2 Introduction: This project is a part of a fi ve country regional programme in South Asia that seeks to support regional cooperation through knowledge sharing and development of best practices in the context of the SAARC Comprehensive Framework on Disaster Management agreed in February Earthquakes remain a major concern in Nepal, especially in urban areas In fact, according to BCPR's (Bureau of Crisis Prevention and Recovery) 2004 report, "Disaster Reduction: A challenge for development," Nepal is in the 11th rank in the world in vulnerability to earthquakes hazards and seismic faults passing through Nepal makes the entire country susceptible to this phenomenon.the country programme is designed to strengthen the institutional and community level capacity to plan and implement earthquake risk reduction strategies and disaster recovery preparedness in Nepal The recovery of the cost incurred is essential for the sustainability of the project. Hence, some recovery means should be adopted Project Duration: October 2007 to December 2009 Source of Fund Government of Japan Management Arrangement: National Implementation (NIM) project of UNDP Purpose: To strengthen national capacity (institutional and community level) for pre-disaster preparedness and mitigation and post-disaster recovery planning with a focus on targeted earthquake-prone urban areas of Nepal Overall Output: Capacity of the key line ministries, local bodies, civil societies and urban/rural communities enhanced for planning and implementation of disaster risk management, emergency response and early recovery. Key Activities: 1. Earthquake risk, vulnerability and capacity assessment conducted in the project areas, especially from gender and poverty perspective, to support the government and communities 2. Capacities of government institutions and communities living in high risk areas enhanced to adapt and implement earthquake preparedness planning and safe construction practice using appropriate earthquake resistant construction guidelines 3. Capacities of the government strengthened in disaster recovery preparedness to support enhanced recovery operations in post-disaster situations 4. Capacities of the government developed to implement national disaster management framework by supporting locally appropriate solutions for earthquake risk reduction proposed by Nepal 2

3 Monitoring and Evaluation The monitoring will involve fi eld travel to the project municipalities for reviewing compliance with the annual work plan aimed at achieving the results as established in the project document. Output indicators: Earthquake risk and vulnerability of project areas and capacity of central and respective local institutional mechanism in reducing the same assessed; Capacities of focal line ministries and selected municipalities enhanced in earthquake risk reduction; Recovery preparedness framework prepared; Lifeline buildings retrofi tted and / or demonstrative houses will be constructed Selected municipalities for the project implementation: The Project Appraisal Committee has approved the following municipalities to be covered under this project. 1. Central Region : Hetauda Municipality 2. Eastern Region : Biratnagar Sub-Metropolitan City 3. Western Region : Pokhara Sub-Metropolitan City (including the transferring of the technology to the technical staff of the adjoining Lekhanath municipality) 4. Mid-western region : Birendranagar Municipality 5. Far-Western Region : Dhangadhi Municipality Goal: To reduce the impact of potential earthquakes on seismically vulnerable communities in Nepal 3

4 Implementing Organizations and its role This being a National Implementation (NIM) project of UNDP, the implementation responsibility of the project is with the Government of Nepal. From the perspective of project management the following government organizations will be involved:- Ministry of Physical Planning and Works/ Department of Urban Development and Building Construction (MOPPW / DUDBC) : Responsible for the overall implementation of the project as the focal agency in GoN for Nepal National Building Code implementation Ministry of Home Affairs: Responsible for inter-ministerial coordination as the nodal agency in GoN for disaster management Ministry of Local Development: Responsible for inter-municipality coordination as the focal agency in GoN for all local level coordination Selected Municipalities: Responsible for the municipality level activities of the project Project Assurance: Project assurance would be undertaken as per the monitoring systems established by the new Results Management Guide and Monitoring and Evaluation unit of the country offi ce using appropriate tools developed for the same. The reporting mechanism will include Quarterly Progress Reports (QPR) and Annual Progress Report. These reports will be the part of the annual review process. 5 First Field Visit and Municipal Level Meeting in Biratnagar Sub- Metropolitan City First Field Visit and Municipal Level Meeting in Hetauda Municipality Meeting Minutes in all municipalities Discussion held about the earthquake risk of Nepal and the region and convince others on the reality of future occurrences of earthquakes All the trainings will be organized in the close coordination with respective municipalities. They have shown keen interest Project implementation. The entire municipality owned the program as a milestone for the building code implementation and realized that the building codes is to protect public health, safety and general welfare as they relate to the construction and occupancy of buildings and structures. These training programs will be conducted in close coordination with the local municipal authorities for making the programs more effective, impact-full and institutionalized 5

