10 Government Validation Review District Review Team consists of a minimum: a LEED AP, an architect and electrical, mechanical, and civil engineer. ACSIM Validation Program (USACE HQ/ACSIM)
11 Projects Required to Meet LEED Silver All New Vertical Construction Projects with Climate Controlled Facilities. Renovation/Repair Projects that exceed the Garrison Commander s Authority and exceed 25% replacement cost. Minimum 5% required to be GBCI LEED Silver Certified.
12 Projects Exempt from Meeting LEED Silver Horizontal Construction Vertical Projects that are not climate controlled for human comfort. Overseas Contingency Construction and CONUS Interim Facilities THIS DOES NOT MEAN THAT LEED GOES AWAY!!!

14 DB Technical Evaluation (MILCON TRANSFORMATION PROJECTS) Confirm mandatory, prohibited credits Check for inconsistencies between LEED points and other portions of proposal Daylight, views points versus room layout & fenestration 30% energy reduction versus building envelope/insulation Bike rack/shower credit versus shower on plans Site heat island credit versus shaded, porous & concrete pavement Water use reduction credit versus proposed fixtures Confirm correct assumptions on credits that require postoccupancy activities
15 Innovation Credits Innovation & Design credits are prohibited if they are not accompanied by a formal GBCI approval Match a credit from the USGBC ID Credits Catalog (at usgbc.org) Accompanied by a GBCI Credit Interpretation Ruling (CIR) Do not count toward minimum number of points in proposal unless complies (may seek approval after award)

18 Validating Design Credits Incorporate LEED credit into drawings/specs Design credits, checklists, templates and supporting documentation is a separable portion of the Design Analysis and provided with each required submittal Design documentation shall be in conformance with GBCI requirements for claimed credits.

28 USACE Adoption of LEED 2009 USGBC cut off v2.2 registrations on 26 June 09 ECB requested all Corps Districts register all FY10 and FY11 known Army projects prior to cutoff date All projects registered before cutoff date may be executed using v2.2 In MT RFPS indicate registered by Government, administration transferred to Contractor after award All FY10 and FY11 projects not registered under v2.2 will have to be executed using LEED 2009 FY12 and beyond projects will use LEED 2009 NC

31 LEED 2009 Program Requirements To be considered for GBCI certification a building must: Must comply with Environmental Laws Be a complete, permanent building or space (no mobile structures) Be either a new building or major renovation of a building in it s entirety (no partial buildings). Horizontally attached buildings (additions) are OK if physically distinct. Have a project boundary that includes all contiguous land supporting that building s normal operations and construction.
32 LEED 2009 Program Requirements To be considered for GBCI certification a building must: Must comply with minimum FTE & Floor Area requirements Commitment to share whole building energy use data with USGBC. Must Comply with a Minimum Building Area to Site Area Ratio.

39 LEED 2009 Energy Efficiency More focus needs to be placed on energy! It often secondary to other credits that are cheaper to buy LEED effort may be discredited because buildings not performing as anticipated. All projects pursuing certification will be required to provide utility usage data.
