revealed no direct physical damage to the exterior siding, walls, or windows. It is our opinion, the cause of loss was wind driven rain that leaked through the steeple louvre shutters, thus causing water damage to the second floor staircase. In addition, it is our opinion that wind driven rain leaked through the right elevation wood siding and windows, thus causing water damage to interior finishes on the second floor right elevation wall and ceiling and to interior finishes on the first floor right elevation wall and ceiling. Our January 25, 2013 field inspection and our general investigation substantiates the above findings. ;,

4 Page 3 of 4 VML Insurance Programs Claim # 02PC PR Our file Insurable Interest: The assignment notice did not list an insurable interest. Adjustment and General Remarks: During our January 25, 2013 meeting with the insured, we secured a signed Non-Waiver from the insured that we have enclosed with our report. Our Roof inspection discovered no visible damage to the metal roof, steeple, and brick chimney stack. However, our roof inspection was ground level. We could not access the roof because of roof height, steepness, and visible ice on the roofing system on the day of our inspection. On January 25, 2013, we called your office to advise that we could not get on the roof, therefore, we requested roof ladder assistance. On January 28, 2013, we received a call from your office approving roof ladder assistance. We have a tentative roof inspection scheduled for Thursday, February 7, Our Exterior Elevation inspection discovered no visible wind damage to the wood siding, exterior trim, gutter system, or windows. It appears wind driven rain leaked through portions of the right elevation wood siding and right elevation wood sash windows. Our Staircase inspection discovered water damage to portions of the interior finishes, thus requiring replacement and then repainting. The wood flooring had no visible damage. The area appeared dry at the time of our inspection. Our Second Floor Room inspection discovered water damage to portions of the interior finishes, thus requiring replacement and then repainting. The wood flooring had no visible damage. The area appeared dry at the time of our inspection. Our First Floor Room inspection discovered water damage to portions of the interior finishes, thus requiring replacement and then repainting. The wood flooring had no visible damage. The area appeared dry at the time of our inspection. The remainder of the interior had no visible damage. In our estimate, we assigned depreciation to those items that require a replacement, not a repair. Our depreciation rationale was premised on several variables and conditions, such as the age of the damaged items and/or condition of the damaged items. Per your request, we have enclosed our field inspection photographs. In addition, we made no commitments to the insured and we did not provide a copy of the estimate to the insured. Finally, the insured had no retained a licensed general contractor at this time. ;,

5 Page 4 of 4 VML Insurance Programs Claim # 02PC PR Our file Subrogation: The cause of loss was wind driven rain that leaked through the steeple louvre shutters and wind driven rain that leaked and seeped through portions of the right elevation wood siding and wood sash windows. The steeple, siding, and windows are is in excess of (5) years old with no recent repairs or maintenance. The cause of loss is weather related. In our opinion, there are no subrogation possibilities at this time. Salvage: There are no salvage issues with this claim. Other Insurance: Our investigation revealed no other insurance. Future Activity: We have placed our file on a 14-day diary pending: 1. Completion of our roof inspection that is tentatively scheduled for Thursday, February 7, 2013 with a roofer, NVB Contracting LLC.