6 TRAININGS CONDUCTED IN Training Program on Earthquake Resistant Construction of Buildings for Supervisors in Biratnagar Sub-Metropolitan City: The Biratnagar Sub-metropolitan City and UNDP/ERRRP-Project jointly organized training on earthquake resistant construction of buildings for Supervisors and Head Masons at Ratna Hotel in Biratnagar. From June 22 June 24, numbers of participants were attended in the programme. 6

7 Objective and Purpose of the Training Program The purpose of this training is to provide understanding to practicing supervisors and head masons who have been exposed to little or no previous training in earthquake resistant construction & safety To build capacity of supervisors, local petty contractors and head masons working in municipality on earthquake resistant construction of buildings and to instruct and advice the masons, house owners, suppliers for quality construction works. The specifi c objective includes creating understanding on basic principles of strengthening the life of structural building and others. The course has covered in such a way that will increase awareness and build the capacity at the local level on earthquake resistant construction through education, practical training, fi eld visit, fi lm show, group discussion, exam of trainees and construction of technological demonstration unit. As supervisors and head masons are the key Persons in construction of Buildings, it is most important to provide them the basic technique of construction of earthquake resistant buildings along with various engineering methodology of building construction in the seismically active zones. Thus, Supervisors training along with construction of earthquake resistant buildings is most important parameter of earthquake vulnerability reduction programme in Nepal. 2.0 Training program on "Structural Analysis and Earthquake Resistant Design of Buildings Using SAP 2000 and Nepal National Building Code" for Municipal Engineers in Pokhara Sub Metropolitan City (PSMC) (July 27,2008 to August 2, 2008) The Pokhara Sub Metropolitan city and UNDP/ERRRP-Project jointly organized training on "Structural Analysis and Earthquake Resistant Design of Buildings Using SAP 2000 and Nepal National Building Code" for Municipal Engineers at Pokhara Grande Hotel in Pokhara on July 27, 2008 to August 2, participants were participated in the programme. 7

8 Objective and Purpose of the Training Program The main objective of this training program is to build the capacity of the municipal engineers for the effective implementation of National Building Code focusing on the structural analysis and Earthquake Resistant Design of Buildings. The Specific objectives of this training program are:- To familiarize with the structural system and structural analysis of the buildings being built in the context of Nepal. To enhance the participants know-how on earthquake and their effects on building structures. To familiarize the participant with the concept of Earthquake Resistant Design of Buildings using Nepal National Building Code and use of computer software (SAP 2000) for analysis and design. Enable them to check the submitted design for the compliance with the Nepal National Building code 8

9 Apart from assisting in issuing building permits, municipal engineers are mostly engaged in the administrative works. Thus, the training program was designed to impart the concept of seismic design of building structures and also to enable them to check the designs submitted to their offi ce for approval. 3.0 Training Program on Earthquake Resistant Construction of Buildings for Masons in Hetauda Municipality (Sept. 25, 2008 to Sept. 28, 208): The Hetauda Municipality and United Nation Development Programme / Earthquake Risk Reduction and Recovery Preparedness Programme for Nepal jointly organized training on earthquake resistant construction of buildings for masons at Vector Borne Disease and Research Centre in Hetauda on Sept 25, 2008 to Sept 28, Objective and Purpose of the Training Program The general purpose of the training program was as follows: To build capacity of masons working in municipality on earthquake resistant construction of buildings To involve municipal engineers for conduction of training. To aware local builders for the earthquake safe construction To build capacity of local Masons to instruct and advice the masons, house owners, suppliers for quality construction works. Ensure seismically safer habitats by training of practicing Masons. 9

10 4.0 Training Program on Earthquake Resistant Construction of Buildings for Masons in Dhangadhi Municipality (Oct , 2008 ): The Dhangadhi Municipality and United Nation Development Programme / Earthquake Risk Reduction and Recovery Preparedness Programme for Nepal jointly organized training on earthquake resistant construction of buildings for Masons at Sathi Hotel in Dhangadhi on October 20, 2008 to October 23, The training was attended by 30 male participants from the municipality. 10

