1 April 12, Huron Street, 7th Floor Toronto, Ontario M5S 1A2 FINAL Attention: Yang Ting Shek OHS Manager Re: Re-occupancy of Room 6360 Medical Sciences Building, St. George Campus Pinchin Ltd. was retained by the to provide an opinion related to the re-occupancy of Room 6360 in the Medical Sciences Building (MSB) at the St. George campus. Currently the room has been closed due to concerns with the recent discovery of asbestos-containing debris. BACKGROUND Room 6360 is a laboratory located on the 6 th floor of MSB, and includes two smaller offices, 6360 A and B. The room is under negative pressure, and operates under a fresh air supply. A vertical service shaft is located immediately adjacent to the lab. Sprayed fireproofing containing chrysotile asbestos is present on the structural steel beams and decking above the ceiling of the room, and the fireproofing is also present as overspray inside the vertical service shaft. Room 6360A is adjacent to a construction area on the West side (rooms 6366 and 6368). Asbestos abatement was previously completed in the adjacent construction area (Rooms 6366 and 6368) following Type 3 precautions. INVESTIGATIONS AND TESTING Settled dust was observed in room 6360A on January 31 st, 2017 and reported to the University on February 1 st, 2017, resulting in closing of the lab. The lab was cleaned by Envirosafe with visual inspection and air monitoring completed by Safetech. The lab was reopened by the University following the cleaning and air monitoring. The dust was generated through a breach in the enclosure due to improper abatement methods by the contractor. On March 16 th, a recurrence of settled dust was observed within Room 6360A and reported on March 17, 2017 and the lab was closed shortly after. The settled dust was sampled on March 19 th, consisting of a small pile of debris adjacent to the doorway between 6360A and the construction area. The sample was collected and analyzed by Pinchin which revealed an asbestos concentration of 0.5 to 5% chrysotile asbestos when analyzed by the method prescribed for bulk sample analysis in O.Reg. 278/05, the Pinchin Ltd Milltower Court, Mississauga, ON L5N 7W5 Page 1 of 3
2 Re-occupancy of Room 6360 April 12, 2017 Medical Sciences Building, St. George Campus FINAL Regulation Respecting Asbestos In Construction Projects And Buildings And Repair Operations (U.S. Environmental Protection Agency, Test Method EPA/600/R-93/116, Method for the Determination of Asbestos in Bulk Building Materials, June 1993). The University subsequently closed Room 6360 and conducted a series of investigations, smoke testing and clean-ups in the room to ensure that it was safe to enter, and to determine the cause of the asbestos being present in the room. The source of the asbestos entering the room appears to have been to residual dust trapped in the door between the subject room and the construction area, conduit penetrations, between the top of the block demising wall and the deck, as well as through the electrical outlet in 6360A. Based on our observations and work performed by University staff, the following steps have been taken: The room was cleaned on March 20 th, 2017 by Envirosafe, with inspection and air monitoring by Safetech following cleaning. The lab remained closed following the discovery of further settled dust within the lab the following day. The University sealed all openings between the laboratory and shaft and block wall adjacent to the construction area, including the electrical panel, the doorway, the space between the deck and the block wall, electrical outlets and conduit openings. The University also took steps to reduce the pressure differential between the service shaft and Room This work was completed between March 30, 2017 and April 10, Pinchin was on site on April 9 th and 10 th, 2017 to provide the following services: Inspect Room 6360 following the previous cleaning work and inspect for any further settled construction dust. Perform smoke tests to confirm the effectiveness of the seals between the shaft and the laboratory. Conduct additional air monitoring. The air monitoring results were all below 0.01 fibres per cubic centimeter (f/cc) which is below the Ontario Occupational Exposure Limit of 0.1 f/cc. Refer to the attached inspection report for photos and the air sample results. The room was given a final cleaning by Envirosafe Inc. on April 10, 2017 following the air monitoring to remove clean caulking debris present on counters and the floor in room 6360A (due to sealing the ceiling tiles with caulking) Pinchin Ltd. 3 Re-occupancy of Room 6360 April 12, 2017 Medical Sciences Building, St. George Campus FINAL CONCLUSION Following the above the work, it is Pinchin s opinion that Room 6360 is safe for normal occupancy. We recommend that air monitoring be performed in Room 6360 and adjacent areas weekly for a period of three weeks to ensure the air quality remains at acceptable levels during the current construction. We also recommend that the University continue to work on the balancing of the air between the service shafts and the adjacent laboratories. Yours truly, Pinchin Ltd. OTHER Item Comments Action The air sampling results in the table above show that the fibre levels are less than 0.01 f/cc. The Ontario occupational exposure limit for asbestos is 0.1 f/cc. The actual results (where less than the reportable detection limit of the method) are also provided in the table above. Pinchin completed a visual inspection of the site isolation completed by the University. Based on our review, we noted the following items that have been effectively sealed based on smoke testing within the lab during the inspection: 1.) The door between 6360A and the construction side 2.) The conduit penetrations and electrical outlet between 6360A and the construction side 3.) All penetrations into the concrete block wall from the shaft side 4.) Magnehelic Gauge 5.) Electrical Panel. A visual inspection was completed throughout the room. The inspection included all shelving, drawers, flooring and beneath stored items in the lab. It should be noted that there is a wax, used for the wood drawers that will flake off through the use of the drawers and will be present. At the time of the inspection on April 10 th, small bits of caulking debris were observed present in 6360A following caulking of the ceiling tiles, including staining on the lab counters in 6360A.