11 The objective of the training programme is to increase awareness and build the capacity at the local level on earthquake resistant construction through education, practical training, fi eld visit, fi lm show, group discussion, exam of trainees and construction of technological demonstration unit. As masons are the key Persons in construction of houses, it is most important to provide them the basic technique of construction of earthquake resistant buildings along with various engineering methodology of building construction in Nepal. 5.0 Training program on Earthquake Resistant Design of Buildings / Nepal National Building Code and its Implementation strategy for Municipal Engineers in Birendranagar Municiaplity (19-23 november, 2008): The Birendranagar Municipality and United Nation Development Programme / Earthquake Risk Reduction and Recovery Preparedness Programme for Nepal jointly organized training program on Earthquake Resistant Design of Buildings / Nepal National Building Code and its Implementation strategy for Municipal Engineers at hotel Manakamana in Birendranagar on November 19, 2008 to November 23, The training was attended by 24 male participants from the municipality 11

12 Objective and Purpose of the Training Program: The main objective of the program is to introduce and orient civil engineers, architects and designers with Earthquake Resistant Design of Buildings / Nepal National Building Code and its implementation strategy. The Specific objectives of this training program are:- To enhance the participants knowhow on earthquake and their effects on building structures. To build the capacity of the municipal engineers for the effective implementation of National Building Code focusing on the structural analysis and Earthquake Resistant Design of Buildings. To increase awareness and build the capacity at the local level on earthquake resistant construction through education, design exercise, fi lm show, group discussion and checklist / forms fi ll up for technical information. Enable them to check the submitted design for the compliance with the Nepal National Building Code SENSITIZATION TRAININGS CONDUCTED for Community Members in 2008 The objective of the sensitization programme is to sensitize the community members on earthquake risk reduction and preparedness in fi ve program municipalities. The main objective of the program is to generate earthquake awareness among the people and the specifi c objectives are: To make the participants aware about the earthquake risk of Nepal. To give the participants basic know-how of earthquake preparedness i.e. what to do before, during and after an earthquake. To discuss the issues related to importance of implementing NBC enforcement in municipality To include creating understanding on taking necessary actions toward earthquake resilience construction. To start preparing themselves for earthquake disasters right from their families, then through small community to big ward level up to municipal level. 1.0 Sensitization Training on "Earthquake Risk Reduction and Preparedness" for Municipal Officials and Community Members in Pokhara Sub-Metropolitan City (July 31, 2008): 12

13 The Pokhara Sub-Metropolitan City, United Nation Development Programme / Earthquake Risk Reduction and Recovery Preparedness Programme for Nepal (UNDP/ERRRP) jointly organized sensitization programme on earthquake risk reduction and preparedness for community members and municipal offi cials at Pokhara Sub metropolitan City on July 31, The programme was attended by more than 54 people (community members and municipal offi cials) from municipality and different organizations like tole development organisation, health promoter, ward members, government and non government organizations. Out of which 11 were female participants and rests 43 were men attended the programme. The objective of the training programme is to sensitize the community members and municipal offi cials of Pokhara on earthquake preparedness. 13

14 2.0 Sensitization Training on "Earthquake Risk Reduction and Preparedness" for Municipal Officials and Community Members in Hetauda Municipality (Sept. 26, 2008): The Hetauda Municipality and United Nation Development Programme / Earthquake Risk Reduction and Recovery Preparedness Programme for Nepal (UNDP/ ERRRP) jointly organized sensitization programme on earthquake risk reduction and preparedness for community members and municipal offi cials on September 26, 2008 at Motel Avocado in Hetauda Municipality. The programme was attended by more than 120 people (community members and municipal offi cials) from municipality offi ce, members of political parties, project manager and project advisor of UEIP project, tole development organization, DTO, DDC, Irrigation department, environment department, district police offi ce, women community offi ce, health promoter, health promoter and other government and non government organizations. Out of total participants, 19 were female participants and rests 111 were men attended the programme. The objective of the sensitization programme was to sensitize all the community members and municipal offi cials of the municipality on Earthquake Risk Reduction and Preparedness. In this programme, causes and effects of earthquake, how to get prepared before earthquake, preparedness planning and issues of NBC implementation process and the strategies to be adopted by the municipality for effective earthquake risk reduction were covered by the experts in the relevant fi elds. 14

15 3.0 Sensitization Training on "Earthquake Risk Reduction and Preparedness" for Municipal Officials and Community Members in Dhangadhi Municipality (October 24, 2008): The Dhangadhi Municipality and United Nation Development Programme / Earthquake Risk Reduction and Recovery Preparedness Programme for Nepal (UNDP/ERRRP - Project) jointly organized sensitization programme on earthquake risk reduction and preparedness for community members and municipal offi cials at Kailali Chamber of Commerce and Industry in Dhangadhi Municipality on October 24, The objective of the sensitization program was done in order to sensitize all the community members and municipal offi cials of the municipality on Earthquake Risk Reduction and Preparedness. In this program, causes and effects of earthquake, how to get prepared before earthquake, preparedness planning and issues on NBC implementation process and the strategies to be adopted by the municipality for effective earthquake risk reduction were covered by the experts in the relevant fi elds. The programme was attened by more than 72 people (community members and municipal offi cals) from municipality offi ce,members of political parties, Acting CEO of Municipality, Police executives, Divisional engineers of DUDBC, ward members, Youth club, Community development service, Nepal Red Cross Society, Nepal Family Planning and other government and non Government organizations. Out of 72 participants, 22 were female participants and rests 50 were men attened the programme. 15

16 4.0 Sensitization Training on "Earthquake Risk Reduction and Preparedness" for Municipal Officials and Community Members in Birendranagar Municipality: The Birendranagar Municipality and UNDP/ERRRP- Project jointly organized sensitization programme on earthquake risk reduction and preparedness for community members and municipal offi cials at Birendranagar Municipality on November 21, The programme was attended by more than 86 people (community members and municipal offi cials) from municipality offi ce, members of political parties, CEO of Municipality, seismologist from seismological center, CDO of District administration, divisional chief of DUDBC, Program Offi cer of UNDP/ERRRP Project, Ex mayor, ward members, Nepal family planning, media persons, women community offi ce, health promoter and other government and non government organizations. 17 5.0 Sensitization Training on "Earthquake Risk Reduction and Preparedness" for Engineers and Sub-Engineers in Biratnagar Sub- Metropolitan City: The Biratnagar Sub-Metropolitan City, UNDP/ERRRP-Project and Nepal Engineers Association Biratnagar Regional center jointly organized sensitization programme on earthquake risk reduction and preparedness for architects, engineers, and sub engineers at Ratna Hotel in Biratnagar on Dec 6, A total of seventy two (urban planners, architects, engineers and sub engineers) participants from government and non-governmental organizations attended the workshop, 1 women and 71 men. The objective of the sensitization programme was done to sensitize all the engineers, architects and sub engineers of the Biratnagar regional center on Earthquake Risk Reduction and Preparedness and to discuss the issues related to implementation of National Building Code lessons learned and way forward, local technology and professional ethics of technical persons. In this programme, sensitization on engineering aspects of earthquakes, implementation of National Building Code lessons and way forward, professional ethics and the strategies to be adopted by the municipality for effective earthquake risk reduction were covered by the experts in the relevant fi elds. 17

20 Training on Earthquake Resistant Construction of Buildings for Masons in Birendranagar Municipality The Birendranagar Municipality and United Nation Development Programme / Earthquake Risk Reduction and Recovery Preparedness Programme for Nepal jointly organized training program on Earthquake Resistant Construction of Buildings for Masons on August 28-31, 2009 in Birendranagar. The principal aim of the course is to create awareness about seismic hazards on structural system among the participants and provide basic knowledge and skill on earthquake safe construction procedure to masons in Birendranagar. The main purpose of this course was to enhance the knowledge and skills of existing skilled workforce involved in building construction business i.e. masons, carpenter, steel fi xer. The training course was designed to upgrade the skills of existing masons, carpenters and steel fi xers for construction of earthquake-resistant houses. 33 numbers of participants were attended in the training programme. 20

21 Public Education and Awareness program on Earthquake Safe Buildings, Recovery Preparedness and Orientation on Municipal Profile / Land Use Practice in terms of Earthquake Risk and Vulnerability in Birendranagar Municipality The Birendranagar Municipality and United Nation Development Programme / Earthquake Risk Reduction and Recovery Preparedness Programme for Nepal jointly organized Public Education and Awareness Program on Earthquake Safe Buildings, Recovery Preparedness and Orientation on Municipal Profi le / Land Use Practice in terms of Earthquake Risk and Vulnerability on September 1, 2009 in Birendranagar. The Purpose of the PEA Program is to Raise Awareness and Preparedness on earthquake phenomenon, preparedness and safety 21

22 Raise Public s General Knowledge on earthquake Safe Buildings, Recovery Preparedness and Orientation on Municipal Profi le / Land Use Practice in terms of Earthquake Risk and Vulnerability Communicate the RISK to the community members. The program was attended by 88 participants out of whom 19 numbers were female. From PEA program, safety culture can be achieved through the sustainable process of education for raising the public awareness, to create sensitiveness and belief on the Effects of Earthquake and its importance for Earthquake Safe Buildings in order to make effective and appropriate actions. 22

23 Training on Structural Analysis and Earthquake Resistant Design of Building using SAP 2000 and Implementation of National Building Code of Nepal for Municipal Engineers in Biratnagar Sub Metropolitan City The Biratnagar Sub-metropolitan City and United Nation Development Programme / Earthquake Risk Reduction and Recovery Preparedness Programme for Nepal jointly organized training program on Structural Analysis and Earthquake Resistant Design of Building using SAP 2000 and Implementation of National Building Code of Nepal for Municipal Engineers on October 25-30, 2009 in Biratnagar. The main objective is to build the capacity of the municipal engineers for the effective implementation of National Building Code focusing on the structural analysis and Earthquake Resistant Design of Buildings with the use of computer software (SAP 2000). The Purpose of the PEA Program is to Raise Awareness and Preparedness on earthquake phenomenon, preparedness and safety Raise Public s General Knowledge on earthquake Safe Buildings, Recovery Preparedness and Orientation on Municipal Profi le / Land Use Practice in terms of Earthquake Risk and Vulnerability Communicate the RISK to the community members. The program was attended by 92 participants out of whom 16 numbers were female. From PEA program, safety culture can be achieved through the sustainable process of education for raising the public awareness, to create sensitiveness and belief on the Facts of Earthquake in order to make effective and appropriate actions. 24

25 Activities on five major task of ERRRP Project Task no. 1: Assessment of program municipalities in terms of Earthquake Risk and vulnerability and Prepare Municipal Profi le and report on Impact of Settlement pattern, land use practice and option in high risk areas of fi ve programme municipalities and dissemination of report Earthquake vulnerability and risk assessments are being carried by the project to identify the level of risk in 5 municipalities. The study has be also focused on urbanization trend of municipality, existing land use planning and its practices, municipal areas where urban expansion and new constructions are more concentrated. The impact of earthquake on the forecasted settlement pattern has be analyzed and options for relocating the highly risk settlement area will be studied. The project is carrying earthquake risk assessment, earthquake scenario development and loss estimation by using software like SHAKE 2000, RADIUS and others. 30 Task No. 2: Selection, design and cost estimation of 1 public building in each of the municipalities completed for demonstrative seismic safe construction/retrofitting Observation of School building and briefi ng on process of Seismic retrofi tting construction works to members of school management committee, on 31 March, 2009 UNDP/ERRRP Project has planned to carry out demonstrative seismic retrofi tting works of public buildings in program municipalities so as to disseminate the technique as well as aware community people on the need to incorporate earthquake resistant/safety features in existing building to protect life and properties in case of major earthquake. Some public buildings have been identifi ed and recommended by the municipalities for seismic retrofi tting works. Each municipality has recommended public buildings (max three) with prioritization to the project for demonstrative seismic retrofi tting works. Structural vulnerability assessment and structural analysis/design for retrofi tting has been carried on. The most feasible buildings selected for Demonstrative Seismic Retrofi tting she detail structural analysis/design/drawing/ cost estimation for seismic retrofi tting will be carried out. 1. Structural Vulnerability Assessment of Existing Important public Buildings The proposed public buildings has been visited and structurally assessed. The structural vulnerability assessment outcome is disseminated to the concern authorities. This outcome will be a guide for preparing intervention plans i.e. retrofi t the existing building. 30

31 As per the outcome of the structural vulnerability assessment, intervention plans will be prepared to retrofi t the existing building or to re-construct. At this stage, all the necessary design, drawing, cost estimation, work plans and management plans will be prepare. Possible tools and means of implementation process, technology transfer and awareness raising and replication are also proposed in this plan. Action 2 & 3: Retrofitting/construction of demonstrative public building in each of the project municipalities and Supervision Seismic retrofi tting is the modifi cation of existing structures to make them more resistant to seismic activity due to earthquakes. Document with detail construction drawings and costing of retrofi tting will be prepare. Based on the contract document technical criteria for the selection of contractor will be developed. A MOU will be signed between ERRRP Program and program municipalities for the overall processes of tendering processes and retrofi tting construction works. Thus ownership of the construction process will be born by municipalities. Local masons trained on Earthquake Resistant Construction of buildings will be mobilized under the leadership of head mason trained on retrofi tting works for technology transfer and knowledge sharing. Structural engineer/expert will be hired for occasional supervision at critical/complicated stages of the retrofi tting works as technical backstopping to municipalities. Monitoring and supervision will be also done by ERRRP project engineers jointly with consultants to maintain the quality of works. 31

32 Task No. 3: Update and review existing government and municipal policies on earthquake risk reduction, preparedness and response and prepare report, dissemination and recommendations to government UNDP/ERRRP Project has planned to prepare review report on existing policies on earthquake preparedness and response. The primary aim of the study is to review existing government and municipal policies and regulations on earthquake preparedness and response and to recommend necessary amendments and options for better policies. The project shall Review existing laws, building act, local self governance act regulations, gadgets related to building regulations and will also visit program municipalities and will conduct interaction meetings with municipal offi cials, designers, constructors and local house owners regarding the issues on enforcement of prevailing standards/ regulations/bylaws/building codes. The Project will recommend options and amendments for better policies on building regulations and its enforcements, earthquake preparedness and response. Municipality wise recommendations for enforcement of National Building Code will be also included in the report. The report will be disseminated to the national and local stakeholders. 32

33 Task No 4 : Preparation of Recommendation report for update of Nepal National Building Code ERRRP Project has planned to prepare Recommendation report for update of Nepal National Building Code. The project will conduct interaction meetings with DUDBC, stakeholder municipalities and other institutions/experts on issues of building code revision. The recommendation report will be forwarded MOPPW/DUDBC and submitted to building code revision committee chaired by secretary for making offi cial decision on revision Task no 5: Preparation of Seismic Vulnerability Evaluation Guideline for Private and Public Building (For pre disaster vulnerability and post disaster damage assessment) and dissemination Most of the houses including engineered buildings in Nepal are highly vulnerable to even moderate intensities due to lack of knowledge of earthquake safety measures. For the seismic assessment tasks a strong necessity had been felt to develop simplifi ed guidelines suitable to Nepalese context (based on Broad framework i.e., internationally adopted framework) to provide procedures and guidance for engineers, professionals, technicians to identify seismically vulnerable buildings and to carry pre disaster vulnerability assessment and post disaster damage assessment of private and public buildings. Considering this fact ERRPP Project has planned to prepare Seismic Vulnerability Evaluation Guidelines for Private and Public Buildings (For pre disaster vulnerability and post disaster damage assessment) to disseminate the methods and procedures of assessment of buildings to technicians. 33

34 At fi rst, collection and review of existing tools and guidelines that are being adopted for assessment of buildings like FEMA, IAEE, AIT and others will be carried. Then existing typology of public and private buildings in urban, sub-urban and rural areas will be explored and probable damage grade will be studied. Based on those studies, procedures for inspection, pre disaster vulnerability assessment, evaluation and post disaster damage assessment of buildings will be developed. Project shall take initiation for standardizing the guidelines through MOPPW/ DUDBC. At the same time the guidelines will be disseminated to related institutions/stakeholders.
